There is a recognized need for the participation of local communities in designing and implementing agricultural interventions for the sustainable intensification in smallholder systems. This study examines the perspectives of local community leaders towards the widely promoted, but not widely adopted, practice of Conservation Agriculture (CA) in African smallholder systems. Perceptions from 47 community leaders (both from traditional local authorities and farmer organizations) across six African countries are documented regarding how CA matches the wants, needs and capabilities of farmers in their communities. While community leaders generally perceived CA as potentially beneficial, they also indicated that CA is not currently perceived as feasible within their communities and hence has limited relevance. Three key themes were identified that limit both CA use and sustainable intensification more generally: [1] a perceived reluctance of farmers to engage with the community platform as part of a higher input, market-oriented production system; [2] informational constraints due to non-functional exchange mechanisms; and [3] a lack of local adaptation of CA underscored by the persistence of top-down, linear research and extension approaches. Through greater understanding of local perspectives, a clearer picture emerges of the need for greater participatory engagement and local adaptation if sustainable intensification of African smallholder agricultural systems is to be achieved.  相似文献

Farmers are those who daily supervise and manage rural areas, but still their collaborations with those institutions entitled to decide the transformation of these territories are not managed properly. The experiences of participatory processes with the involvement of farmers are analyzed in many agricultural studies. A systematic review has allowed us to analyse experiences related to 35 participation paths aimed at rural regions’ development. The analysis has been made on the basis of 14 variables describing the path followed and its purpose, the agricultural holding involved and the areas surveyed.The work has the objectives to identify some strengths and weaknesses in the involvement of farmers in decision-making and the strengths and weaknesses of the processes themselves. The review has shown that too often in participatory processes farmers are considered only as a source of information to be used by researchers rather than as active participants in the choices for the protection, management and transformation of the rural territory. An effective participatory rural appraisal requires greater empowerment of farmers. In general, compared to the methods and tools used, farmers are wary of paths that are too complex and prefer the use of low-tech tools. This result can be attributed to the farmers’ demand of direct contact with the researchers to build trust and also to the average age of European farmers, which is pretty high.In participation contexts, it is not possible to establish standardized methods and tools, because each process should be tailored for the community that expresses it. Nevertheless, the work has highlighted the need to establish some minimum principles to avoid considering unsuccessful some participation paths which, in reality, have been only scarcely participated. In the work, these principles have been presented through the development of key questions, to which those who design the path for an effective engagement of agricultural stakeholder must respond: representativeness, empowerment, empirical knowledge, relationships, group type, numerosity and involvement stage.  相似文献

Watershed conservation is widely recognized as a major strategy for rural development throughout the developing world. In India, the apparent success of participatory approaches to watershed development resulted in a decentralization of project planning, implementation, and management to local communities at the village scale. We explore the effectiveness of this so‐called community‐based approach in achieving sustainable soil and water conservation in four semi‐arid regions in India, and analyze what factors explain project success. We confirm the result of earlier studies that participatory approaches are more effective in establishing soil and water conservation in the short run. However, our main result is that investments in community organization fail to ensure household commitment to maintenance in the longer term. Without better returns to investment in soil and water conservation and without local institutions to coordinate investment in the long run, the sustainability of participatory watershed management is seriously threatened.  相似文献

This article explores the potential of involving smallholder farmers in hybrid development for their low-external input farming systems. We have developed a conceptual model of the procedures, based on five assumptions: (a) the hybrids are bred for adaptation to local needs and preferences; (b) the dependence on and need for genetic diversity is taken into account; (c) breeders collaborate closely with farmers also in the initial stages of the breeding programme, that is, in establishing the breeding goals by identifying the desired traits and preferred local populations as (one of the) crossing parents; (d) hybrid seed production can be integrated into the farmers’ local seed system; and (e) farmers and breeders can agree on intellectual property rights, access and benefit sharing in a fair and transparent way. We illustrate the procedural consequences of these assumptions with reference to the case of a participatory maize breeding programme in southwest China, from 2000 to 2012, that included both open-pollinated and hybrid maize improvement. We show how farmers’ early involvement in hybrid development during the pre-breeding stage, including broadening the base populations with farmer-maintained local landraces, can support co-evolution of the genetic resources in farmers’ fields.  相似文献

