This paper advances understanding of the complex and adaptive nature of indigenous Fijian communities involved in tourism. It examines how tourism-related development has set the people of one Fijian village along two separate development pathways, and explores how preferential access to tourism benefits has created disparities within the community. Complex Adaptive Systems theory and Social Capital theory are used to conceptualise how over 40 years of tourism involvement has influenced development within an indigenous Fijian community. The findings argue that indigenous Fijian communities are non-homogeneous entities, which are constantly in transition, responding and adapting integratively to both internal and external changes over time. The findings show that the emergence of new behaviours and ways of life has led to the collapse of the pre-existing systems of social capital. As a response, community members retreated and regrouped, strengthening internal bonds and social capital in their smaller social units, leading to both dependency and opportunity-seeking behaviours among participants. Ultimately, the paper asserts that money alone does not lead to development, but rather tourism and access to a variety of capital do.  相似文献

Women’s participation in business is gaining momentum amongst communities in the South Pacific, yet very few studies have explored this area in the context of tourism in Fiji. Based on ethnographic research, this study focuses on the gender dimension of community-based tourism development in Vatuolalai village, along with the Coral Coast of Fiji. In particular, this study seeks to extend our understanding of the links between female empowerment, tourism and business in this indigenous Fijian community. The paper discusses how indigenous Fijian women, through their involvement in tourism, have adapted to becoming successful business operators and influential drivers of socio-political change affecting established gender relations within an indigenous Fijian setting. Therefore, the current study argues that through tourism-based entrepreneurship, local women have attained not only economic but also psychological, social and political empowerment. Given the literature, this is not a mainstream result, particularly in patriarchal and embedded indigenous communities.  相似文献

Indigenous Australians suffer considerable social and economic disadvantage. The challenge for Indigenous communities and policy makers is to discover or create opportunities that will provide sustainable development. Tourism is seen as one sector that could possibly provide such opportunities. Indigenous tourism enterprises are in most situations likely to be micro businesses. Micro businesses, Indigenous and non-Indigenous, have relatively high failure rates so it is important to undertake substantial planning to avoid failure. This paper presents the results of a planning process undertaken by an Indigenous clan planning to operate their own ecotourism micro-enterprise within Ngukurr, an Indigenous community in northern Australia. The study highlights the fact tourism does provide potential for economic development because Indigenous enterprises often have some competitive advantages. In addition, the study highlights the fact that communities often do not have the capacity to undertake all the tasks necessary to establish and operate a commercially successful ecotourism enterprise. Partnerships with other stakeholders within the region can help overcome this constraint. Finally, it is noted that the CDEP scheme has the potential to satisfy the need for funds that cannot be satisfied through normal channels.  相似文献

Participatory development literature involving community-based ecotourism management (CBEM) has only recently addressed issues pertaining to indigenous governance and decision-making systems. This paper contributes to sustainable tourism by presenting local decision-making practices and issues arising from the perspective of the members of one village in the Boumā National Heritage Park, Fiji. It shows that introduced democratic decision-making systems may not contribute to political empowerment in CBEM and can cause difficult situations. It is argued that greater attention to local systems of governance is required if tourism practitioners are to fully understand decision-making and participation in CBEM. The paper also offers a culturally appropriate methodology that may produce more meaningful outcomes for sustainable tourism research in indigenous Fijian contexts, and in other contexts worldwide. It argues that levels of empowerment should not just be treated as the outcome but as a part of the process of tourism development. It explores the core Fijian cultural concept of vanua as a way of life, involving interrelated social, ecological and spiritual elements. An emic perspective utilising informal talanoa (discussions) is used and examined, along with the roles of kin groups, village spokesmen and clan systems, and their relationship with western business decision-making practices.  相似文献

