基于粒子群优化的模糊聚类分析

基于求解实优化问题时,粒子群优化算法优于遗传算法。在基于遗传算法的模糊C均值聚类算法基础上,给出了基于粒子群的模糊C均值聚类算法,试验结果表明:该算法克服了传统的模糊C均值聚类算法的缺陷,同时在收敛速度方面明显优于基于遗传算法的模糊C均值聚类算法。     

我国水权交易制度变迁及交易市场中政府的角色定位

我国现行水资源使用制度的不完善致使水资源的利用矛盾重重,面临的是一种“内卷”问题,这要求我们探索建立一种新的水权制度。水权是用水主体依法取得的基于消费性用途的配水量权,针对该水权概念,水价只是水产品价格中的资源水价。水权制度本身的型构是一个缓慢地演进、发育和成型的过程,而并非只是一个国家简单设立、界定和实施的短期过程。所以,政府的行为须谨慎。     

Deposit insurance and bank regulation in a monetary economy: a general equilibrium exposition

Summary. It is commonly argued that poorly designed banking system safety nets are largely to blame for the frequency and severity of modern banking crises. For example, underpriced deposit insurance and/or low reserve requirements are often viewed as factors that encourage risk-taking by banks. In this paper, we study the effects of three policy variables: deposit insurance premia, reserve requirements and the way in which the costs of bank bailouts are financed. We show that when deposit insurance premia are low, the monetization of bank bailout costs may not be more inflationary than financing these costs out of general revenue. This is because, while monetizing the costs increases the inflation tax rate, higher levels of general taxation reduce savings, deposits, bank reserves, and the inflation tax base. Increasing the inflation tax rate obviously raises inflation, but so does an erosion of the inflation tax base. We also find that low deposit insurance premia or low reserve requirements may not be associated with a high rate of bank failure.Received: 2 January 2002, Revised: 1 March 2003JEL Classification Numbers: D5, E5, G1.B. An analysis of some aspects of regulatory risk and the required rate of return for public utilities

This paper uses a modification of the continuous time asset pricing model of Cox, Ingersoll, and Ross to analyze the effect of regulatory risk on the cost of capital. Analysis shows that random errors in setting the allowed rate of return can either increase or decrease the cost of capital depending on other regulatory parameters. However, the analysis suggests that regulatory risk is not material.     

对高等学校内部组织与管理改革的思考

日趋走向大众化的与经济社会密切相关的高等教育,对其内部管理提出了新而高的要求。质量、效益、生存、发展都和管理息息相关,因此文章在实践和探索的基础上,对高校内部实施二级管理的权力结构、管理模式、实体利益调动等进行探讨。指出在高校从高度集权的计划经济向社会主义市场经济逐渐过渡的大背景下,高等学校的校、院(系)组织与管理问题显得越来越重要。高校要在市场竞争中有竞争力,那么从管理理念、人本管理思想、管理程序最优、管理效益最大化等方面,都有必要对校、院(系)级管理作认真的分析、比较、思考和研究。     

企业文化对知识型员工组织承诺影响的研究

为了探讨提高知识型员工组织承诺的有效路径,文章针对现有研究中的一些不足,提出了不同企业文化导向对知识型员工感情承诺及继续承诺影响的研究框架,从理论上探讨了员工导向文化与任务导向文化如何对知识型员工组织承诺产生影响,以期为企业提高知识型员工的组织承诺提供理论指导.     

Current Account, Capital Formation and Terms of Trade Shocks: a Revisit of the Harberger-Laursen-Metzler Effect

This paper extends the Blanchard model of a closed-economy to a three-good (exportable, importable and non-tradable goods) open-economy model with capital accumulation and uncertain lifetimes to study the impacts of terms of trade shocks on the current account. The simulation results show that a model with uncertain lifetimes is more appropriate to describe a small open economy like Taiwan at the steady-state equilibrium than a model with infinite lifetimes. We find that the Harberger-Laursen-Metzler effect is discernible for temporary or permanent terms of trade shocks. Furthermore, the steady state is a saddle point and the speed of convergence of capital and consumption is quite low.     

建立河北省农业生态安全预警机制的理论探讨

目前,河北省农业生态系统整体呈不断恶化趋势,已成为影响建立农业强省的重要问题。为此,建立生态安全预警机制是必要而紧迫的。本文依据农业生态学原理、环境库兹涅兹曲线与生态安全耦合原理建立了农业生态安全的理论基础,并从观念、技术、政府作用与公众参与以及生态产权和资金投入方面进行了障碍性因素分析,最后提出了相应的对策措施。     

基于启发式算法的成品油配送计划研究

通过对成品油配送计划特点的研究与分析，建立了成品油配送计划编制的数学模型；并设计了模型求解方案；通过对实验结果的分析，证明本文设计的算法快速、有效、稳定。     

关于制订《经济责任审计条例》的思考

本文通过对新修订的《中华人民共和国审计法》和现有的省级《审计监督条例》中关于经济责任审计规定的比较分析，结合中国审计现实情况，提出国务院制定《经济责任审计条例》应明确的一些问题，并提出现阶段应采取的措施。
