This paper examines the impact of health expenditures on agricultural labour productivity in order to inform the necessary policy decisions about targeting scarce public resources towards their most effective uses. We link health sector expenditures in rural Tanzania to health outcomes and agricultural labour productivity using data from the 2008 Household Budget Survey (10,975 households) and the 2007/08 Agricultural Census (52,594 households) across 113 districts in Tanzania. The results indicate that the marginal productivity of labour as well as land and fertilisers respond significantly to health expenditures. However, the magnitude of the response varies across types of disease, categories of expenditures and agricultural inputs. These findings suggest both the need and scope for targeting public expenditures in the health sector to achieve better agricultural growth outcomes.  相似文献

农户经营规模和土地生产率关系是发展经济学领域的经典议题之一。本文在土地流转加速发展的背景下讨论了我国农户经营规模扩大对土地生产率的影响以及测量两者之间关系面临的种种干扰。除了农户规模本身的作用外,理论和实证检验均表明存在土地流转市场时不同规模农户在土地生产率上的差异还可能源于农户和土地的异质性,譬如土地更多流向经营能力强的农户、流转多劣地等等。基于固定农户的固定地块数据可以有效控制异质性的实证策略,本文利用4个省两期跟踪调查数据对两者关系进行了再检验。研究发现,来自固定农户固定地块的证据表明农户土地经营规模扩大并不会影响粮食单产,而不控制固定地块时往往会得到两者负相关的伪结论,并且仅控制固定农户时上述伪结论更为明显。这一结果意味着不必担心规模经营会威胁粮食供给。  相似文献

Land fragmentation, where a single farm has a number of parcels of land, is a common feature of agriculture in many countries, especially in developing countries. In Vietnam, land fragmentation is common, especially in the north. For the whole country, there are about 75 million parcels of land, an average of seven to eight plots per farm household. Such fragmentation can be seen to have negative and positive benefits for farm households and the community generally. Comparative statics analysis and analysis of survey data have led to the conclusion that small‐sized farms are likely to be more fragmented, and that fragmentation had a negative impact on crop productivity and increased family labour use and other money expenses. Policies which allow the appropriate opportunity cost of labour to be reflected at the farm level may provide appropriate incentives to trigger farm size change and land consolidation. Policies which tip the benefits in favour of fewer and larger plots, such as strong and effective research and development, an active extension system and strong administrative management, may also lead to land consolidation.  相似文献

The unequal distribution of agricultural land is often cited as a source of inefficiency in agriculture. Previous cross-country studies of agricultural productivity differences, though, have not considered land inequality. This article addresses this issue by using cross-country data on inequality in operational holdings of agricultural land from Deininger and Squire (1998) . In an estimation of an agricultural production function, the Gini coefficient for land holdings is found to have a significant negative relationship with productivity. This is consistent with the existence of heterogeneity in productivity by farm size within countries. A one standard deviation drop in the Gini coefficient implies an increase in productivity of 8.5%.  相似文献

This article investigates the effects of wheat genetic diversity and land degradation on risk and agricultural productivity in less favored production environments of a developing agricultural economy. Drawing production data from a household survey conducted in the highlands of Ethiopia, we estimate a stochastic production function to evaluate the effects of variety richness, land degradation, and their interaction on the mean and the variance of wheat yield. Ethiopia is a center of diversity for durum wheat and farmers manage complex variety mixtures on multiple plots. Econometric evidence shows that variety richness increases farm productivity. Variety richness also reduces yield variability but only for high levels of genetic diversity. Simulations with estimated parameters illustrate how planting more diverse durum wheat varieties on multiple plots contribute to improving farmer's welfare.  相似文献

In the mid-1980s, Tanzania adopted a programme for economic liberalization of the entire economy, including agriculture. After pressure from the IMF and the World Bank in particular, but also from most of the bilateral donors, agricultural producer and input prices were decontrolled, panterritorial prices were abolished, subsidies were removed and trade in agricultural products and inputs was to a large extent taken over by private traders. The international donor community promised that economic liberalization would provide a strong stimulus to Tanzanian agriculture, resulting in increasing yields, increased labour productivity, rising agricultural production and higher incomes. However, available data show that, as far as food crop production is concerned, this promise has not been fulfilled. Even compared to the 'crisis years' 1979–1984, labour productivity, yields and production per capita of food grains stagnated or declined up to the end of the 1990s. Recently, Tanzania witnessed a revival of economic planning that explicitly aimed to combine rapid economic growth with accelerated structural transformation of the economy. To achieve these planning targets would require a relatively modest drop in the share of agriculture in GDP, but a dramatic fall in its share in employment by 2025. Tanzanian planners assume that labour is locked in agriculture because agricultural productivity is low, from which they conclude that, to release labour to fuel the expansion of manufacturing, it is imperative to raise agricultural productivity by appropriate land policies, leveraging private investment and developing public–private partnerships. We argue that, analytically, this planning argument leaves out the possibility that causality may run the other way – from high labour retention in agriculture to low agricultural productivity – and that, empirically, the observed patterns inherent in actual processes of economic transformation in Tanzania do not tally well with the assumptions of planners. More specifically, in so far as labour flows out of agriculture, it flows towards informal‐sector activities, both rural and urban, rather than towards formal manufacturing.  相似文献

