The farmer field school (FFS) concept has been widely adopted, and such schools have the reputation of strengthening farmers’ capacity to innovate. Although their impact has been studied widely, what is involved in their scaling and in their becoming an integral part of agricultural innovation systems has been studied much less. In the case of the Sustainable Tree Crops Programme in Cameroon, we investigate how a public–private partnership (PPP) did not lead to satisfactory widespread scaling in the cocoa innovation system. We build a detailed understanding of the key dimensions and dynamics involved and the wider lessons that might be learned regarding complex scaling processes in the context of agricultural innovation systems. Original interview data and document analysis inform the case study. A specific analytical approach was used to structure the broad-based exploration of the qualitative dataset. We conclude that scaling and institutionalization outcomes were impeded by: the lack of an adaptive approach to scaling the FFS curriculum, limited investments and genuine buy-in by extension actors, a failure to adapt the management approach between the pilot and the scaling phase, and the lack of strategic competencies to guide the process. Our findings support suggestions from recent literature that pilots need to be translated and adapted in light of specific contextual and institutional conditions, rather than approached as a linear rolling-out process. These findings are relevant for the further spread of similar approaches commonly involved in multi-stakeholder scaling processes such as innovation platforms.  相似文献

Although agri-environmental policies have been launched by the European Union to mitigate environmental pollution and sustain agricultural development, there is not much understanding of how to manage the asymmetries between the objectives and the effectiveness of the implementation of the policies on local scale. The nitrate directive (ND) is an emblematic case in this context. This research focused on the role of ‘hybrid knowledge’ (scientific and local) and the process of knowledge integration in understanding the nitrate problem as an agri-environmental issue emerging from a complex set of biophysical and social factors. We conducted an integrated analysis of a case study on nitrate pollution in an intensive dairy district under Mediterranean conditions. A participatory action research approach was applied to elicit stakeholders’ knowledge and perspectives and to create new learning spaces among farmers, researchers and policy makers at case study scale. We explored the effectiveness of social learning triggered due to participatory field experiments, by bringing together stakeholders to generate new ‘hybrid knowledge’ for agri-environmental sustainability. The dramatic shift from the initial defensive position of farmers to an agreement on concerted actions proved that the integration between local and scientific knowledge may contribute to an increase in the effectiveness of the ND.  相似文献

Social movement actors are seeking alternatives to the highly industrialized, global food system through alternative agri-food initiatives to counter the conventional practices of the industrial food system. Many of these initiatives have proven successful. Social movement researchers have documented the importance of the roles and services social movement organizations provide for movement constituents to realize their success, emphasizing human and financial capital as key components for mobilizing collective action. Researchers have also documented the value of interorganizational networks, and the benefits of collaboration to expand the share of resources, and perhaps more importantly design social movement frames to direct collective action for social change. However, what local food movement research has yet to address are some of the potential barriers that minimize collaboration among organizational leaders as it relates to social capital and collective identity. This paper takes a cross-sectional network analysis of social movement organizations working to increase the sustainability of various areas within the local food system in Marin County, California, a historically agricultural region serving a number of urban communities. Findings from the mixed-methods research reveal evidence of collective identity and social capital as enhancing collaboration among particular types of organizations while reducing potential collaboration among and between other social movement organizations. By analysing the collective identity and dichotomous nature of social capital among social movement organizations, this research contributes a clearer understanding of the existing gaps for increasing the sustainability of a local food system.  相似文献

