Beyond the Toledo agreement: the intergenerational impact of the Spanish Pension Reform

The paper examines the intergenerational impact of the Spanish public pension system after the 1997 Pension Reform Act. Within a Generational Accounting framework, we find that the new legal setting could leave future generations with liabilities as high as 176% of 1996 GDP. Hence, we analyse the impact of alternative reforms. Holding the pay-as-you-go setting, a further improvement to tax-benefit linkage in line with the Toledo Agreement proposals is shown to yield an intergenerationally more balanced outcome, than an increase in the retirement age or an expansion of public subsidies financed through indirect taxes. Finally, a move toward a partially funded pension system which restores the intergenerational balance is simulated.     

Migration Flows and Intra-Industry Trade Adjustments

In this paper we analyse the link between trade and migration. Focusing on the experience of Spain, we relate a marginal index of intra-industry trade to the stock of foreign workers—classified according to their country of origin and their situation in the Spanish labour market. We focus on the possibility that existing networks of foreign workers and their connections with their countries of origin could stimulate trade with the host country. Our results show a significant impact of the number of immigrants with work permits on intra-industry trade adjustment. However, this impact being positive or negative depends on whether foreign workers are employees or self-employed, the duration of the work permits and the type of job they occupy. JEL no. Encouraging Tutorial Attendance at University Did Not Improve Performance

When tertiary education is subsidised the cost of poor student performance in university subjects falls not only on the individual student but also on society in general. Society therefore has an interest in promoting student performance. There is evidence in the literature that absenteeism from university classes is widespread and that absenteeism adversely affects student performance. In this paper I describe an incentive scheme that increased attendance of business and economics students in an introductory statistics subject at a typical Australian university. Like other authors I find a strong positive association between attendance and academic performance, both in the presence and absence of the scheme. However, there is no evidence that the incentive scheme caused student performance to improve. Although students attended more classes they did not perform better than students in the previous year's class who had the same observable characteristics and attendance levels but who were not exposed to the scheme.     

Applying a nine cell financial analysis model to home health care

A nine-cell financial analysis model is used to evaluate the effectiveness of strategies on the economic performance of a home health care agency. Strategies associated with the drivers of economic performance are discussed: volume, unit price, unit costs of resources applied, and quantity of resources applied.

Factor decomposition of cross-country income inequality, 1960–1990

In this paper we present Esteban's 1994 [Esteban, J., 1994. La desigualdad interregional en Europa y en España: descripción y análisis. In: Esteban, J.M^a., Vives, X. (dirs.), Crecimiento y convergencia regional en España y en Europa, Vol. 2, Instituto de Análisis Económico] decomposition of the Theil index of inequality over per capita incomes into the (unweighted) sum of the inequality indices of (i) the productivity per employed worker, (ii) the employment rate, (iii) the active over working-age population rate, and (iv) the working-age over total population rate. Each of these factors clearly have different meanings for analysis as well as for policy. We apply this factoral decomposition to a set of 120 countries. We also contrast the empirical findings with the results obtained for the 23 OECD countries. [OECD, Labour Force Statistics, Several issues, Paris].     

Here come the men in black Technology and anxiety in the postmodern age

This review of the film Men in Black argues that what used to be alarming in the science fiction genre has now become its main source of humour. As a reactionary response to the dystopic X-Files, MiB is an elaborate parody which seeks to recuperate ideological ground lost by the X-Files' examination of gender and technology in contemporary culture. Anxiety about the roles of technology, gender and the state are replaced by humour about the notion of anxiety itself. Anxious we may be at the close of the millenium, but MiB tells us to just laugh it all away.
