We study the economic consequences of alternative hedge accounting rules in terms of managerial hedging decisions and wealth effects for shareholders. The rules we consider include the fair-value and cash-flow hedge accounting methods prescribed by the recent SFAS No. 133. We illustrate that the accounting method used influences the manager's hedge decision. We show that under no-hedge accounting, the hedge choice is different from the optimal economic hedge the firm would make under symmetric and public information. However, under a certain definition of fair-value hedge accounting, the hedging decision preserves the optimal economic hedge. We then demonstrate that long-term and future shareholders prefer a certain definition of fair-value hedge accounting to no-hedge accounting, while short-term shareholders prefer either approach depending on risk preferences and the level of uncertainty. We speculate about circumstances in which a manager would choose not to adopt fair-value hedge accounting when he has the option not to do so.  相似文献

Accounting for all financial instruments at fair value is a controversial issue currently under review by standard-setters. Banking industry associations have typically opposed the use of fair-value accounting for financial instruments. This study examines perceptions of managers at financial institutions regarding support for recording all financial instruments at fair value. Managers at financial institutions do not uniformly oppose the use of fair-value accounting for all instruments. Considerable variation is found, ranging from strong support to strong opposition. Support for fair-value accounting is negatively associated with concern about excess volatility in reported earnings. There is less concern that the fair value of assets and liabilities cannot be reliably measured.  相似文献

The politics of option accounting crosses party lines, reflecting both the interests of the affected constituencies and the desire for power over standard setting. House Bill HR-3574, which mandates an assumption of zero stock price volatility, runs counter to the recently passed Financial Accounting Standards Board (FASB) rule requiring fair-value expensing of stock options. For any option issued at or out of the money, where strike prices are normally set, expense recognition is zero under this bill's mandated assumption.
Besides excessive use of stock options, the lack of a "final peace" in the option accounting war appears to have encouraged another questionable corporate practice. This article examines a sample of "six-and-one restructurings," exchanges of options in which expensing of re-priced (deep out-of-the-money) options can be avoided if employees wait at least six months and one day before receiving new options. The authors found that market-adjusted stock prices tend to decrease during the six-month period before the strike price is reset. This result provides one more reason why companies should be required to use fair-value option pricing models to expense options.  相似文献

This paper critically explores knowledge/professionalization relationships in a jurisdictional context characterized by shifting standards of practice. Focusing on the growing movement toward fair value within accounting standards, we examine practitioners' reactions to the growing compulsory application of fair-value accounting standards. To make sense of these reactions, we introduce the notion of epistemic commitment, that is to say one's degree of allegiance to a given knowledge template. Utilizing 27 interviews with Canadian experienced accountants, we rely on epistemic commitment to analyze the extent of variability in practitioners' reactions to the standardization movement toward fair-value accounting. Our analysis demonstrates an important level of variability in practitioners' epistemic commitment toward fair-value accounting, highlighting a lack of cognitive unity in the field. Our findings point to other important professionalization issues: practitioners' inclinations to refer to profitability issues when reflecting on the appropriateness of standards; practitioners' conception of accounting as an objective technology; practitioners' hesitations in voicing deep-level concerns over implementation ambiguities and lack of professional cognitive authority. Overall, our study raises doubts about the professional status of accountancy.  相似文献

Whereas empirical studies suggest that firm hedging is influenced by accounting standards such as SFAS 133 and IAS 39, the nature of earnings risk management remains a puzzle. I develop a model that shows how non-financial firms that prefer predictable earnings jointly optimize their hedging strategy and the choice between fair-value and hedge accounting. I also examine the implications of these decisions for earnings predictability under SFAS 133/IAS 39. In this model, which has two accounting periods, earnings uncertainty arises from economic shocks and accounting mismatches. The specific influence of accounting mismatches is isolated with two benchmarks, one for firm hedging (cash flow hedging) and another for an accounting system that fully complies with the matching principle. In this forward-looking analysis, most firms significantly decrease the hedging of long-term earnings when faced with persistent price dynamics. Under non-persistent price dynamics, the levels of long-term earnings hedging are only slightly reduced. Therefore, the influence of accounting mismatches on firm hedging is highly dependent on the economic environment in which a firm operates, which suggests that the potential influence of accounting on firm hedging may be difficult to identify in archival studies. The analysis also offers a forward-looking perspective on the changing properties of earnings since the late 1970s that supplements the existing body of archival accounting studies. For example, under persistent price dynamics, forward-looking short-term earnings volatility may increase tenfold or more for cash flow hedging under fair-value accounting compared with a perfectly matched accounting system.  相似文献

