In this study, we propose a new model for systems analysis ‘of’ policy and systems analysis ‘for’ policy with the example of construction sector in the Turkish 5-year development plans.Our proposed model—integrated development management model (IDMM)—is conceptually based on the principles of systems thinking and integrated management approach.We present and discuss the results of our work in which we extracted all construction-related policies and strategies from eight 5-year development plans and analyzed them using the IDMM. In the light of the analyses, we give several answers to the question: “Why did the development plans fail to meet their targets in Turkey?” We propose that any development plan has to have claritasunitasintegritasconsonantia between the management levels (normative, strategic, and operational) and components (goals, structures, and behavior) of IDMM.The paper is the first work that brings the concepts of development planning and foresight together. In a complementary stance, the time of integrating foresight and development planning has come.  相似文献

In 1970 an initial survey was made of futures courses at university level based on forty courses that could be located in the United States and Canada [Technol. Forecast. Soc. Change 2, 133–148 (1970)]. This was replicated during 1970–1972 on approximately 200 North American courses and reported changes in the field at the Third World Future Research Conference in Bucharest, September 1972 (Technol. Forecast. Soc. Change, 4, 387–407 [1973]). A third interation was funded by the World Institute Council and published in abstracted form with their permission here. The conclusions to be drawn from some six years of analysis of such courses, and drawn especially from the specifics of the 300 courses in the third iteration, can be lumped under five main headings: (1) All disciplines are to some degree finally alerted to the future implications of both their research and their teaching. (2) There remains still much “froth and nonsense” in futures courses. How to control this and encourage lively creativity is a complex problem-especially since the intellectual image of futurism today is not that high! (3) There appears to be no reliable sociocultural change theory backing future studies and there is precious little solid theory backing future studies and there is precious little solid theory in the field itself-offset by some progress in methodology. (4) Despite these strictures, if all future-oriented courses in American/Canadian universities were lumped together (future Studies per se; technology forecasting/assessment; policy sciences; peace studies; demography; environmental/ecology courses; general systems theory/system analysis/system dynamics; mathematical modelling and game theory; eschatology; utopian literature and science fiction; even black studies and women's courses) the total might approach 5000 and it is still growing, as is popular and academic understanding of the necessity “to plan ahead” in this period of human malaise. (5) Informal education of varied worth, from free swinging communes to middle management cram courses conducted by think-tanks, may turn out to be more useful in future-oriented advanced education than that which takes place in formal “walled” traditional institutions.  相似文献

This paper is an attempt to apply the Driving forces–Pressures–State–Impact–Responses (DPSIR) framework to identify the issues of pollinator loss. The linkages between the significant pressures on insect pollinators, their underlying socio-economic driving forces and responses, with the focus on Europe, are addressed in the study. A review of literature revealed the shortage of empirical studies that prove direct links between policy responses and specific pressures on the pollinators. Based on written evidence and expert judgement, land use practices and the use of agrochemicals were regarded as the most significant pressures on different functional groups of pollinators. As demonstrated in the study, agricultural and rural development policy has been the key driving force of these pressures. The application of the DPSIR framework proved to be useful in identifying the pathway of human pressures on pollinators. The study also concludes that there is further need for specific empirical research on the effects and effectiveness of the Common Agricultural Policy (CAP) measures (agri-environment measures in particular) to support farming practices that facilitate the protection of the environment and the prevention of pollinator loss.  相似文献

Since the UNCED Conference in Rio de Janeiro 1992, the need to actively protect biodiversity is universally acknowledged. The UN Convention on Biological Diversity (CBD) defined biodiversity as comprising ecosystem diversity, species diversity and genetic diversity, and decided for the ecosystem level as the basis for describing biodiversity. However, due to conceptual problems as much as to the lack of data, so far no comprehensive measurements of biodiversity have been developed. A single measure quantitatively describing biodiversity even seems out of reach due to the incommensurability of the three levels. This makes it impossible to directly base policy decisions on existing or future estimates of the “total size” of biodiversity. Instead, it is suggested to analyse the pressures threatening biodiversity, which can usually be measured quantitatively, and act as the interface between the socioeconomic driving forces behind them and the biological impacts. The drivers (physical primary drivers, politics and policies causing them as secondary and institutional structures as tertiary ones) do not only affect biodiversity, but a range of sustainability problems. The analysis permits to integrate biodiversity risks with broader environmental and sustainability policies, and thus to mainstream biodiversity preservation.Such an analysis is presented for Europe, naming pressures and driving forces and illustrating the close links between the causes of biodiversity pressures and other environmental problems. This way, it is possible to develop first ideas how the standard set of environmental policies must be modified and extended to cover the issue of biodiversity.  相似文献