This paper examines partial agricultural land and labour productivity in 1975 and 1980, for different world regions. The results suggest that land and labour productivity are higher in developed countries relative to developing countries. However, agricultural labour productivity differences are more marked than those for agricultural land productivity. The productivity values for 1975 and 1980 indicate a widening of productivity differences, more so in the case of agricultural labour than land. The paper also proposes an alternative approach to estimating agricultural land and labour productivity. This approach, which regresses agricultural labour productivity on a given level of agricultural land productivity, suggests a narrowing of agricultural land productivity differences, relative to the initial approach, across Africa, Asia and Europe during the 1975-1980 period. A brief discussion of the agricultural development policy implications of the results concludes the paper.  相似文献

This study assesses changes over the past decade in the farm size distributions of Ghana, Kenya, Tanzania, and Zambia, drawing on two or more waves of nationally representative population‐based and/or area‐based surveys. Analysis indicates that much of Sub‐Saharan Africa is experiencing major changes in farm land ownership patterns. Among all farms below 100 hectares in size, the share of land on small‐scale holdings under five hectares has declined except in Kenya. Medium‐scale farms (defined here as farm holdings between 5 and 100 hectares) account for a rising share of total farmland, especially in the 10–100 hectare range where the number of these farms is growing especially rapidly. Medium‐scale farms control roughly 20% of total farmland in Kenya, 32% in Ghana, 39% in Tanzania, and over 50% in Zambia. The numbers of such farms are also growing very rapidly, except in Kenya. We also conducted detailed life history surveys of medium‐scale farmers in each of these four countries and found that the rapid rise of medium‐scale holdings in most cases reflects increased interest in land by urban‐based professionals or influential rural people. About half of these farmers obtained their land later in life, financed by nonfarm income. The rise of medium‐scale farms is affecting the region in diverse ways that are difficult to generalize. Many such farms are a source of dynamism, technical change, and commercialization of African agriculture. However, medium‐scale land acquisitions may exacerbate land scarcity in rural areas and constrain the rate of growth in the number of small‐scale farm holdings. Medium‐scale farmers tend to dominate farm lobby groups and influence agricultural policies and public expenditures to agriculture in their favor. Nationally representative Demographic and Health Survey (DHS) data from six countries (Ghana, Kenya, Malawi, Rwanda, Tanzania, and Zambia) show that urban households own 5–35% of total agricultural land and that this share is rising in all countries where DHS surveys were repeated. This suggests a new and hitherto unrecognized channel by which medium‐scale farmers may be altering the strength and location of agricultural growth and employment multipliers between rural and urban areas. Given current trends, medium‐scale farms are likely to soon become the dominant scale of farming in many African countries.  相似文献

According to economic theory, tenure security is an important determinant of agricultural investment and productivity. Land titling has been at the center stage of development efforts of many African countries to boost tenure security. We investigate the productivity impacts of the Ethiopian land registration and certification program, employing propensity score matching method in an effort to create a credible counterfactual. Consistent with theory, we find land registration and certification has robust positive effects on farm productivity. More tentatively, we identify the assurance effect as one probable channel for impact. Households with land certificates are more likely to adopt soil‐fertility management strategies on their plots than households without certificates.  相似文献

Against a background of growing concern about the adverse effects of agricultural land degradation due to accelerated soil erosion, nutrient depletion and high population pressure, farmers in the Jos Plateau, Nigeria have adopted biological and structural land management practices, though the degree of adoption of such practices varies from one farm household to another. This study, based on a survey of 150 farm households, employed a stepwise multiple linear regression model to analyse the factors significantly influencing the adoption of land management technologies. The results of the analysis revealed four variables, namely, extension service, agricultural labour force, accelerated soil erosion and out-migration, explaining nearly 90% of the variation in the range of land management technologies adopted. The first three of these variables have positive influences on adoption. Extension service appeared to be the strongest, impacting on skills in the agricultural labour force. Policy recommendations are made in line with the findings of the analysis.  相似文献