The hydropower potential of the state of Uttarakhand, in the Indian Himalaya, is an estimated 20,000 MW, of which approximately 3200 MW have been developed. In conjunction with the central government, Uttarakhand is pursuing a policy of rapidly developing its remaining potential. The necessity for careful planning, assessment and mitigation of this development is paramount, requiring meaningful and effective public participation. This study examined two hydropower projects in Chamoli District. Our purpose was to investigate how stakeholders viewed the projects’ impacts, how local residents were involved in planning, assessment and mitigation, and what the residents learned from their involvement. We used a qualitative methodology involving a document review, participant observation, and semi-directed interviews. Local residents and nongovernmental organizations emphasized adverse social and environmental impacts. They thought the way of life and social fabric of affected villages were significantly altered and future sustainability was uncertain. Industry respondents emphasized the economic benefits. Government officials were relatively balanced in their perceptions. In one project, the only formal participation opportunity occurred during mitigation: development of the catchment area treatment plan. In the other, opportunities were available during assessment (e.g., hearings) and mitigation (e.g., advisory committees). Both projects involved multiple informal efforts at participation (e.g., legal petitions and public protests). Among local residents, there were notable instances of sustainability-oriented learning. The development of hydropower projects in Uttarakhand can become more participative, to improve decision making, promote equity, and create opportunities for sustainability learning.  相似文献

This paper looks at ways of improving agricultural service provision to rural producers through the adoption and integration of innovative tools for managing producer organizations in Mali. It considers a bottom-up approach to agricultural service provision and the factors that enable it to be scaled up efficiently. It demonstrates that building on complementarities between partners and adopting a needs-based approach creates relatively greater social impact. Our case study links the practical experience of a programme to the wider theoretical framework of social capital. We conclude that delivering affordable agricultural services to promote rural entrepreneurship in Mali will depend on (i) strategically incorporating past successes into programme interventions, (ii) building strong partnerships that foster complementarities, (iii) setting specific targets that empower all rural stakeholders, and (iv) establishing internal arrangements that ensure sustainability.  相似文献

Participatory research (PR) has been presented as an alternative to develop sustainable agricultural technologies more responsive to farmer needs. However, the institutionalization of PR methods is influenced by stakeholders' perceptions about incentives and disincentives. The study was conducted by gathering and analysing information from farmers, facilitators and institutional representatives involved in conducting potato-related PR in Bolivia, Ethiopia, Peru and Uganda between 2005 and 2007. Results indicate that at the farmer level the most important incentives are related to the benefits they can acquire (improving human and social capital, which is essential for more sustainable results). At the facilitator level, operational and organizational factors represent incentives, for example, perception of additional benefits, existing capabilities and skills, and access to logistic support. Some factors also represent disincentives such response to different types of demands, and instability of jobs within institutions. At the organization level, both financial and operational factors represent incentives or disincentives, such as the cost of PR methods, availability of skillful human resources, quality of technologies generated and the sustainability of financial support. These factors at both individual and organizational level need to be taken into consideration by organizations aiming at scaling up and out-of-PR methods and derived technologies in a sustainable way.  相似文献

In many countries, but particularly in Portugal, coastal conditions are already endangered by flooding and erosion, both likely to increase as a result of climate change. This daunting prospect raises critical questions of sustainability; social justice; genuine public participation and social learning; effective financing for long term social and economic benefit; connected polycentric governance; and the appropriate use of scientific knowledge bonded to public and political trust. While the development of most shorelines is nominally shaped by public administrative action, rapid coastal migration and excessive economic concentration have turned many threatened coastlines into a stage for settlement hazard and institutional chaos. In Portugal, despite clear evidence of increasing flooding and erosion, appropriate management responses are proving inadequate, both in the turbulent planning framework and in the scarce financial provision for future safeguard. The only plausible alternatives seem to lie in the processes of progressive adaptive governance, involving the trust and full participation of local communities; strongly supported scientific assessments of threat and safety; and fresh approaches to finding suitable funding sources. However, as evident from interviews with key actors in coastal planning in Portugal, the lack of policy clarity and political will, the weak science and poor coordination of stakeholders, combined with the particular regenerating coastal cultures of these communities, make any organised adaptive approaches highly problematic. This consequently places more emphasis on the rich cultural meanings of coastal occupation; of national identity in a time of economic crisis; of social justice in a period of reduced coastal maintenance funding; and of a more measured and sequential approach to an adaptive coastal governance.  相似文献