The increasing importance of technology in the application world has imposed high demand on the research community for insightful and useful principles about “management of technological innovation” (MTI). This paper examines the academic legacy in terms of conceptual categories, causal relationships and taxonomy of relevant systems, and asserts from a system perspective that MTI as an applied science is still in its infancy.Based on methodological argument, this paper warns of the danger of hasty compromise of strategically important topics to “popular” definition of “researchability,” and suggests several research guidelines and approaches for this young interdisciplinary discipline:
1. (1)To explore new frontiers, use “proximate variables,” consider contextual factors and causation in broad terms, conceptualize “independently,” and pay more attention to case study method.
2. (2)To understand driving forces, be aware of practice, and focus on internal dynamics.
3. (3)To transcend complexity, adopt a hierarchical structure perspective and state-and-flow concept, and condense findings into configurations.
Finally, this paper urges the formation of an overall research strategy to accelerate the accumulation of MTI grounded knowledge.  相似文献

In this paper, we modify the Djajić [Djajić, S., 1987. “Government Spending and the Optimal Rates of Consumption and Capital Accumulation,” Canadian Journal of Economics 20, 544–554.] model in such a way that government consumption expenditure provides utility to households via the total stock of government services rather than the government consumption flow alone. By using such a framework, we show that the optimality condition for the public service capital stock is the marginal rate of substitution between public service capital and consumption that equals the intertemporal marginal rate of transformation between the two goods. In addition, we show that the relationship between private consumption and public service capital in a household's utility plays an important role in determining the transitional behavior of relevant variables. We also examine the second-best government consumption expenditure policy. By contrast, in the standard flow specification, e.g., Turnovsky and Brock [Turnovsky, S.J. and Brock, W.A., 1980. “Time Consistency and Optimal Government Policies in Perfect Foresight Equilibrium,” Journal of Public Economics 13, 183–212.], Ihori [Ihori, T., 1990. “Government Spending and Private Consumption,” Canadian Journal of Economics 23, 60–69.], and Turnovsky and Fisher [Turnovsky, S.J. and Fisher, W.H., 1995. “The Composition of Government Expenditure and its Consequences for Macroeconomic Performance,” Journal of Economic Dynamics and Control 19, 747–786.], the second-best government consumption expenditure is decided on the basis that the marginal utility of consumption is equal to the discounted sum of the marginal utility of the government's flow spending.  相似文献

The ongoing liberalization of electricity markets in most western countries forms the background of our artefactual field experiment. Using a Cheap talk design [R.G. Cummings and L.O. Taylor. American Economic Review 89 (1999) 649–665] with supplementary monetary incentives, we test for presence of “warm glow” motivations [J. Andreoni. Journal of Political Economy 97 (1989) 1447–1458; Economic Journal 100 (1990) 464–477] in the willingness-to-donate for electricity generated from renewables. Our data from 200 participants supports impure altruism, that is, individuals benefit from both contributing to environmental quality and its current level when opting in favor of green electricity. Furthermore, we find evidence of crowding-out as well as crowding-in effects. Depending on the knowledge of people about electricity markets and the types of electricity contracts offered, “all-or-none” contracts are most likely to bring about crowding-out effects.  相似文献

Using a formal propositional language with operators “individual i assigns probability at least α” for countably many α, we devise an axiom system which is sound and complete with respect to the class of type spaces in the sense of Harsanyi (1967–1968, Management Science, 14 159–182). A crucial inference rule requires that degrees of belief be compatible for any two sets of assertions which are equivalent in a suitably defined natural sense. This paper investigates the driving forces of output change in 77 countries during the period 1970–2000. A flexible modeling strategy is adopted that accounts for (i) the inefficient use of resources, and (ii) different production technologies across countries. The proposed model can identify technical, efficiency, and input change for each of three endogenously determined regimes. Membership in these regimes is estimated, rather than determined ex ante. This framework enables explorations into the determinants of output growth and convergence issues in each regime.  相似文献