The focal area approach has been developed and applied by the public agricultural extension service in Kenya to harness the comparative advantages of various players for the overall development of rural areas. Participatory processes have been institutionalized in public extension and have brought new meaning to both extension and understanding rural development. The interactive engagement of smallholder farmers by public extension and the conducive environment created by the approach for other service providers to interact with communities has brought many advantages. The participation of women and youth, the poor and vulnerable groups in generating information and solutions to address food security and other rural needs has been impressive. The knowledge gained from the interaction has contributed in influencing policy change and research priorities. Smallholder farmers have formed common interest groups, which has enabled them to move from subsistence to business farming associated with increased knowledge, increased productivity and increased demand for produce. The approach has enabled extension service providers to reach more farmers per year than they did previously. The partnerships created between public extension with other institutions contributed to enhancement of knowledge and skills that has enabled the approach to spread to more areas in the country. Further capacity development among the extension providers and formulation of supportive policies that encourage demand-driven extension will lead to further improvement of the approach and scaling up.  相似文献

Participatory approaches to agricultural technology development have not yet fully lived up to their promise to incorporate farmer knowledge. This paper introduces a social networks approach (SNA) to improve participatory research processes for co-innovation. Drawing upon findings from a collaborative project developing conservation agricultural production systems for smallholders in western Kenya and eastern Uganda, the paper explores farmer support networks to improve participation in technological innovation and development. Key research themes include: identifying farmers’ agricultural production networks; the local articulation of agricultural production networks and mindsets; using networks to facilitate meaningful participation in technology development; and disadvantages and advantages of using a social network approach. The introduction of SNA improved participatory research by building external and internal legitimacy for determining who participates, discouraging participatory attrition, and providing a meaningful forum for participation of all stakeholders. As a result, the introduction of SNA is demonstrated to show strong promise for improving processes of participatory technology development in agriculture.  相似文献

[目的]粮食问题关系国家安全、政治稳定和社会安定,是实施乡村振兴战略的首要任务。深入剖析新时期下农户粮食生产的影响因素,是保证国家粮食安全的现实要求。[方法]文章基于农户实地调研数据,运用工具变量法和样本选择修正模型分析农业机械化水平对农户主粮生产的影响。[结果](1)农业机械化水平对农户主粮生产有显著的正向影响,农业机械化水平每提高1%,农户主粮单产就提高1.219%,其中,水稻单产增加1.220 7%,小麦单产增加0.807 6%,玉米单产增加1.106 4%,马铃薯单产增加1.3798%。(2)从控制变量来看,户主受教育年限、户主务农经验、粮食补贴、农药化肥投入和平原地形都对不同主粮作物生产有积极作用,家庭外出务工占比、土地流转和气候极端变化都对不同主粮作物生产有消极作用。[结论]在农户不大幅调整当前主粮种植结构的前提下,适当增加马铃薯种植面积,提高种粮农户农业机械补贴力度,推广农机社会化作业服务模式,从而提高粮食产量,保障国家粮食安全。  相似文献

Adoptions of improved technologies and production practices are important drivers of agricultural development in low-income countries like Nepal. Adopting a broad class of such technologies and practices is often critical for meeting the multifaceted goals of efficiency, profitability, environmental sustainability, and climate resilience. This study aims to address the knowledge gaps that still exist concerning what determines the adoption of improved technologies and production practices, the factors affecting their diffusion, the impact of interventions on productivity and crops grown, and the variability of impact within a particular country context. In this paper we address these questions using data collected as part of the USAID-led Knowledge-Based Integrated Sustainable Agriculture in Nepal (KISAN) project. We adopted a multistage sampling technique and surveyed 988 beneficiary households and 997 non-beneficiary households in KISAN intervention districts and non-intervention districts. Our findings suggest that, in Nepal, adoption of improved technologies and practices is significantly increased by improved access to markets, private sector involvement in selling improved seeds and disseminating information, membership in progressive farmers groups and cooperative societies, participation in agricultural training and farm visits, provision of subsidies for seeds, and access to credit. We also found the probability of the adoption of improved practices to be affected by farmers’ sources of information; for instance, the adoption of improved practices was increased when farmers obtained information from informal sources, cooperatives/farmers organizations, and public and private extension programs. The effects of KISAN projects vary significantly across the different crops grown, based on the evaluation models that address self-selection of both project participation and crop choices. These implications may also apply to other parts of the world facing similar challenges as Nepal, where limited market access, insufficient knowledge and resource capacity of farmers constrain their adoption of improved technologies and practices in agriculture.  相似文献