Tourism development is a key feature of the neoliberal economic development model. Through a mix of state and private investment, Indigenous communities in Mexico are encouraged to transform local cultural and environmental resources into tourist consumption sites. The process results in a shift toward reliance on tourism, in place of farming, leaving households with few alternative earning strategies amidst fluctuating tourist arrivals and income, confounding the relationship between tourism and sustainability and questioning the utility of tourism as a sustainable tool for development. This article analyses a community-based Indigenous tourism project in a rural Maya village in Mexico's Yucatan, and discusses strategies employed at household level to navigate the arrival of tourism. Funding agencies assessed this project based on a triple bottom line metric that accounts for ecological health, financial sustainability, and its relationship to local social capital; however, these fail to account for differences between local and non-local conceptions of authenticity, indigeneity, and success. From a social perspective, the project has exacerbated existing tensions and has arguably widened the gap between the politically and economically powerful and less powerful, marginalized families in the community. Questions about policy, governance systems, and elite domination and kin group control are raised.  相似文献

Residents in Indigenous Paiwan and Rukai communities in South Taiwan struggle over control of cultural resources for tourism. A history of Sinicization, government control and religious-colonial syncretism have divided subjectivities toward the public discourse on identity and the management of cultural tourism products. Through Q method, this study explores that discourse to identify operant subjectivities at work in the Indigenous community. A majority view favoring religion as the key stakeholder in cultural tourism was found with an opposing view preferring the voice of an original culture and third syncretic viewpoint. The implications are that planners in direct-dependence based cultural tourism economies should consider stakeholder conflict as a matter of operant subjectivity rather than simply a difference in occupational identity.  相似文献

Indigenous ecotourism in the Mayan rainforest has received little research attention. This study examines issues related to the level of empowerment in a Mayan village located near the Palenque World Heritage Site in southern Mexico. An adapted empowerment framework was used to assess community empowerment and its relationship with stakeholders’ participation by collecting the views of internal and external stakeholders in indigenous ecotourism. Using a checklist of 60 empowerment indicators, the study developed a wheel of empowerment tool that graphically illustrates and compares levels of empowerment/disempowerment in local communities. Results indicate that although there is a will from many villagers to participate in tourism, lack of knowledge, limited economic resources and the poor negotiation skills of local leaders have disempowered the community from undertaking ecotourism ventures. Non Governmental Organisations (NGOs) have not supported the community until recently, the private sector has played little part, and while the Mexican government is shaping the course of indigenous ecotourism with support programmes, state agencies have resisted local ecotourism development. Overall, the community fell below the midpoint on the Wheel of Empowerment Scale. These findings show a need for more effective empowerment strategies to maximise community involvement in managing cultural and natural resources for tourism development.  相似文献

ABSTRACT

Settler colonialism relies upon a logic of elimination that strives to dissolve Indigenous culture and title to ancestral lands. In Canada, settler colonialism has steered not only oppressive state policy directions, but also settler narratives that essentialize and displace Indigenous Peoples and cultural connections to land. Tourism is an especially potent social force through which such settler stories can be perpetuated and resisted. The purpose of this paper is to analyze how Indigenous culture is portrayed in the tourism promotional landscape of Ontario's ‘near north’, a rural leisure landscape for nature enthusiasts and second-home owners. While Anishinaabeg and Haudenosaunee First Nations have inhabited this area for generations, their cultural presence is often marginalized in development discourses, both historical and contemporary. Our study draws upon critical discourse analysis of websites produced by stakeholders associated with three case study sites – a Provincial Park, an annual cranberry Festival, and a major casino operation – to understand both the limits and opportunities of tourism in relation to maintaining and revitalizing Indigenous culture. In so doing, our paper contributes to critiques of settler colonial power relations and how these infiltrate tourism, and identifies pathways for disrupting the erasure of Indigenous cultures in tourism.  相似文献

The importance of dignity in tourism employment and the positive impact of Indigenous tourism activities are increasingly acknowledged. Nevertheless, the dignity and well-being of Indigenous people in urban tourism workplaces have received limited attention. Drawing on Indigenous Mexicans as a case study, we use cross-disciplinary concepts of dignity and humanistic management to address this gap by developing recommendations for restoring dignity to Indigenous groups through tourism employment in urban destinations. We explore how tourism employment has resulted in violations of the dignity of Indigenous peoples and illustrate how changes in employment practices across economic, sociocultural, and psychological dimensions can contribute to dignity restoration. By doing so, we advance a conceptual understanding of dignity and guide its practical implementation in tourism employment and management, and policy. Finally, we argue that dignity-restoring practices may also result in improved company performance and reputation as well as contribute to the sustainable development goals.  相似文献