Experimentation with citizen participation in urban redevelopments is increasing worldwide. This paper aims to scrutinise this trend through an in-depth case study of the decisions and actions taken by the institutional stakeholders involved in participatory urban redevelopment in Tehran, Iran. The discussion is based around two contrasting urban redevelopment areas which set out to adopt a participatory approach involving various stakeholders including institutions (the Municipality of Tehran and the Heritage Organisation) and local owner-occupiers, developing new knowledge, understanding, and clarity about the concept and application of participation in urban redevelopments in developing countries. In both areas, the institutions invited owners to participate in the physical and economic improvements of their places through land assemblage or sharing redevelopment costs. In this study a range of qualitative methods are used including photo-elicitation techniques (PEI) and semi-structured interviews with locals, officials and professionals.The results show the vulnerability of the process. This was revealed when one institution did not maintain their role and when some owner-occupiers acted as free-riders. This highlights the challenge of building an enduring collaboration between institutional stakeholders from the planning to in-use stages, in particular the difficulties that arise as different institutions become involved in the process. This issue is more problematic when resources are limited and/or intermittent. As the results show, the institutional collaboration was smoother when fewer stakeholders were involved in decision making. In the commercial case, there were more complaints about overdue completion in the projects due to poor institutional collaboration. We recommend the need for an agreed mechanism prior to such initiatives where the role of the various stakeholders and their responsibilities are clearly cited, and where all different impact scenarios from the planning to in-use stage are set out.  相似文献

Aspects of governance of non-wood forest products (NWFPs) include institutional rules, stakeholder arrangements, and decision-making processes that govern production systems from access to resources, their use, and to markets. Compared with other forest products, few studies have investigated the governance of NWFPs in European post-socialistic countries transitioning from a planned to a market economy. This study compares institutional frameworks and stakeholder arrangements related to NWFPs in Russia and Ukraine using a case study approach. Both countries have a legacy of top-down forest government, state-owned forests, and rural communities with a long dependence on plant- and animal-based NWFPs. We analysed legal documents for NWFPs in each country and conducted expert interviews with stakeholders from the public, private, and civil sectors involved in the decision-making process of NWFPs. Institutional frameworks for NWFPs in both countries are complex, unclear, and overlap. Multiple legal documents contain restrictions regarding the extraction and sustainability of NWFPs. However, no special laws or policies are solely for NWFPs; all measures are included in legislation that regulates nature conservation and forest management. The government of both countries tends to overlook non-industrial forest use undertaken by marginal local communities, even if economic, social, and cultural values of NWFPs are relatively high for local and regional development. A misfit is observed between legal frameworks and forest companies’ business policies with customary rights. This phenomenon caused a shift to introduce new stakeholder arrangements related to NWFPs as a special type of resource in areas where NWFPs are heavily used both for subsistence and for generating household income by local communities. Landscape approach initiatives such as model forests and biosphere reserves may empower local communities to find means to protect their rights, needs, interests, and values related to NWFPs.  相似文献

The promotion and support of urban agriculture (UA) has the potential to contribute to efforts to address pressing challenges of poverty, under nutrition and sustainability among vulnerable populations in the growing cities of sub-Saharan Africa (SSA). This may be especially relevant for HIV/AIDS-affected individuals in SSA whose agricultural livelihoods are severely disrupted by the devastating effects of the disease on physical productivity and nutritional well-being. This paper outlines the process involved in the conception, design and implementation of a project to strengthen technical, environmental, financial and social capacity for UA among HIV-affected households in Nakuru, Kenya. Key lessons learned are also discussed. The first has been the value of multi-stakeholder partnerships, representing a broad range of relevant experience, knowledge and perspectives in order to address the complex set of issues facing agriculture for social purposes in urban settings. A second is the key role of self-help group organizations, and the securing of institutional commitments to support farming by vulnerable persons affected by HIV-AIDS is also apparent. Finally, the usefulness of evaluative tools using mixed methods to monitor progress towards goals and identify supports and barriers to success are highlighted.  相似文献

