美国共同基金治理角色的变化及其借鉴

近年来,美国共同基金在上市公司治理中的角色开始发生变化,越来越多的基金开始放弃"消极治理主义",转向"积极治理主义"。共同基金治理角色的这种变化,提醒人们注意,不要仅仅关注基金的投资功能,还应重视其公司治理功能。有关问题的讨论,对中国证券投资基金的发展有重要的借鉴意义。     

L-performance with an application to hedge funds

This paper introduces a new parametric fund performance measure, called the L-performance. The L-performance is an alternative to the Sharpe performance, which is commonly used in practice despite its inability to account for skewness and heavy tails of unconditional return distributions. The L-performance improves upon the Sharpe measure in this respect. Technically, it resembles the Sharpe measure in that it is defined as a ratio of the first- and second-order moments, which are the trimmed L-moments instead of the conventional (power) moments. The trimming parameters allow for focusing the L-performance on specific risk levels of interest, according to financial risk criteria. For illustration, a set of L-performances is computed for a variety of hedge funds. The empirical study shows the use of L-performance for fund ranking and return smoothing (manipulation) control.

在亚洲等新型市场国家,私募股权基金投资并帮助那些优质的公司进一步拓展发展空间,并提供就业机会,引入先进的财务管理经验,且为其投资者提供高额回报,进而促进经济的发展,这使得亚洲尤其是中国地区的私募股权投资得到大幅度发展。本文的研究正是基于全球私募股权市场热火朝天的发展和我国私募股权交易数额呈级数增长的背景下进行。     

建立主权养老基金：另辟机关事业单位养老保险改革之“蹊径”

近期,我国机关事业单位养老保险改革已是大势所趋,却又是难中之难,阻碍重重。南非的公务员养老保险制度向主权养老基金的成功转型的实践及其成熟经验,可以为中国的改革提供有益的借鉴,即建立一只完全积累的、中央集中管理的、缴费确定型的主权养老基金,来取代当前的＂国家保险＂型公务员养老金制度。     

Market power,market outcomes,and remedies in the UK groceries market

This article describes a number of the issues that played a central role in the UK Competition Commission's investigation into the UK Groceries Sector. We describe the questions at issue, the evidence collected to address those questions, and the conclusions drawn. We go on to describe the CC's remedies both vertically vis‐à‐vis the supply chain and horizontally vis‐à‐vis markets of high local concentration.     

促进农村经济持续发展的资金问题思考

研究目的:通过对土地出让收益回流农村的探讨,力求拓宽农村发展的资金渠道,促进农村可持续发展。研究方法:定性分析方法。研究结果:(1)土地出让收益应返还农村,资金回流方式采取农村发展基金的模式;(2)"城乡建设用地增减挂钩"的跨区域挂钩与农村发展基金相结合,解决土地收益不平衡问题。研究结论:农村集体用地土地出让收益返还农村,可实现发达地区与欠发达地区的互惠共赢和发达地区对欠发达地区经济发展的支持。     

深化项目预算管理的探讨

项目预算在整个部门预算中占有十分重要的地位,科学的项目预算管理能够促使有限的财力资源得到合理配置并取得更好的使用效果。项目型企业的预算管理在思想认识、预算编制和预算执行三方面还存在着多种问题。企业应转变管理观念,重视预算工作,采取有效措施,深化项目预算管理,提高项目资金的使用效益。     

Mutual Fund Performance: Measurement and Evidence1

The paper provides a critical review of empirical findings on the performance of mutual funds, mainly for the US and UK. Ex‐post, there are around 0‐5% of top performing UK and US equity mutual funds with truly positive‐alpha performance (after fees) and around 20% of funds that have truly poor alpha performance, with about 75% of active funds which are effectively zero‐alpha funds. Key drivers of relative performance are, load fees, expenses and turnover. There is little evidence of successful market timing. Evidence suggests past winner funds persist, when rebalancing is frequent (i.e., less than one year) and when using sophisticated sorting rules (e.g., Bayesian approaches) ‐ but transactions costs (load and advisory fees) imply that economic gains to investors from winner funds may be marginal. The US evidence clearly supports the view that past loser funds remain losers. Broadly speaking results for bond mutual funds are similar to those for equity funds. Sensible advice for most investors would be to hold low cost index funds and avoid holding past ‘active’ loser funds. Only sophisticated investors should pursue an active ex‐ante investment strategy of trying to pick winners ‐ and then with much caution.     

浅析引导基金对所扶持创投企业的监督管理

引导基金作为一种创新型的政府投资方式,正在被越来越多的地方政府认识和运用。同时,由于社会资金与引导基金合作开发创投市场可以获得诸多便利,使其成为创投资金争相合作的对象。引导基金及其所扶持的创投企业正在成为区域经济发展、产业结构调整的重要工具和手段。但是,由于引导基金在我国尚属新生事物,创投企业又良莠不齐,对引导基金如何扶持创投企业仍存在不少模糊认识,尤其是在应否对引导基金所扶持创投企业进行监督管理和如何监督管理上存在较大分歧,严重影响了引导基金在我国的发展和推广。     

投资者的选择与基金溢出效应研究

本文着重研究基金家族中明星基金对家族内部基金的溢出效应,即明星基金对基金资金流入增长率的影响。对中国证券市场54家基金家族管理的281只开放式偏股型基金的面板分析发现,拥有明星基金能够显著提高基金家族的新基金流入的增长比例,但拥有垃圾基金并不能显著地减少;明星基金比非明星基金能给自身吸引来更多的新资金,明星基金家族的非明星基金与非明星家族的基金相比没能被笼罩在这样的优质光环下。
