Revisiting the Effective Rate of Protection in the Late Stages of Chinese Industrialisation

In this paper, we generalise conventional measures of the effective rate of protection by: (i) relaxing their small‐country assumptions; (ii) taking into account multiple stages of production; and (iii) abstracting away from their assumptions on the time‐invariance of the underlying technology using annual IO tables. We apply our new measure to China's structure of tariff protection from 1992 to 2010. When compared to conventional measures, we find its effective rates of protection to be smaller in magnitude and even negative in some sectors. The new measures are also related to industry characteristics in sensible ways, calling into question the applicability of conventional measures in the context of present‐day China.

论文首先理清了农村产权抵押融资各环节上的主要风险。接着,通过对重庆市11个区县的实地调研,找出了各种风险的主要成因,以及防控这些风险的成功经验。最后,针对农村产权融资的不同需求,建立了以农村资金互助社为核心的小额融资风险防控机制,和以政府为基础层,金融机构和农户为核心层,担保机构、保险机构和评估机构为保障层的大额融资风险防控机制。为我国农村产权抵押融资风险防控提供参考。

Institutions and Firms' Productivity: Evidence from Electricity Distribution in the EU

Firms' productivity is influenced by internal and external institutions. Ownership is the core internal institutional feature of the firm, while the most important external institutional feature is the quality of government, which shapes the environment in which firms operate. We explore the relative role of these factors and their interaction in determining total factor productivity of electricity distribution firms in 16 EU countries. Using data from the Amadeus database of balance‐sheet information and from the Quality of Governance database, we find that when the quality of government is poor, public ownership is associated with lower productivity levels; however, public ownership is associated with higher productivity in countries characterized by higher quality of the institutional environment.

Do Neighbours Influence Value‐Added‐Tax Introduction? A Spatial Duration Analysis

The spatial survival models typically impose frailties, which characterize unobserved heterogeneity, to be spatially correlated. However, the spatial effect may not only exist in the unobserved errors, but it can also be present in the baseline hazards and the dependent variables. A new spatial survival model with these three possible spatial correlation structures is explored and used to investigate the implementation of value‐added tax (VAT) in 99 countries over the period 1970–2009. Estimation is performed by a Bayesian approach through the Markov chain Monte Carlo method. The estimation results suggest the presence of a significant spatial correlation among the VAT introductions of neighbouring countries.     

ACQUISITION OF INFORMATION TO DIVERSIFY CONTRACTUAL RISK*

Are hedging transactions that diversify a manager’s compensation risk detrimental to incentives, or can they improve contracting efficiency? If hedging provides efficiency benefits, should the manager or the firm undertake it? In our model, both the firm and the manager can trade financial portfolios to diversify the manager’s compensation risk. Prior to the portfolio selection, the parties need to acquire information on how different financial portfolios fit their diversification purposes. We illustrate that financial portfolios correlated with firm‐specific risk improve contracting efficiency. For equal information costs, it is optimal for the firm to undertake the hedging on the manager’s behalf.     

论我国西部区域间经济发展格局的变动

西部大开发的10年中,西部各地区都取得了巨大的发展成就,但彼此间的发展进度并不一致,导致了经济发展格局的变动。经过数据分析发现,西部各区域间发展差距有扩大的趋势,并且经济发展重心也有较大变化。认真分析这一变化,对于因地制宜的制定区域发展政策,促进区域协调发展具有重要指导意义。