There is a significant challenge involved with balancing food security at local and global levels whilst mitigating the environmental and social consequences of the historically productivist agri-food system. This work will address the importance of education in the South Australian agricultural sector as a tool to maximise beneficial outcomes. The results of a blended method research project, which involved farmers and governance stakeholders in South Australia, are presented as empirical evidence highlighting the positive roles that formal education, in particular university education, have in regard to increasing sustainability. It was found that higher levels of formal education contributed to farmers being more likely to prioritise the socio-environmental outcomes of their agricultural land use. There was also a dramatic reduction in farmer concerns with government support mechanisms as education levels went from secondary or less, through to vocational qualifications, and finally university degrees. Interviews with agricultural governance stakeholders emphasised the role of education in building the adaptive capacity of farmers, and the subsequent positive outcomes for the future development of the South Australian agricultural industry. These results suggest that further education provides farmers with the capacity to compete effectively in a liberalised economy.  相似文献

Although Landscape Character Assessment (LCA) has gained a significant recognition around the globe, the understanding of the challenges faced by planners and decision- makers in incorporating LCA processes and outputs in land-use planning remains insufficient. This paper presents a snapshot of the barriers to effective LCA-based land-use planning in Israel, with regard to four distinct phases of the process: (a) the knowledge development phase, i.e., the formulation of a credible LCA approach; (b) the approach adoption phase, i.e., the willingness to incorporate LCA processes and outputs into land-use planning; (c) the knowledge transfer phase, i.e., the actual incorporation of LCA outputs into land-use planning; and (d) the application management phase, i.e., the transition of LCA- based plans into action. To investigate the barriers, the study combines a literature review with thematic analysis of eight Israeli LCA-based land-use plans from all planning levels, and individual in-depth interviews with 35 senior planners and decision makers involved in the design and implementation of these plans. The study reveals that within the general trajectory of mainstreaming LCA approach in Israel over the past two and a half decades, significant gaps exist between LCA knowledge, LCA-based land-use planning, and on- ground action and results. The extent of the gaps differs across plans and planning scales. The gaps are rooted in the complexity of the LCA approach; language barriers; scientific and technical limitations; inconsistency and subjectivity; different academic, planning, and decision-making traditions; limited institutional capacity; vagueness and over-flexibility of approved LCA-based planning principles and instructions; and lack of sufficient involvement by stakeholders. This paper offers suggestions as to how these gaps might be bridged in the Israeli context. In conclusion, the study recommends the following: developing a legally binding, generic, credible, and continuously updated LCA-based planning guide, that should be written in the native language; establishing a national and comprehensive free-access online information center for sharing LCA knowledge; strengthening of institutional capacities at all planning levels; enhancing planners' and consultants' LCA skills; and inclusion of all affected stakeholders in the process.Broadening the understanding of the obstacles and solutions to effective application of LCA processes and outputs in land-use planning and management practices can contribute to operationalizing this approach in various contexts and eventually, advance the reduction of anthropogenic pressures on valuable landscapes.  相似文献

Horticulture in the Netherlands is an economically strong sector. However, current organic horticulture does not comply with the standards for sustainability, because of its contribution to environmental pollution and exhaustion of natural resources. Transition towards more sustainable agro-ecosystems is inevitable for horticulture in the Netherlands to maintain its international competitive position. In this paper, we describe a study commissioned by the Dutch government aimed at testing an approach for participatory technology design and at generating commitment of stakeholders. In brainstorming sessions with representatives from research, extension and the horticultural sector, three draft scenarios were defined, based on political, societal and scientific goals for sustainable production systems. However, these draft scenarios were mainly formulated in a ‘top-down’ approach and within the sector no shared problem perception existed. So, strong identification with the sector was necessary to formulate more appealing scenarios. In interviews, various stakeholders, selected from the primary sector, the retail sector and other interested organizations were asked for their opinions about the scenarios, possible perspectives of the approach and their interest in participating in further development. In response to their interests in a participatory process, reformulation of the scenarios involved profound adaptation of both, objectives and pathways, and resulted in two modified scenarios, an economically driven organic production system and a socially driven organic city greenhouse. It is concluded that the approach of participatory technology design, the model of iterative learning and practice change, worked well. We learned that entrepreneurs are not inspired by long-term perspectives without clear short-term gains. Hence, the long-term aims of the government were translated into a series of steps, each in the short term resulting in partial realization of the goals. So, we experienced that we can affect the adoption behaviour of the entrepreneur by matching long-term aims with short-term interests.  相似文献