We present an example that compares the effects on earnings of designating a foreign currency forward contract as either a cash-flow or fair-value hedge of a foreign currency denominated receivable. Entities engaging in exchange transactions not denominated in their functional currency frequently enter into foreign currency forward contracts in order to mitigate their foreign exchange rate risk exposure. The aggregate effect on earnings of the transaction gain or loss on the foreign currency receivable and the gain or loss on the forward contract is known on the date the forward contract is initiated. The effect on each period’s earnings during the term of a forward contract designated as a cash-flow hedge is also known on the date the contract is initiated; whereas the effect on each periods’ earnings from a fair-value hedge cannot be determined until the respective balance sheet dates. Therefore, designating forward contracts as cash-flow hedges may suppress volatility in reported earnings compared to designating forward contracts as fair-value hedges. In addition, the reporting risk (the amount of uncertainty surrounding the pending measure of an item to be reported in the financial statements) is lower when a forward contract is designated as a cash-flow hedge relative to designating it as a fair-value hedge. This suggests foreign currency forward contracts designated as cash-flow hedges are more consistent with the purpose of hedge accounting: to mitigate the effects on earnings of applying different measurement criteria for the hedge and the hedged item.  相似文献

In this paper, I review the role that financial accounting plays in contracts aimed at mitigating agency problems between shareholders and managers and between shareholders and debtholders. The paper discusses the reasons why and how financial accounting numbers are used in debt and stewardship contracting. It further considers the effects of conservatism and fair-value accounting on the relevance of financial reports for contracting. In response to Stewart's proposal for comprehensive reform of GAAP, this article offers a classic defense of traditional accounting practices and standards. Like the recent efforts of the FASB to achieve greater balance sheet realism through "fair value accounting," Stewart's call to make economic profit the centerpiece of GAAP is said to rest on a mistaken premise–the widespread notion that audited financial statements are intended primarily to guide equity investors in setting stock prices. More important than the valuation role of public accounting is its "stewardship" function in detecting theft and gross misuse of corporate assets. And it is this stewardship role, with its emphasis on producing reliable (and conservative) numbers that can be readily verified by auditors, that is likely to be compromised by Stewart's proposal, fair-value accounting, and other well-meaning attempts to incorporate greater economic realism into GAAP statements.
At the same time, however, the author agrees with Stewart's contention that GAAP a accounting numbers have major limitations for investors seeking to establish the market values of companies and for managers attempting to make value-increasing investment and operating decisions. Accordingly, he endorses many of Stewart's proposed modifications of GAAP both for internal purposes, such as performance evaluation and incentive compensation, and for voluntary supplemental reporting to the investment community.  相似文献

The contemporary American concept of stewardship is currently being criticised regarding its ability to meet the needs of a changing society. Some critics say that Americans have forgotten stewardship and some infer that it is missing or dead. This paper proposes that before we complete our speculation about the future of the concept of stewardship we need to consider its evolutionary history. A crossnational approach is used to locate the concept in its sociohistorical context. To this purpose, the paper traces the concept of stewardship from 13th century England to the modern American corporation. By identifying how it has evolved differently in America than it did in England, the paper concludes that the American concept is alive and viable in its own unique form. Questions regarding whether the American concept can survive in this form or how it might adapt in the future are left to future research. However, since accounting appears to be stewardship driven, researchers looking for a coherent legal/accounting theory of stewardship may find that evolutionary changes in the social and legal concept of stewardship subsequently lead to changes in accounting theory and procedure.  相似文献

The LASC is pursuing proposals for accounting for financial instruments that are conceptually flawed and unworkable in practice. "Fair value" has been elevated to a catch-all concept to resolve measurement issues objectively. Adoption of fair value, as cuwently interpreted by standard-setters (eg, by the FASB in Concepts Statement No. 7, issued in February 2000), threatens to drive out a long-understood, theory-based approach to the rationales for cuwent value accounting — founded on "deprival value" — that has recently been comprehensively restated in Accounting Theory Monograph 10, issued by the Australian Accounting Research Foundation in 1998, and reaffirmed in the UK Accounting Standards Board's Statement of Principles for Financial Repovting, issued in December 1999.  相似文献