This paper explores how agricultural technology has interacted with recent land use in the UK and how it might do so in the next 50 years. From 1960 to 1985, farmers successfully used technology to increase the output of crop and animal products per unit of land and particularly of labour. This reduced the number of people employed in agriculture, and promoted larger and more specialised farm enterprises. Between 1985 and 2006, food prices were relatively low, and although labour productivity continued to increase, land productivity remained relatively static. However during this period, farmers started to address the effects of agriculture on reduced water quality and habitat loss.For established agricultural products, technological innovation tends to have an incremental effect, working through genetic improvement, the removal of abiotic and biotic stress (e.g. crop nutrition and protection, irrigation and drainage, and animal nutrition, health and housing) and the substitution of labour. Whereas the first two processes tend to be scale-neutral, the substitution of labour is usually easiest to achieve on larger farms. Other key areas for technological innovation include addressing air, soil and water quality, biodiversity, waste reduction, and information management. Over the next 50 years, large step-changes in land use arising from agricultural technology are predicted to arise from the development of new markets for agricultural products. A strong bioenergy sector will strengthen the links between crop commodity and energy prices and will have a major effect on future land use. Climate change and the regulation of greenhouse gas emissions will alter the relative profitability of crop and animal production systems. Lastly, increased public awareness of the links between food, health and the environment could substantially shift the demand for specific agricultural products.Continual improvements in agricultural technology are pivotal to providing society with the flexibility to balance the challenges of improving human well-being with the management of the planet's ecosystem. Increased technological innovation increases the probability that agricultural land can be used for other purposes, but the exact relationship is dependent on trade and environmental policies. The large external effects of agriculture mean that decisions regarding the adoption of future technologies should be taken by farmers working with other stakeholders.  相似文献

We examine the nature of the ‘feminization of agriculture’ in the semi‐subsistence, peasant production sector of southeastern Mexico, as associated with male labour out‐migration. Presenting findings from empirical work with smallholder producers, we discuss the impact of men's migration to the United States on women's participation in agriculture and gendered relations of agricultural production. In 2007, we conducted a survey of 155 semi‐subsistence, smallholder households in six ejidos. This survey was supplemented by ethnographic research in a single ejido. Our findings demonstrate the need to distinguish between farm labour and management in this sector, and the potentially significant (but focused) changes in the local relations of agricultural production wrought by gendered patterns of labour migration – specifically in tenure, land‐use decision‐making and the management of hired labour.  相似文献

Rapid economic growth in India has resulted in rapidly rising rural wages. Using the framework of variable profit functions and household level data, we study econometrically the wage impacts on crop agriculture. Rising wages are associated with decreasing crop output, other things being equal. Crop prices would need to increase by 80% in the short run to offset the effect of an agricultural wage increase, or by 140% in the short run to offset rural non‐farm wage increases as well. However, because non‐land farm assets respond positively to the non‐farm wage, in the medium term this increase is reduced to 74%. During the period of 1999/00‐2007/08, growth in non‐land farm assets, the labour force, education and technology has easily compensated for the wage increase, and probably also for the accelerating wage growth. Focusing on growing these shifter variables is a much better policy option than raising prices that would come at the expense of consumers or taxpayers.  相似文献

The gender difference in employment across sectors is a critical element of gender inequality in rural livelihoods and welfare in developing countries. The role of production technologies, including agricultural mechanisation, in addressing gender inequality is increasingly explored. Knowledge gaps remain, however, including how agricultural mechanisation differentially affects labour engagements across sectors. This study aims to partly fill these knowledge gaps through micro-evidence from seven countries (Ethiopia, Ghana, Nigeria, Tanzania, India, Nepal and Vietnam), using several nationally representative panel data and supplementary data and applying correlated random effects double-hurdle models with instrumental variables. We find that the use of tractors and/or combine harvesters by the household induces a greater shift from farm activities to non-farm activities by female members than by male members. While statistical significance varies, these patterns generally hold consistently across all seven countries studied. These patterns also hold across different farm sizes. While these are short-term relations, agricultural mechanisation proxied by tractors and/or combine harvesters is one of the crucial contributors to gendered rural livelihood. Future studies should more closely investigate these patterns' underlying mechanisms and implications.  相似文献