Enabling knowledge exchange between scientists and decision-makers is becoming increasingly necessary to promote the development of effective decision-support tools (DSTs) for environmental management. Participation of stakeholders in the design process beyond a basic level of consultation is essential for promoting trust in modelled outputs and accelerating eventual uptake of resulting tools and models by end-user communities. This study outlines the development of a DST to visualise and communicate the spatial and temporal patterns of E. coli (a faecal indicator organism) on agricultural land, as a first step in managing microbial pollution risks to the wider environment. A participatory approach was used to engage regulators, catchment managers, environmental scientists, farmers and farm advisors, researchers in geospatial technologies and water industry staff in the co-design of a novel, user-friendly and accessible DST for guiding on-farm microbial risk assessment. Recommendations for maximising the benefits of a participatory process to DST design are discussed with reference to a series of opportunities and limitations identified by our stakeholder cohort during the development of the Visualising Pathogen & Environmental Risk (ViPER) DST. The resulting toolkit provides environmental managers and farm advisors with one of the first freely-available DSTs for visualising patterns of E. coli inputs to pasture in space and time, and begins to address the lack of advisory tools currently available for informing decision-making with respect to managing microbial risks in agricultural systems.  相似文献

Current statistics question the capacity of food-crop production to meet the challenges of food security in Central Africa. However, for local food crops like plantain, the potential for improving productivity is very high. In response to this challenge, after identification of the most serious constraints, an interdisciplinary team used participatory research and action-research tools to try and speed up the adoption of technical innovation by farmers. The project began in 1990 in South-West Province and subsequently expanded to include 100 plantain producers and 60 extension technicians in the Central and Southern Provinces of Cameroon. The approach used produced satisfactory results as far as the adoption and dissemination of methods of multiplication and cleaning of planting material were concerned but there was resistance to new cropping practices involving intercrops and crop rotation. The project resulted in major technical changes in plantain production systems in Cameroon that not only increased productivity and food security but also reduced deforestation showing that sustainable intensification is possible in sub-Saharan Africa.  相似文献

Stakeholder involvement in research processes is widely seen as essential to enhance the applicability of research. A common conclusion in the extensive body of literature on participatory and transdisciplinary research is the importance of the institutional context for understanding the dynamics and effectiveness of participatory projects. The role of institutional context has become increasingly important in view of large international research projects implementing shared participatory methodologies across countries (for example within Horizon 2020 and within CGIAR programmes), which each have different institutional contexts. Despite the generally accepted importance of the institutional context for understanding the unfolding of participatory and transdisciplinary research projects, surprisingly little research has actually looked into its role in greater detail. This paper aims to fill this gap in the literature by studying how a set of participatory principles and methods in a European project on integrated pest management (denoted as co-innovation in the project under study) was applied by researchers and advisers operating in a single international research project under the institutional conditions of four countries. The principal finding of this study is that, although constraints and enablers of participatory research at the personal level (e.g. researcher identity) were similar across the studied countries, research organisation- and community-based constraints and enablers differed, as well as those at the level of the overall innovation system. The institutions at different levels interact and create country-specific histories and path-dependencies, which lead to different degrees of propensity and preparedness, and hence different starting positions for participatory approaches. Consequently, when participatory research methods and approaches are applied in different contexts following a one-size-fits-all approach they may be less effective if not translated to institutional conditions at different levels. The study suggests that large international participatory research projects make provision in their design for careful selection of project team individuals, the composition of teams, and pay attention to the room for manoeuvre that the project, institute and national contexts provide for participatory research. To support the adjustment of participatory approaches to local institutional conditions, large international projects would benefit from fostering learning spaces that enable reflection on translation to local contexts and are capable of connecting to a wider network of decision makers and influencers that can facilitate institutional change in organisations and innovation systems.  相似文献