Recent developments in the professional accounting market and by the New South Wales legal profession indicate increasing pressure to consider multi-disciplinary professional practice in some form or other. Two of the Big Six accountants have launched new legal firms. In NSW, legislation has been amended to permit solicitors and other professionals, for the first time in Australia, to share their income. In 2000, the Australian Senate disallowed two paragraphs of the accounting standard AASB 1015 Acquisition of Assets, an unprecedented action that sent shockwaves through the business community. As a consequence, a legal dispute erupted between ASIC and MYOB Limited in relation to the application of the disallowed paragraphs, culminating in a recent decision in the Victorian Supreme Court. This paper describes the circumstances surrounding the Senate's decision and the ensuing legal action taken by ASIC against MYOB. It discusses the implications for accounting standard-setting in Australia, and the process by which an accounting standard is made by the AASB and may be disallowed in whole or in part by parliament.  相似文献

Superannuation (pension, retirement) schemes (plans) are required to report their earnings on a fair-value basis, reflecting recent shifts toward fair-value reporting in financial reporting. Fair-value earnings of such schemes include realised earnings and unrealised changes in values of assets and liabilities (unrealised earnings). This study examines the relation between components of fair-value earnings (realised and unrealised) and cash flows of 161 New Zealand defined benefit schemes for the financial year 1998. The findings of the study include that realised earnings are negatively associated with unrealised earnings and positively associated with cash flows from operations, but no association is found between unrealised earnings and cash flows from operations. This suggests that fair-value reporting has reduced the informational disparity between realised earnings and operating cash flows and therefore the reporting of cash flows information may not provide users with different information from reported in realised earnings. However, the results suggest that unrealised earnings provide additional information to users.  相似文献

This article examines equity accounting adoption by Australian companies before and after standard AAS 14 (1984), the first standard on equity accounting in Australia. To bypass a legal constraint, AAS 14 and its successor ASRB 1016 (1989) required that equity accounting of associates appear in supplementary disclosures (third-column or footnote) and not in consolidated accounts. Before AAS 14, extensive voluntary adoption of equity accounting occurred in consolidated accounts. Equity accounting adopters from 1971 to 1989 were matched in their adoption years with companies that could have used equity accounting but did not. Throughout, equity accounting adopters' EPS tended to be declining and equity accounting adoption tended to increase reported earnings. After AAS 14, adopters showed equity accounting via a third column if it increased reported earnings but in footnote disclosures if it reduced reported earnings. Leverage is associated with adoption before but not after AAS 14, perhaps because the standards required equity accounting in supplementary disclosures which had no impact on borrowing constraints, while no such restriction on equity accounting existed before regulation. Pre-AAS14 adopters tended not to be audited by large audit firms. Adopters after AAS 14 had higher ratios of investments in associates to total tangible assets; before AAS 14 they did not. The results are consistent with equity accounting being adopted opportunistically; there is limited evidence to support contractual efficiency motives.  相似文献

The Joint Working Group (JWG) proposal for the measurement of all financial instruments at fair value and the recognition of changes in fair value in the income statement met with criticism from the Joint Working Group of Banking Associations QWGBA). This research study investigates the extent to which chief financial officers in Australian financial institutions agree with the JWGBA. Findings indicated respondents tended to agree, albeit to a lesser extent, with the JWGBA. Conversely, they also agree with the JWG, as they believe fair-value information is not commercially sensitive and could be reliably determined.  相似文献

This Australian study of the surviving pre-Federation pastoral accounting records of the pioneering Jamieson family in the Western District of Victoria examines the structure and usage of accounting information prepared in an isolated setting in a time-specific context. The study endeavours to identify the key variables affecting the accounting practices observed for one particular case of pastoral industry management throughout the fifty years to 1900. Although further research of other sets of surviving Western District pastoral accounting records is necessary to provide more generalised results, tentative conclusions are drawn about the impact of cultural, educational, legal, political, professional skill and economic factors as key explanatory variables.  相似文献

A fundamental requirement of Australian corporate reporting is that financial statements be "true and fair". This paper describes the history of the true and fair requirement in Australia, considers various meanings which have been attributed to the concept and examines the merits of eliminating the qualitative standard of the true and fair view. I study the evolution of SFAS 142, which uses unverifiable fair-value estimates to account for acquired goodwill. I find evidence consistent with the FASB issuing SFAS 142 in response to political pressure over its proposal to abolish pooling accounting. The result is interesting given this proposal was due in part to SEC concerns over pooling misuse. I also find evidence consistent with lobbying support for SFAS 142 increasing in firms’ discretion under the standard. Agency theory predicts such unverifiable discretion can be used opportunistically.  相似文献