发展乡村旅游是实现乡村振兴的重要路径,而社区居民的旅游支持是影响乡村旅游发展的关键因素之一。文章基于共享视角,采用fsQCA方法构建了形成社区居民高水平旅游支持度的复杂因果模型,综合纳入了社区居民人口学特征、社区旅游参与相关变量及旅游共享感知等不同类型影响因素,以揭示社区居民产生高水平旅游支持度的前因条件组合及其结构关系。该文以成都市青杠树村乡村旅游社区为例,基于问卷调查结果,对旅游社区居民的旅游支持度进行复杂性分析。研究结果支持了复杂性理论的主要准则,证实了社区居民高水平旅游支持度前因条件的异质性和复杂性,获得了能促使社区居民产生高水平旅游支持度的11种前因条件组合及其所形成的复杂因果模型。研究不仅能深化学界对各影响因素与社区居民旅游支持度之间所存在的非对称因果关系的认识,还能为预测和提升乡村旅游社区居民旅游支持度的管理实践提供依据。  相似文献

This research aims to identify opportunities for the tourism industry to effectively address the Sustainable Development Goals (SDGs) in ways that respect Indigenous priorities and support development aspirations of Indigenous peoples. We do so via case studies of Indigenous tourism among small-medium sized enterprises in Fiji, Australia and Aotearoa New Zealand. The research finds that the Indigenous tourism enterprises operated in the spirit of many of the SDGs, even when they had low awareness of these goals. It also finds that Indigenous values and lifeways – such as appreciation of the intrinsic connection between nature and culture - correspond with the SDG agenda, and could be used to further advance this agenda in ways that benefit Indigenous and non-Indigenous peoples.  相似文献

科学审视省区旅游业发展的差异,是实现中国旅游业科学发展的基本前提.文章通过选取国内旅游人数、入境旅游人数、国内旅游收入、旅游外汇收入、旅游总收入相当于GDP百分比、旅游业就业人数占社会总就业人数的百分比等表征旅游业发展水平的6大统计指标,运用多元统计分析方法,评估了中国2000年与2010年旅游化指数的省区差异,发现近10年来中国旅游业发展仍然呈现出显著的区域非均衡性,一些中西部后发优势的省区旅游化程度在明显上升.其中,区位与资源禀赋、经济发展水平、政府政策、基础设施、节庆事件等是导致各地旅游化程度差异及其变化的主导因素.  相似文献

Previous sustainable tourism research has called for the promotion of community-based tourism as a means of achieving sustainable development goals. Such community-based development has been noted as essential for sustainable practices because of its capacity to benefit local populations while reducing tourism's negative consequences. Nonetheless, some researchers have warned that community-based tourism, by itself, does not necessarily lead to sustainable practices. This study examines local social interactional elements necessary for the achievement of sustainable tourism practices. Such practices are attainable when certain attitudinal, organizational and/or behavioral conditions are present within a community. Using a case study methodology, this article examines the interactional elements by which residents of La Fortuna, Costa Rica, engaged in sustainable tourism practices. The study was based on the theoretical notion of the community field. It used key informant interviews and participant observation. The study shows how economic, social and environmentally sustainable practices were made possible through community agency, the construction of local relationships that increase the adaptive capacity of people within a common locality. Key factors found to enable community agency are strong intra- and extra-community interactions, open communication, participation, distributive justice and tolerance.  相似文献

This paper is concerned with the concept and practice of community capacity building (CCB) within the context of rural tourism. Issues are discussed with specific reference to an Iranian village which is a popular visitor destination. The results of interviews conducted with 34 stakeholders reveal a strong interest in tourism, yet an absence of CCB initiatives due to a variety of factors which include a lack of official support. It appears that CCB is not a prerequisite for tourism at a local level, but respondents felt that it could assist in maximising opportunities for communities to benefit from such development. The study enhances knowledge and understanding of the meaning and implementation of CCB in a part of the world which has been relatively neglected in the literature. Results also have implications for authorities and the tourism industry at work in rural areas as well as residents.  相似文献