The aim of this paper is to analyse the impact of a set of interventions related to conservation and use of neglected and underutilized species (NUS) on people's livelihoods. Specifically, a simultaneous three-equation model of households' participation on underutilized crops conservation and income generation activities is applied to evaluate the outcome of a pilot research project implemented by Bioversity International in Yemen between 2002 and 2005. Results generated show a relation between project participation and the perceived yield increase demonstrating the importance for farmers to actively participate in the project's activities and subsequently apply agronomic practices learnt to improve their livelihood. The generated benefits incentivized farmers to continue to apply the interventions beyond the lifetime of the project ensuring thus a sustainable process in which exogenous interventions, once adopted by farmers become integrant part of farmer's agronomic practices.  相似文献

Adapting through innovation is one way for rural communities to sustain and improve their livelihoods and environments. Since the 1980s research and development organizations have developed participatory approaches to foster rural innovation. This paper develops a model, called the Learning-to-Innovate (LTI) model, of four basic processes linked to decision making and learning which regulate rate and quality of innovation. The processes are: creating awareness of new opportunities; deciding to adopt; adapting and changing practice; and learning and selecting. The model is then used to analyse four participatory approaches and the model is evaluated through the quality of insights generated. It shows that, while outwardly very different, the four approaches are built from combinations of 11 strategies. Most of these strategies are aimed at providing information about new opportunities and deciding whether to adopt, and give less support to the other two processes, thus suggesting one way the four participatory approaches can be strengthened. Beyond analysing participatory approaches, the model could be used as a framework for diagnosing the health of local innovation systems and designing tailor-made approaches to strengthen them.  相似文献

[目的]农业科技的广泛应用是农业现代化发展的重要标志,农业试验示范站是提升农业科技水平的重要手段。[方法]文章以杨凌农业科技示范推广模式的典型代表——试验示范站作为研究对象,借助网络治理理论研究我国农业技术推广模式的特征和经验,分析农业技术推广过程中涉及的多方主体的职能定位,构建农业技术推广治理网络,同时通过深入分析市场机制和宏观调控机制的作用机理和作用过程,研究各方利益相对主体的关系,为创新农业科技示范推广机制构建提供理论支持。[结果]从网络类型的视角看,试验示范站是政府推动、基层农技试验示范站具体操作实施的政府参与型的网络治理模式;从网络主体的视角看,以试验示范站为主体,联动政府相关部门、普通农户等各个主体在技术推广过程中的行为;从网络运行的视角来看,通过从网络治理的主体因素、关系因素和环境因素等方面分析影响杨凌农业试验示范站网络治理效果的一些具体因素。[结论]政府参与型的农业科技示范推广模式通过政府推动、基层农技试验示范站具体操作实施、普通农户参与落实等一系列的技术推广过程实现了农业科技创新发展,该模式是最有效的农业科技创新发展路径之一。  相似文献

Since the 1980s, the spatial extent of communal grazing lands in Botswana has been diminishing due to rangeland privatisation and fencing associated with animal health policies. Spatial comparisons of pastoral land use transformations are particularly important where accessibility to grazing and water resources remains at the core of sustainable pastoralism policies. Achieving success in pastoral development research requires a sound understanding of traditional pastoralists’ information systems, including the nature of local spatial knowledge. This study explores local spatial knowledge through participatory mapping and a Participatory Geographic Information System to understand and analyse pastoralists’ grazing patterns, spatial mobility and the impacts of subdivisions and privatisation policies in Botswana’s Ngamiland rangelands. The study uses focus group discussions, historical analysis through key informant interviews, and participatory mapping exercises along with community guided transect walks. The resulting maps provide insights into the traditional tenure patterns of land use and the impacts of rangeland policy on traditional livestock spatial mobility and access to grazing lands. Privatisation and rangeland enclosures have resulted in the restricted movement of livestock and overstocking of floodplains and riparian rangelands, with some natural water pans becoming inaccessible to local communities. We conclude that the integration of local spatial knowledge can be used to foster better articulation and understanding of pastoralists’ tenures, which are often lacking in communal land administration systems. Such integrated analysis can contribute to sustainable pastoral land management policy toolkits in semi-arid rangeland environments and enable better land tenure and management decision making for sustainable land management.  相似文献