Trade is an integral part of the Canadian economy. The main institutional drivers governing trade are bilateral and multilateral agreements outlining permissible trade distorting measures. Since its inception in 1972, Canada's supply management system has remained protected throughout trade negotiations. The system appears, by any economic measure, to be having an increasingly disproportional influence in recent trade negotiations. However, trade agreements serve not only to maximize social surplus, but also to maximize some measure of political welfare. Canada has recently negotiated three prominent trade agreements: the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) came into effect in the latter part of 2017; the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) came into effect at the end of 2018; and the Canada-United States-Mexico Agreement (CUSMA) could come into effect in 2020. Collectively, these agreements have guaranteed increased market access for fresh and processed dairy products. We build a spatial partial equilibrium model of the Canadian dairy industry consisting of three regions and 10 commodities to assess the individual and cumulative effect of these trade agreements. We pay particular attention to the institutional drivers within today's dairy sector: milk protein isolates; component pricing, including Class 7; and differential demand growth. We find that the aggregate impacts are: (a) a 1.4% decrease in the marginal retail price; (b) a 4.8% decrease in the blended producer price; and (c) an overall increase in social welfare of 7.8%. Worth noting, the decrease in producer surplus varies from 0.7% in the western region to 1.5% in Ontario. Our results may be relevant to future negotiations as well as the publicly promised compensation package for dairy producers.  相似文献

International and national policies stress the importance of spatial planning for the long-term sustainability of regions. This paper identifies the extent to which the spatial planning in a Swedish region can be characterised as a collaborative learning process. By combining qualitative interviews and systems thinking methods we analysed the main attributes of public-led spatial (i.e. comprehensive) planning in nine municipalities representing a steep urban–rural gradient in the Bergslagen region of Central Sweden. We show that the attributes of strategic spatial planning needed for collaborative learning were absent or undeveloped. All studied municipalities experienced challenges in coordinating complex issues regarding long-term planning to steer territorial development and help to solve conflicts among competing interests. Stakeholder participation was identified as a basic condition for social learning in planning. Together with stakeholders we identified the causal structure behind stakeholder participation in municipal planning processes, including main drivers and feedback loops. We conclude that there is a need for arenas allowing and promoting stakeholder activity, participation and inclusion that combines both bottom-up and top-down approaches, and where evidence-based collaborative learning can occur.  相似文献

Farmer-to-farmer extension (FFE) has received considerable interest in developing countries due to a decline in government extension services. There are, however, questions as to how FFE can be improved to enhance effectiveness and sustainability of the approach. One area that may hold the key is to understand volunteer farmer-trainer (VFT) motivations. Informal and formal interviews were held with VFTs in a smallholder dairy development project in Kenya, Uganda and Rwanda. Data were collected on the reasons why VFTs became trainers and why they continue to train. Findings of the study showed that VFTs were motivated by a combination of intrinsic and extrinsic factors. These factors are not static; they change over time. Gaining knowledge and skills as well as altruism were found to be the most important motivating factors for becoming trainers in the three countries. However, a few years after becoming trainers, income earned from selling inputs and specialized services associated with training was an important motivating factor to VFTs in Kenya. In Uganda gaining knowledge and skills remained the most important whereas in Rwanda, a new motivation, increased demand for training, was the most important reason for continuing to train. These findings point to the fact that the general reasons that motivate VFTs irrespective of context are similar; however, the importance attached to motivations is context specific. These motivations can provide insights into which incentives can be enhanced to improve effectiveness and sustainability of FFE.  相似文献