A relatively high proportion of Indigenous Australians live in remote areas where a number of mines are located. Indigenous Australians are more likely than their non-Indigenous counterparts to be unemployed and to be living below the poverty line and in order to overcome this disadvantage it is important for Indigenous people to gain meaningful employment. In these remote areas, in addition to mining, tourism is seen as potentially providing substantial opportunities for Indigenous employment. However many of these Indigenous tourism enterprises will need on-going support to become sustainable. Mining companies have significant resources and infrastructure that could be used to help develop Indigenous tourism and a number of companies, as part of their corporate social responsibility agenda, have directly facilitated the development of Indigenous tourism ventures. This study examined Indigenous involvement in tourism in the Weipa region of north-west Queensland and the role of the then Comalco bauxite mining operation, now called Rio Tinto Aluminium, in assisting this development. The study revealed substantial enthusiasm about market opportunities for Indigenous tourism and potential support from the Comalco mine. However the mine did not see itself as being directly involved but saw itself as a facilitator working with some regional Indigenous organisations. However given the constraints these other organisations face, this approach by Comalco is likely to limit the effectiveness of the mine's efforts.  相似文献

This study examines the within tourism businesses social dynamics that lead to positive community social change via the reduction of barriers between amenity migrants and locals. The overarching study question is: What social dynamics happen within amenity migrant owned tourism businesses that are reducing social barriers between migrants and locals and leading to positive social change in the community? Findings show the existence of a dynamic interplay between the amenity migrants and locals who are working together that reflect rational (providing opportunities for locals to become tourism producers, promoting mutual understanding and respect, widening the participation of locals in decision-making) and emotional (welcoming nature, sympathetic understanding, emotional closeness) dimensions, reducing their differences and creating positive social change in the community.  相似文献

The stratification literature indicates that those who control the means of production gain greater benefits than those who do not, and that their introduction may affect a community's income distribution. This research attempts to determine the impacts of tourism on household incomes and the pattern of stratification in a Portuguese village and the various strategies which families employ to deal with change. It concludes that housing is a key factor because of tourism and that those families who have housing can significantly increase their incomes and elevate their position in the community hierarchy, although access to the elite strata is limited and tourist revenues have not affected the overall pyramidal form of stratification in the village.  相似文献

乡村旅游是推动乡村重构的重要驱动力量,乡村社会重构是乡村重构研究的重要内容。本文以典型旅游村落湖州市顾渚村为案例地,从乡村居民视角出发,分析乡村社会重构的特征,并通过扎根理论方法构建了旅游驱动下乡村社会重构机制理论模型。结果表明:(1)乡村旅游发展改变了乡村居民的原有身份,乡村居民从农民、打工者转变为旅游经营者,实现了社会身份的重构。(2)乡村旅游发展带来了大量外来人员进入乡村,乡村社会关系格局逐渐从“差序格局”转变为“多元格局”,实现了社会关系的重构。(3)乡村旅游发展使乡村居民与乡村环境之间的关系发生改变,乡村从传统乡土社区转变为旅游服务社区,实现了社会空间的重构。(4)旅游要素的介入是旅游乡村社会重构最重要的驱动力量,乡村经济重构、乡村空间重构、资源环境驱动、旅游市场驱动、政策制度驱动、行为主体参与6个方面分别构成了乡村社会重构的空间载体、物质基础、支撑机制、引导机制、促进/约束机制和引擎机制,各作用机制之间相互影响、动态耦合共同推动了乡村社会的重构。  相似文献

The development of tourism projects is often predicated on land expropriation. It is therefore important to understand residents' attitudes towards land expropriation and how changes in those attitudes can benefit both the land expropriation process and tourism development. Taking Wudaoliang in Sandaogou village in Hebei province as a case study, this study focuses on residents' attitudinal change by taking a longitudinal approach involving non-participant observation and 180 interviews. Critical event analysis was conducted, and a framework for modelling attitudinal change was adopted. The results show that the attitudes of rural residents towards tourism development were not static but underwent a dynamic process of change across three phases. These results suggest that residents should deepen their involvement in the land expropriation process and that information transparency can reduce social conflict, which will facilitate the sustainable development of rural tourism. The theoretical and practical contributions of this study are also discussed.  相似文献