We describe strategy-proof rules for economies where an agent is assigned a position (e.g., a job) plus some of a divisible good. For the 2-agent–2-position case we derive a robust characterization. For the multi-agent–position case, many “arbitrary” such rules exist, so we consider additional requirements. By also requiring coalitional strategy-proofness or nonbossiness, the range of a solution is restricted to the point that such rules are not more complex than those for the Shapley–Scarf housing model (no divisible good). Third, we show that essentially only constant solutions are immune to manipulations involving “bribes.” Finally, we demonstrate a conflict between efficiency and strategy-proofness. The standard real business cycle literature mainly focuses on Walrasian models designed to fit the U.S. institutional framework. Differences between the United States and Europe, mostly evident in the labor market, suggest that a purely Walrasian model may be inappropriate for the study of European business cycles. I present a stochastic version of the dynamic general equilibrium model of Daveri and Maffezzoli (2000, “A Numerical Approach to Fiscal Policy, Unemployment and Growth in Europe,” Econometrics and Applied Economics Working Paper 2000-4, IEP, Università Bocconi), where unemployment is generated by monopolistic unions, and calibrate it to reproduce several long-run features of the Italian and U.S. economies. This framework is then compared with an indivisible labor model built on Hansen (1985, Journal of Monetary Economics16, 309–328) and Rogerson and Wright (1988, Journal of Monetary Economics22, 501–515). I focus on the impulse response functions, the standard business cycle statistics, and the ability to reproduce the cyclical components of the main macroeconomic variables. The main results are as follows: (i) the impulse response functions of the monopoly union (MU) model show a higher degree of overall persistence; (ii) the business cycle statistics are similar; (iii) the MU model enjoys a statistically significant advantage in reproducing the Italian business cycle, but not that of the United States. The search for methods of assessment that best evaluate and integrate the trade-offs and interactions between the economic, environmental and social components of development has been receiving a new impetus due to the requirement that sustainability concerns be incorporated into the policy formulation process. A paper forthcoming in Ecological Economics [Böhringer, C., Löschel, A., in press. Computable general equilibrium models for sustainability impact assessment: status quo and prospects, Ecological Economics.] claims that Computable General Equilibrium (CGE) models may potentially represent the much needed “back-bone” tool to carry out reliable integrated quantitative Sustainability Impact Assessments (SIAs). While acknowledging the usefulness of CGE models for some dimensions of SIA, this commentary questions the legitimacy of employing this particular economic modelling tool as a single integrating modelling framework for a comprehensive evaluation of the multi-dimensional, dynamic and complex interactions between policy and sustainability. It discusses several inherent dangers associated with the advocated prospects for the CGE modelling approach to contribute to comprehensive and reliable sustainability impact assessments. The paper warns that this reductionist viewpoint may seriously infringe upon the basic values underpinning the SIA process, namely a transparent, heterogeneous, balanced, inter-disciplinary, consultative and participatory take to policy evaluation and building of the evidence-base.  相似文献

Water markets have featured prominently in the reallocation of water rights to restore freshwater ecosystem health. Incentive-based water rights acquisition and transactions have emerged as a market-oriented policy approach to reallocate water resources from existing uses to enhance the provision, regulation, and sustainability of freshwater ecosystem services. This paper develops a conceptual framework to examine factors enabling and constraining successful policy reform and implementation in market-based environmental water allocation. This analysis distills and extends the findings and lessons of a September 2007 workshop in Brisbane, Australia on environmental water transactions. Two case studies were selected in water stressed basins - the Columbia (U.S.A) and Murray-Darling (Australia) Basins - where transactional approaches to environmental water allocation first emerged. The case studies draw upon practitioner perspectives and previous policy and economic analysis in two regions where shared political economic and physical conditions lend a strong analytical basis for comparison. A common set of policy and regulatory reforms has occurred in both cases - albeit in different forms and via distinct paths - to develop three enabling conditions: (1) establishment of rights to and limits on freshwater extraction and alteration; (2) recognition of the environment as a legitimate water use; and (3) authority to transfer existing water rights to an environmental purpose. However, these elements of policy reform are necessary but not sufficient for effective implementation; a second set of driving forces, barriers, and adaptations explains the ability to achieve larger scale ecological outcomes. These conditions include the physical, social and economic factors driving demand for environmental water allocation; administrative procedures, organizational development and institutional capacity to effect transfers; and adaptive mechanisms to overcome legal, cultural, economic, and environmental barriers. The case study analysis suggests that environmental water transactions can play an important role in establishing environmental water allocations, although water markets require ongoing institutional capacity and adaptive governance. The conceptual framework and empirical lessons generated through this cross-case comparison provide the basis for an expanded research agenda to evaluate the design and performance of market-oriented reforms as implementation experience accrues and new programs emerge in diverse ecological and political economic settings.  相似文献

