论农村政策性银行法律制度的完善

农村政策性银行的营运有别于普通商业性银行,需要运用专门的法律进行规范并为其提供有效的支持和保障。目前中国农村政策性银行的组织建设缺乏完善的法人治理结构,营运活动缺少法律监管,应尽快出台农村政策性银行法、粮食法等相关法律,建立现代政策性金融企业,完善农村政策性银行的法人治理结构。     

Bank Mergers and Insider Nontrading

Insiders with nonpublic information that their firms are acquisition targets can profit by purchasing their firms' stock or by delaying planned sales of their firms' stock. Under current securities laws, insiders who execute the former strategy expose themselves to civil and criminal liability, whereas insiders who execute the latter strategy do not. Using a sample of bank mergers, we find that target bank insiders significantly decrease both share purchases and share sales before merger announcements. These findings suggest that securities laws effectively deter some forms of illegal insider trading and that insiders exploit opportunities to profit legally from nonpublic information.     

论我国商业银行不良资产的盘活--基于资产证券化视角的分析

近年来，消化我国商业银行的不良资产被领导层提上了重要的议事日程，本文首先分析了我国商业银行的不良资产的总体状况，进而结合中外不良资产处置与消化的成功案例，并针对我国的具体情况提出解决方案，希望能够对我国商业银行不良资产的化解有所裨益。     

基于过采样滤波器组的多尺度边缘检测

研究基于过采样滤波器组的多尺度边缘检测算法。图像经过过采样滤波器组分解，各个尺度下的子图像大小一致，有利于不用尺度下边缘信息的融合。提出了一种自适应双门限方法，消除了局部极大模检测中的伪边缘；同时，提出一种从大尺度边缘向小尺度边缘聚焦的方法，对不同尺度下的边缘信息进行融合，并讨论了滤波器长度对边缘检测性能的影响。仿真结果验证了所提出方法的有效性。     

美国投资银行管理标准化问题研究

美国投资银行在长期的发展中形成了比较成熟的管理模式,其组织形式、治理结构、激励约束机制等逐步趋向于标准化。本文以激励约束机制为主线,分析了美国投资银行组织形式的演变、治理结构的最新发展以及薪酬制度的结构与水平等内容,对我国证券公司的管理和发展具有重要的借鉴价值。     

后WTO时期外资银行对中资银行影响分析及其路径选择

后WTO时期，我国金融业开放程度不断加深，外资银行正以前所未有的深度融入我国金融体系。外资银行的进入，将从总体上提升我国银行系统效率，但同时也不可避免地带来相应的冲击。从客户资源、银行业务、服务手段、人力资源等角度分析外资银行对中资银行的冲击，文章提出应当通过完善金融体系、提高整体实力、培育新生力量及加强合作等策略增强中资银行抗击外资银行的实力，引导中资银行健康发展。     

Monetary Policy Transparency in the UK: The Impact of Independence and Inflation Targeting

There is a widespread belief that the transparency of UK monetary policy has increased substantially as a result of the introduction of inflation targeting in 1992 and a number of procedural and institutional reforms which accompanied and followed it. Here, money market responses (and other data) are used to test the possibility that improved anticipation of policy moves may be the result of developments other than the institutional reforms popularly cited. We find overwhelming evidence that the switch to inflation targeting itself significantly reduced monetary policy surprises, while subsequent reforms have contributed little. Where we advance substantially on earlier work is to look at the cross‐sectional dispersion of agents’ anticipation. If the benefit of transparency is the elimination of policy surprise, there is little benefit if the averagely correct anticipations of agents conceal a wide dispersion of view.     

大力发展商业银行中间业务增强综合竞争力

20世纪70年代以来,全球商业银行中间业务由于其本身具有风险小、收益高的优点发展迅猛,中间业务收入已成为商业银行的主要收入来源。而我国商业银行中间业务起步晚,收入比重低,品种少,创新能力不足,专门人才匮乏。随着中外银行的激烈竞争,我国商业银行在发展中间业务上必须尽快完善组织管理,强化产品开发,实施有效市场营销,优化服务手段,加强中间业务人才输入,从而真正从中间业务中获取利润增强银行整体竞争力。     

On bank privatization: The case of Egypt

This paper discusses the controversy regarding the privatization of the banking sector in Egypt. It provides an overview of the structure and evolution of the banking system, in the context of the series of reform measures undertaken by the Egyptian authorities over the past decades. The paper assesses the performance of the state-owned banks versus private banks over the period 1995–2005. Microprudential indicators, such as capital adequacy, asset quality, earnings, and profitability, reveal that state-owned banks lag behind in terms of efficiency and performance, compared to their private counterparts. Results also suggest that retaining government ownership can adversely affect banks performance. The paper explores the factors hindering the smooth implementation of bank privatization. The authors indicate that the financial sector reform currently adopted is comprehensive; however it is confronted with various political, social, and economic risks, which raise concerns regarding its sustainability. The paper then draws on the existing literature to provide guidance to policy makers, regarding effective and successful implementation of bank privatization.
