新时代背景下创建党建引领基层社会治理新模式的探索——以兰州市城关区为例

随着我国社会发展的不断推进与创新,对于执政基础的巩固、在最大限度内保证党的执政能力等均成为使基层党建可以获得良好效果的主要手段,并且使工作在不断的实践探索中获得更好的成效。但是,以党建引领基层社会治理的过程仍然存在众多问题,其中包括形式化严重以及做表面功夫等。因此,如何在新时代的背景下,通过党的全面领导将党与群众紧密地联系在一起,从而确保党建工作可以在基层发挥更强的社会治理职能,已成为基层社会治理模式探索并创新的主要内容。     

Volatility forecasting: long memory,regime switching and heteroscedasticity

In this article, we account for the first time for long memory, regime switching and the conditional time-varying volatility of volatility (heteroscedasticity) to model and forecast market volatility using the heterogeneous autoregressive model of realized volatility (HAR-RV) and its extensions. We present several interesting and notable findings. First, existing models exhibit significant nonlinearity and clustering, which provide empirical evidence on the benefit of introducing regime switching and heteroscedasticity. Second, out-of-sample results indicate that combining regime switching and heteroscedasticity can substantially improve predictive power from a statistical viewpoint. More specifically, our proposed models generally exhibit higher forecasting accuracy. Third, these results are widely consistent across a variety of robustness tests such as different forecasting windows, forecasting models, realized measures, and stock markets. Consequently, this study sheds new light on forecasting future volatility.

针对工程招标投标领域存在的突出问题,昆明市近几年在工程招标投标监管方面进行了许多新的探索.从昆明市招标投标监管机构设置、标前监管、标中监管、标后监管4个角度对昆明市工程招标投标监管现状进行分析,并对工程招标投标监管领域的一些新趋势进行探讨,提出强化招标投标监管的建议.新技术为招标投标监管提供了新工具,需要进一步探索新技术在招标投标监管领域的应用.     

高寒地区冬季TBM施工技术应用与研究

我国东北和西北地区等高纬度严寒地区的工程项目传统冬季施工惯例为停工休整,随着施工技术水平不断提高,高寒地区冬季照常施工已越来越普遍.本文介绍了新疆北部某隧洞TBM施工综合应用保温技术措施,有效地保证工程施工不因冬季环境因素影响施工质量、耽误工期,顺利完成冬季施工任务.     

中国零售业自营与联营问题的流通经济学分析

零售业自营与联营之争由来已久，在当前供给侧结构性改革、完善促进消费体制机制以及零售业寻求创新发展的背景下，有必要对这一问题展开进一步的理论探讨。文章结合马克思流通经济理论指出，自营和联营的本质区别在于是商业资本还是产业资本承担商品流通职能，自营和联营并不是非此即彼的互斥关系，但如果零售业完全倚重其中一种模式并在全社会推向极端，则需要反思商业资本和产业资本是否各得其所和高效分工。在中国流通体制变革中，虽然联营模式在特定历史时期帮助众多零售企业渡过生存危机并推进内资零售快速扩张，但发展至今，已呈现零售业普遍联营的情况，使零售业整体面临着制约创新发展的新问题。数字经济为零售业回归自营提供了有利契机，零售企业应充分利用新技术摆脱联营制的路径依赖，依托数字化开展深度自营并全面提升流通效率。

基于AD9361的掌上型LTE RRU设计与开发

当前小体积远端射频单元（Remote Radio Unit,RRU）主要是皮站级别的Pico-RRU，其重量和体积仍然难以满足掌上型的要求。为此，采用高集成度的AD9361芯片来实现长期演进（Long Term Evolution，LTE）宽带收发信机功能，配合时钟同步模块、放大器模块和控制接口电路等一起构建低成本的掌上型RRU。主要解决了基于AD9516的时钟同步、低相位噪声设计和高灵敏度接收机设计三个技术难点，成功实现了掌上型、高性能、低成本的设计目标。整个RRU样机尺寸为18 cm×10 cm×2 cm，质量约500 g，量产成本千元以内。测试表明，该RRU下行误差向量幅度（Error Vector Magnitude，EVM）小于3%，优于3GPP要求的8%；10 MHz带宽时上行接收机灵敏度优于3GPP要求的-93.5 dBm。     

When Do Qualitative Risk Disclosures Backfire? The Effects of a Mismatch in Hedge Disclosure Formats on Investors' Judgments

Disclosure standards mandate the quantitative disclosure of hedging‐instrument‐related risks but not the disclosure of hedged‐item‐related risks. We examine how a match (mismatch) in formats, caused by making quantitative (qualitative) hedged item disclosures alongside quantitative hedging instrument disclosures, affects investors' integration of information from these two related disclosures. Our first experiment varies the hedged item disclosure format (quantitative or qualitative) and the portion of risk hedged (small or large). We find that when disclosure formats are mismatched, the less comparable nature of the two disclosures caused investors to neglect the offsetting relationship when assessing net risks. As a result, risk and investment judgments were influenced by the more prominent quantitative hedging instrument disclosures. Our second experiment finds that the use of a qualitative debiaser that clarifies the relationship between the two disclosures led to the integration of information and mitigated this effect.     

Estimating yield curves of the U.S. Treasury securities: An interpolation approach

Following the approach of interpolation, this paper proposes the multiple exponential decay model to fit yield curves for both the U.S. TIPS market and the conventional Treasury security market. Several estimation methods, including the unconstrained/constrained nonlinear minimization, quadratic programming, and the iterative linear least squares, are applied to estimate the unknown parameters according to different curve‐fitting purposes. Comparisons between the proposed model and the alternatives show that the multiple exponential decay successfully (1) adapts to a variety of shapes associated with yield curves, (2) (partially) keeps in line with the economic interpretations of Nelson–Siegel summarized by Diebold and Li ( 2006 ), and (3) dominates the competing models in curve‐fitting performance measured by mean fitted‐price errors over the sample period. In addition, the exact specification of a nonparametric interpolation model is pinned down by applying three statistical tools, which enable us to jointly take into account validity, optimality, and parsimoniousness of the proposed model.