This paper investigates the technical efficiency of two samples of maize producers in eastern Ethiopia, one involving farmers within the Sasakawa-Global 2000 project and the other involving farmers outside this program. The study uses stochastic frontier production functions in which the technical inefficiency effects are assumed to be functions of the age and education of the farmers, together with the time spent by extension advisers in assisting farmers in their agricultural production operations. For the cross-sectional data obtained for the 1995/96 agricultural year, Cobb-Douglas stochastic frontiers are found to be adequate representations of the data, given the specifications of the translog stochastic frontiers for farmers within and outside the project. The empirical results indicate that farmers within Ihe SO 2000 project are more technically efficient than farmers outside the project, relative to their respective technologies. The mean frontier output of maize lor farmers within the SG 2000 project is significantly greater than that for the farmers outside the project.  相似文献

Conflicts often arise in relation to the conservation of protected predator species. If stakeholders are well defined and involved in participatory processes, their views and perceptions can be incorporated and steps can be made towards resolving such conflicts. In this paper, a case from Hungary is presented. In this case, a participatory management planning process was initiated in the Jászság Special Protection Area of European importance (SPA), within the frame of a LIFE+ project focusing on the conservation of the Eastern Imperial Eagle (Aquila heliaca). It provided a good opportunity to address a complex conflict situation between nature conservationists, game managers and farmers. We identified structural conflicts such as contradictions between direct agricultural payments and nature conservation goals, conflicts related to different views of the main influencing factors, relational problems between various stakeholders, and even differences in value orientation. The participatory management planning process was successful in clarifying the conflict situation and making productive steps toward a common understanding and resolution. Besides the mutually agreed conservation measures, the establishment of an administrative and financial incentive such as the high nature value area (HNVA) scheme proved to be an especially important factor for mitigating the conflict. It also contributed to a more successful realisation of nature conservation objectives in an area dominated by private land owners. However, continued interaction and cooperation are needed to stabilise this progress. Our paper also shows that stakeholder involvement in conservation management planning can transcend the strategic dimension of participation, and address broader common values besides the interests of land user groups.  相似文献

Co-governance of forests, or participatory forest management, has been a wide-spread conservation and development (C&D) intervention in India for over two decades. The practice began in the 1990s as Joint Forest Management (JFM), where local communities – organised into forest protection committees (FPCs) – worked in cooperation with various state forest departments. Later on, this intervention took shape of Community Forest Management (CFM), where communities managed their forests largely independent of the forest departments. Under both the JFM and CFM models, gender mainstreaming – enabling equal distribution of opportunities and services across genders – held a pivotal position. This study shows that despite continued marginalisation, female FPC members often performed as if initiatives were successful. Thus, the central question investigated in this paper is: "Why women performed success in participatory forest management interventions while experiencing marginalisation in the FPC?” This paper adopts an ethnographic case study methodology (immersion), utilising in-depth ethnographic case studies from three states of India for analysing performances of success and the resulting dynamics of participation, to explain the gendered nuances of the grassroots conservation and development interventions. The concept of 'situated agency' of community actors is explored to understand the practices around the performances of success in C&D interventions in forest-dependent communities in India. The paper argues that these performances hold the promise of a slow, but steady progress towards the creation of a gender-sensitive system in an otherwise patriarchal social structure.  相似文献

This paper presents an empirical case study about farmer management of rice genetic resources in two communities of Nepal, drawing on interdisciplinary, participatory research that involved farmers, rice geneticists and social scientists. The decision‐making process of farm households is modelled and estimated in order to provide information for the design of community‐based conservation programmes. A bivariate model with sample selection examines the simultaneous process of whether farmers decide to plant landraces or modern varieties, and whether the landraces they choose to plant constitute the genetic diversity of interest for future crop improvement. Findings show that the two landrace choices are affected by different social and economic factors, but in certain cases the decision processes are interrelated. Policies to promote the conservation of local rice diversity will need to take both processes into account.  相似文献