D. Blackwell and L. Dubins (1962, Ann. Math. Statist.38, 882–886) showed that opinions merge when priors are absolutely continuous. E. Kalai and E. Lehrer (1993, Econometrica61, 1019–1045) use this result to show that players in a repeated game eventually play like a Nash equilibrium. We provide an alternative proof of merging of opinions that clarifies the role of absolute continuity while casting doubt on the relevance of the result. Persistent disagreement, the opposite of merging, allows the construction of a sequence of mutually favorable “bets.” By a law of large numbers, both agents are certain they will win these bets on average. By embedding labour market bargaining considerations in an influence-seeking framework, we show how a union's stance on environmental policy depends on the exposure of their members to the risk of job loss. With a risk of unemployment, unions lobby with employers to resist stricter environmental policies. When employment is secure, unions may support policies that reduce employment opportunities for nonunion workers. “Environmentalism” can therefore arise without explicit environmental concerns among workers. Consequently, pollution taxes may yield a negative welfare dividend in the form of inefficiently high unemployment.  相似文献

Many environmental problems can be attributedto the extraction and emissions of physicalsubstances. Increasing our understanding of theeconomic and technological driving forcesbehind these physical flows can contribute tosolving the environmental problems related tothem. The input-output framework is a usefulsetting in which to integrate detailedinformation about economic structure andphysical flows. In this article a specificmethod in input-output analysis is reviewed,namely Structural Decomposition Analysis (SDA).It is based on comparative static analysis,which decomposes historical changes of a policyvariable into determinant effects. SDA has beenapplied, for example, to analyze the demand andtechnological driving forces of energy use,CO2-emissions and various other pollutantsand resources. In Milgrom and Weber's (1982, Econometrica50, 1089–1122) “general symmetric model,” under a few additional regularity conditions, the English auction maximizes the seller's expected profit within the class of all posterior-implementable trading procedures and fails to do so among all interim incentive-compatible procedures in which “losers do not pay.” These results suggest that appropriate notions of robustness and simplicity which imply the optimality of the English auction for a risk-neutral seller must impose “bargaining-like” features on the set of feasible trading mechanisms. We study the demand for flexibility and what it reveals about subjective uncertainty. As in Kreps [D. Kreps, 1979. A representation theorem for ‘preference for flexibility’. Econometrica 47, 565–577], Nehring [K. Nehring, 1996. Preference for flexibility and freedom of choice in a Savage framework. UC Davis Working Paper; K. Nehring, 1999. Preference for flexibility in a Savage framework. Econometrica 67, 101–119] and Dekel et al. [E. Dekel, B. Lipman, A. Rustichini, 2001. Representing preferences with a unique subjective state space. Econometrica 69, 891–934], the latter is represented by a subjective state space consisting of possible future preferences over actions to be chosen ex post. One contribution is to provide axiomatic foundations for a range of alternative hypotheses about the nature of these ex post preferences. Secondly, we establish a sense in which the subjective state space is uniquely pinned down by the ex ante ranking of (random) menus. Finally, we demonstrate the tractability of our representation by showing that it can model the two comparative notions “2 desires more flexibility than 1” and “2 is more averse to flexibility-risk than is 1.”  相似文献

Rational economic decisions regarding theconservation of biodiversity require the considerationof all the benefits generated by this naturalresource. Recently a number of categories of values(inherent value, contributory value, indirect value,infrastructure value, primary value) have beendeveloped, especially in the literature of EcologicalEconomics, which, besides the individual andproductive benefits of biodiversity, also include theutilitarian relevance of the ecological structure andfunctions of biodiversity in the, so-called, totaleconomic value. For the question of including theecological structure and functions of biodiversity inthe total economic value it is of crucial importanceto note, that these categories of values are not onlyterminologically different, but also relate todifferent ecological levels of biodiversity and – mostimportantly – to specific complementary relationships– between species, between elements of ecologicalstructures and between ecological functions and theircontribution to human well-being. This paper analysesthese complementary relationships, discusses theirimplications for the total economic value ofbiodiversity and draws conclusions for decision makingin environmental policy.  相似文献