[目的]农业劳动生产率的提高是中国农业现代化的重要特征,进一步探讨农机社会化服务对农业劳动生产率的作用效果具有现实意义。[方法]文章基于2019年全国13省份玉米种植户调查数据,采用OLS回归模型与倾向得分匹配法,分析了农机社会化服务对农业劳动生产率的影响效应,探讨影响效应在不同地形条件、兼业程度的组群差异,并考察了不同环节农机社会化服务对农业劳动生产率的影响差异。[结果](1)农机社会化服务正向显著影响农业劳动生产率,采纳农机社会化服务会促使农户农业劳动生产率显著提高18.8%。但农户采纳农机社会化服务的作用效果具有环节异质性。采纳耕整地、播种、灌溉排水和收获环节农机社会化服务会促使农户农业劳动生产率分别显著提高21.2%、17.4%、22.9%和18.3%;(2)而农户采纳植保环节农机社会化服务对农业劳动生产率并不具有显著影响。农户采纳农机社会化服务对劳动生产率的影响效应还存在禀赋差异,平地农户采纳农机社会化服务使其农业劳动生产率显著提高21.9%,而坡地山地农户采纳农机社会化服务对农业劳动生产率没有表现出显著的影响。(3)纯农业户与兼业农户采纳农机社会化服务都会对农业劳动生产率产...  相似文献

[目的]基于产业融合视角,探讨农旅融合对农业劳动生产率的影响,从而为我国推动农业现代化发展和实施乡村振兴战略提供实证支撑。[方法]文章运用2010—2017年中国地级市面板数据,构建面板计量模型,检验农旅融合对农业劳动生产率的影响及其作用机制,并且检验城镇化是否发挥门槛作用。[结果](1)农旅融合有助于提高农业劳动生产率,并且影响效果存在显著的区域异质性。(2)东部地区和非农业大市的农旅融合对提高农业劳动生产率的效果较好,显著为正。(3)农旅融合通过促进劳动力非农转移和土地规模化经营的作用路径提高农业劳动生产率。(4)农旅融合与农业劳动生产率之间存在城镇化的单一门槛效应,门槛值为0.54,即当城镇化水平高于门槛值时,农旅融合促进农业劳动生产率的作用才会显现。[结论]建议继续推荐示范县评选,实现农业高质量发展;充分重视区域差异性,推行差异化发展策略;积极推行土地流转政策和培育新型经营主体政策;创新农旅融合与城镇化的耦合发展机制等等,以期推动农旅融合高质量发展。  相似文献

In 1982/83, due to either economic pressure or profit motivation, 30 per cent of the men in a random sample of 200 smallholder banana-coffee farms in the Kagera region of Tanzania had adopted a more liberalised division of labour, and engaged in operations and horticultural farm enterprises that traditionally are the responsibility of women. A linear programming model is used to estimate the impact of gender roles on farm incomes and resource productivity among the sample. The results suggest that by liberalising sex roles, cash incomes could increase by up to 10 per cent while the productivity of labour and capital would improve by 15 per cent and 44 per cent respectively. In view of the economic benefits to be reaped, it is recommended that, within the framework of economic adjustment, African governments should launch campaigns to enhance this process because gender roles impair efficiency.  相似文献

Statistical data on labour productivity and income in agriculture reveal large discrepancies between various EC member states, both with respect to their absolute levels and in relation to non-farm productivity and income in the respective countries. Insofar as they appear to reflect the failure of markets in allocating agricultural resources efficiently, and seem to be inconsistent with conventional wisdom concerning structural adjustment of agriculture, however, it can be seen that those data are misleading to a large extent. Based on a simple model of optimal time allocation between farm and non-farm activities of members of farm households, it is demonstrated that farm labour productivity and income must be different according to differences in the relation of farm to non-farm labour supply. The implications concerning international, interregional, intersectoral and intertemporal comparisons of income and productivity are discussed as well as the relevance of market failure in agriculture.  相似文献

This study presents evidence of profound farm‐level transformation in parts of sub‐Saharan Africa, identifies major sources of dynamism in the sector, and proposes an updated typology of farms that reflects the evolving nature of African agriculture. Repeat waves of national survey data are used to examine changes in crop production and marketed output by farm size. Between the first and most recent surveys (generally covering 6 to 10 years), the share of national marketed crop output value accounted for by medium‐scale farms rose in Zambia from 23% to 42%, in Tanzania from 17% to 36%, and in Nigeria from 7% to 18%. The share of land under medium‐scale farms is not rising in densely populated countries such as Kenya, Uganda, and Rwanda, where land scarcity is impeding the pace of medium‐scale farm acquisitions. Medium‐scale farmers are a diverse group, reflecting distinct entry pathways into agriculture, encouraged by the rapid development of land rental, purchase, and long‐term lease markets. The rise of medium‐scale farms is affecting the region in diverse ways that are difficult to generalize. Findings indicate that these farms can be a dynamic driver of agricultural transformation but this does not reduce the importance of maintaining a clear commitment to supporting smallholder farms. Strengthening land tenure security of local rural people to maintain land rights and support productivity investments by smallholder households remains crucial.  相似文献
