适应外汇管理理念与方式变革的举措探析

党的十八大以来,外汇管理的理念和方式发生了革命性变革,有效促进了贸易和投资便利化。但是在变革中,外汇指定银行的一些行为不利于外汇管理的开展,需要地方外汇管理部门和外汇指定银行共同应对予以解决。     

略论人民币周边化、区域化

人民币国际化一般要先经过周边化,再到区域化,最后走向国际化的过程。本文主要讨论了推动人民币周边化、区域化要注意的几个问题,即保持人民币币值稳定、促进贸易发展、推动人民币回流、使用货币互换协议等。最后提出了人民币周边化、区域化所面临的挑战。     

中国GDP结构升级和金融结构转变的协调性研究

理论上GDP结构升级和金融结构转换具有关联性,二者若协调可相互促进,良性循环.实证研究表明,中国的GDP结构升级和金融结构转变的协调性很弱,并据此提出了相应的金融发展战略,以促进GDP结构调整和升级,保证我国经济长期稳定发展.     

Reframing the nation-state: Rethinking the Australian dream from the local to the global

Movement across the borders of the nation-state has always been uneven, but over the past few decades the unfettered movement of goods and images has been defended under the ideology of freedom and openness. At the same time, the movement of people, including refugees, has become increasingly administered and restricted in the name of ‘the national interest’. This article argues that Australia has been part of this development. The Australian dream was once for all to own a quarter-acre housing block, protected from the machinations of the world. Across the turn of the 20th century into the present an invidious version of this dream has intensified, shorn of its egalitarian spirit. The nation-state itself has been made over in this image. The Australian state now acts on behalf of the nation to keep unwanted strangers out, while facilitating the open globalization of the Australian economy. In this context, older ethical pronouncements about freedom, equality openness and fairness no longer work. This article develops an alternative approach based upon a layering of ethical considerations. The new Australian dream it suggests will entail a complete renegotiation of how we are to live within and across the boundaries of identity, culture and economy.     

抗战时期法币贬值对根据地社会经济的影响

法币贬值是20世纪40年代中国经济史上的重大事件,其影响不仅限于物价上扬和人们生活水平的降低,由此带来的连锁反应对当时社会财富的分配、阶级结构的调整等所产生的作用在一定意义上甚至比根据地货币政策更为直接彻底。因此,在考察根据地社会形态变迁的过程中,应把法币贬值这一重大经济事件纳入其中。同时,法币贬值使边币大量发行,根据地经济进入了独立自主、自力更生的新阶段。     

进一步完善房产税的几个问题

上海、重庆两市开展对个人住房征收房产税的试点,使房产税这一长期以来备受关注的议题有了实质性的进展。进一步完善房产税,是健全税制与地方税体系、增加地方财政收入、缩小社会贫富差距的重要举措,它应与调控房价无必然的联系。不过,高房价、土地财政以及现有的税收征管机制,是完善房产税过程中必须要解决的问题。本文围绕以上问题,提出相应的对策思路。     

金融业发展路径中的竞争导向及其相关影响——兼谈对我国金融业发展的启示

本文从历史的角度，对金融业发展中的竞争导向及其演变进行了分析。在此基础上，讨论了竞争导向对于金融企业组织形式、分业混业经营及监管模式的影响及其相互关系，并提出了对于当前我国金融业发展的相关启示。     

Reforming the UN: the view of the American people

It may come as a surprise that surveys of the US people on the subject of the UN and global issues show that the US government policy of ignoring major UN reform is at odds with strong preferences by the American people for many major UN reforms. Illustrating both ignorance and some surprising discretion, it is also true that the US public opposes few of the many reforms tested. The Americans Talk Issues Foundation (ATI) has conducted six opinion surveys of US people on the UN and global issues in the past three years, the highlights of the latest of which are reported here.     

Calculating the equity cost of capital using the APT: the impact of the ERM

One of the expected benefits of membership of the Exchange Rate Mechanism (ERM) was a reduction in risk which should lead to a lower cost of capital and foster investment and growth. Using the APT, we investigate the behavior of the equity market risk premium for the London Stock Exchange prior to and during sterling's membership of the ERM. We find that prior to and during the first year of membership the equity market risk premium fell quite dramatically. However, when conflict between domestic and ERM policy requirements arose at the turn of 1991, the equity risk premium increased and continued to do so until sterling's exit, partially wiping out the benefits of membership of the ERM.