There is a recognized need for the participation of local communities in designing and implementing agricultural interventions for the sustainable intensification in smallholder systems. This study examines the perspectives of local community leaders towards the widely promoted, but not widely adopted, practice of Conservation Agriculture (CA) in African smallholder systems. Perceptions from 47 community leaders (both from traditional local authorities and farmer organizations) across six African countries are documented regarding how CA matches the wants, needs and capabilities of farmers in their communities. While community leaders generally perceived CA as potentially beneficial, they also indicated that CA is not currently perceived as feasible within their communities and hence has limited relevance. Three key themes were identified that limit both CA use and sustainable intensification more generally: [1] a perceived reluctance of farmers to engage with the community platform as part of a higher input, market-oriented production system; [2] informational constraints due to non-functional exchange mechanisms; and [3] a lack of local adaptation of CA underscored by the persistence of top-down, linear research and extension approaches. Through greater understanding of local perspectives, a clearer picture emerges of the need for greater participatory engagement and local adaptation if sustainable intensification of African smallholder agricultural systems is to be achieved.  相似文献

The management of flood risk in Europe is changing. In several European Member States there are significant ongoing processes to shift certain flood risk management duties and responsibilities from the national to the local level. Previously, national authorities dominated the discourse about national flood risk management policy, but increasingly, local and private stakeholders have become responsible for flood risk management. This has greatly influenced the governance structure and arrangements for flood risk management policy. As a result, the co-operation among various stakeholders has become increasingly important. The consequences of this shift toward local stakeholders can be understood in the context of rescaling. This paper analyses the rescaling processes through catchment-wide management plans in the Austrian flood risk management system. Therefore, we selected three different Austrian study sites (Aist in Upper Austria, Triesting-Tal in Lower Austria and Ill-Walgau in Vorarlberg). New management ideas required new dynamics within the current scales and allowed changes in the interaction of local, regional, and national stakeholders in terms of negotiation, funding, and strategy development. The new policy direction demonstrates not only the importance of network connections between stakeholders at the same scale, but also networks between stakeholders at different scales, especially between local and national levels. However, engagement at the local level strongly depends on social capacities, such as knowledge, motivation/self-interest, networks at various levels, and procedural capacity. The theoretical framework of politics of scale helps in understanding and analysing the impact of the new decentralisation policy and practice.  相似文献

We assess the impact of innovation on Irish dairy farm economic sustainability by focusing on profitability, productivity of land and market orientation. A generalised propensity score method is applied to a representative sample of 342 Irish dairy farms. Our empirical findings reveal that innovation increases economic sustainability, but not in a linear way. More specifically, economic gains depend on the level of innovation. Small efforts to increase innovation can lead to economic gains of over €200 per hectare. The results also reveal that innovative farmers can achieve higher economic gains by further innovation. Overall, our findings support the current focus of the Irish extension system on fostering the uptake of innovative technologies and practices in order to achieve an economically sustainable expansion of the dairy sector.  相似文献

As urban areas continue to expand, the need to consider nature conservation objectives in planning is growing. Policy makers across Europe recognize that effective nature conservation requires an integrated approach to land use planning that includes relevant ecological and spatial knowledge. Although a number of such integrated approaches have been developed, many local authorities in Europe encounter important institutional barriers to this integration. This is particularly true for countries in Central and Eastern Europe (CEE) like Bulgaria. The post-socialist transformation in Bulgaria led to intensified urban growth and local authorities struggle to find a balance between environmental and socio-economic interests. Meanwhile, the Environmental Policy Integration ‘principle’ (EPI) has been gaining prominence in Europe, aiming to address the trade-offs between environmental and economic incentives. Research highlights that successful EPI depends on institutional processes within different economic sectors and across governmental scales. These processes have not yet been comprehensively studied in the CEE and in Bulgaria. This article assesses the EPI process in urban planning in Bulgaria and identifies the institutional approaches that may contribute best to EPI in urban planning. Using the example of the “Corner Land” project in the city of Burgas, we discuss the key challenges that the local authorities face in addressing nature conservation in land use plans. The findings indicate that EPI is to a high degree constrained by the lack of an efficient communicative process across fragmented organizational structures throughout the entire planning process. While a procedural approach to EPI appears to be prevalent it is concluded that a communicative approach is urgently needed if the sustainability of urban plans is to be safeguarded and negative impacts on nature prevented.  相似文献
