国际银行业监管标准嬗变途径分析

国际银行业监管标准从旧协议向新资本协议嬗变途径中有两个交叉方向的变化——监管性的资本与经济性的资本、基于规则的监管与面向过程的监管。虽然新协议中保留了一些监管性和规则性的资本监管因素,就象在旧协议中也吸收了经济性和过程性方法的要素一样,但是新协议中监管方式的转变仍然是实质性的和很重要的,并且是同时发生在两方面的转变。

税收优先权适用范围的法律规制研究

《税收征管法》第四十五条规定的税收优先权,主要适用于税收征管程序、民事执行程序、企业破产程序,但存在税收优先权适用的法律程序不明确、税收优先权与其他优先权的关系界定不清、税收债权与担保物权受偿顺序相矛盾等问题。本文基于公私法融合理论,认为税收优先权的适用应确立"课税禁区"原则、担保物权特别优先原则、税收债权公告优先原则、物权变动中特定税种优先扣划原则,通过优化并改进税收征管程序欠税公告机制、完善民事执行程序中税收债权的参与分配机制、确立企业破产程序中限制税收优先权机制等方式规制税收优先权的适用。     

An investigation of cointegration and causality between fertility and female labour force participation

Both economists and demographers have long been interested in the nature of the relationship between fertility rate (BR) and female labor force participation (FR). Earlier work suggests an inverse relationship between BR and FR, except in preindustrial countries. The author applies Hsiao's version of the Granger causality method to examine the causality between BR and FR using transformed US data for the period 1948-93. An unidirectional causality is found to run from BR to FR with no feedback. These results confirm the hypothesis that the presence of small children discourages women from seeking employment outside of the home. Employment does not, however, affect a woman's decision to have children.     

An analysis of repressed inflation in two transition economies

We construct a simple model that tests for repressed inflation by estimating a true rate of inflation that explains behavior of observed money demand. We estimate the model using quarterly data for Czechoslovakia and Poland. Although our results should be viewed as preliminary, given the imperfect nature of our data, we do have strong evidence that, prior to 1991, there was considerable repressed inflation in Poland, while there was essentially no repressed inflation in Czechoslovakia.This paper was funded by a World Bank project on formerly planned economies. Remittances from international labour migration: a summary of findings and issues for labour-exporting developing countries of the ESCAP region

International labor migration from the ESCAP region to the Middle East is analyzed, and patterns of remittances from migrants are examined. The focus is on "contract" migration, in which the workers involved have no intention of settling in the country of employment and which is characterized by a job contract that is concluded by the employer on behalf of the workers. Topics discussed include the labor market situation, controversies over the benefits of remittances, the flow of migration and the stock of workers in host countries, characteristics of migrating workers, management of the migration flow, the size and significance of remittance flows to ESCAP countries, and policy issues.

国家退出、约束硬化与微观效率增进——中国国有银行改革困境的一种描述与求解

国有银行利润约束和预算约束软化问题的形成逻辑在于国家赋予了国有银行政策性融资任务和社会责任，还有就是商业银行破产的外部传染问题，而并非“父爱主义”，也不满足产权结构界说。因此，软约束问题的解决路径在于国家退出，主要指社会负担从国有银行退出，同时也包含着隐性承诺的适时退出。诸多现实因素决定了短期内国家退出的不彻底性，进而决定了国有银行效率改革路径的渐进特征。在国家退出受到制约时，“经理人退出威胁”对于遏制国有银行经营中的道德风险问题具有制度约束功能。