传统社会家族封闭经济“伦理治理”与现代管理的分野——从《红楼梦》文本的历史语境切入

本文从《红楼梦》文本所依存的历史语境切入,通过透视大观园经济活动中的人际关系、利益分配、纠纷处理,力图在一个历史语境的具体背景下,分析传统社会中家族经济的"伦理治理"特征,从而论证在特定时代条件下某种治理模式的"当下合理性",提供一个理解传统社会家族经济活动的可能角度,并给迄今尚未完成的管理学科由传统的"伦理治术"转向"现代管理"带来某些启示。     

Man,the city and the automobile in the future

The present day city mirrors the internal conflict of modern man. He wants to live in towns and preferably in towns which are pleasant to live in. But, at the same time, he does not wish to be deprived of his car and indeed cannot do without it. Yet the present day automobile has shown itself to be incompatible with the city, or at least with a city that is good to live in. Is there any hope of resolving this dilemma in the next generation, the 26 years which will take us to the year 2000, without endangering a powerful automobile industry, probably vital to the survival of our industrial society, and without destroying our civilisation which is essentially a civilisation of town dwellers ?     

西部高校教师的质量问题及原因分析

西部高校教师的整体质量问题不容乐观,造成这种状况的一个重要原因是教师中人才的严重流失,但更重要的原因是教师管理与开发存在一系列的问题,如分配制度缺乏激励性,高层次人才引进困难,教师人力资源开发工作落后,工作条件相对较差,个人难以施展才华,人才管理水平落后,人事制度改革滞后,西部高校外部环境相对较差.     

西方新制度主义的制度观述要

新制度主义是在批判行为主义的过程中兴起,它并非制度分析的一种简单回归,而是制度分析的现代转型与演进。本文试图分析新制度主义兴起的原因和背景,在介绍新制度主义的制度政治经济含义及其基本理论的基础上,对新制度主义的制度观进行一些理论性的探索。     

调整产业结构:保障粮农安全与粮食安全

“三农”问题最主要体现在粮食主产区的粮农增收难上。调整产业结构是粮农脱贫的唯一路径选择,也有人担心会影响粮食安全。认真考核保障粮食安全需要量,彻底变革粮食主产区的经济增长方式,让其有规模效益的种粮大户成为粮食生产的主体,无规模经营能力的农户除了进城务工主要种植经济作物或搞养殖业,实现粮食生产、粮农增收两不误,是保障粮农安全与粮食安全的双赢机制。

展览经济是近几年来迅猛的一种经济现象，不少地区把展览经济的发展作为当地经济的重要增长点。本文试从珠江三角洲地区近几年来展览 经济的发展实践来透视我国展览经济的发展前景。     

On the test of the globalization of the Japanese equity market under the Kreps-Porteus preference

This paper analyzes empirically the globalization of the Japanese equity market, based on the Kreps-Porteus preference model developed by Epstein (1988) and Epstein and Zin (1990, 1991). Empirical results show that the model performs well. The results are robust to the choice of the combination of assets and instruments. An earlier version of this paper was read at the 1994 annual meeting of the Japanese Association of Financial Econometrics and Engineering held at Tsukuba University. Understanding the nature of the risks and the source of the rewards to momentum investing

Buying recent winners and shorting recent losers guaranteestime-varying factor exposures in accordance with the performanceof common risk factors during the ranking period. Adjusted forthis dynamic risk exposure, momentum profits are remarkablystable across subperiods of the entire post-1926 era. Factormodels can explain 95% of winner or loser return variability,but cannot explain their mean return components are more profitablethan those based on total returns. Neither industry effectsnor cross-sectional differences in expected returns are theprimary cause of the momentum phenomenon.     

论政府参与合理性的双重约束

政府参与具有公共利益性和自身利益性的内在矛盾,这一内在矛盾的外化不仅反映在政府与不同所有制性质的微观经济主体之间的关系上,还形成了对于政府参与的双重约束,即政府参与不仅受到政府行为本身合法性的约束,还受市场机制有效性的约束。在经济全球化的背景下,这两种约束的要求更高,也就意味着政府参与的内在矛盾更加激化。
