Environmental and conservation decisions are often complex, which results in complexity also in policy assessments. Conservation decisions have implications for different stakeholders and typically draw on multidisciplinary knowledge bases, incorporating natural, physical and social sciences, politics and ethics. Multi-Criteria Decision Analysis (MCDA) is a potentially important tool for supporting conservation policy decisions. This article reports a spatially referenced MCDA of policy instrument scenarios for conserving forest biodiversity in Southwestern Finland. The effects of the realistic policy instruments designed in dialogue with stakeholders included voluntary permanent conservation, enforced spatially concentrated permanent conservation, voluntary permanent conservation with active nature management, and voluntary temporary conservation. These instruments were compared by combining forest-owner survey, MCDA and ex ante impact evaluation. The main objective was to find the forest biodiversity conservation instrument that would produce the highest total benefit. The effects of the different instruments were evaluated with ecological, economic, social, and institutional criteria after a 20-year time period. The results showed minor differences between the instruments, with voluntary permanent and voluntary temporary conservation producing the largest total benefit. Despite the small differences, the analysis was robust in showing that voluntary instruments were more favourable than enforced permanent conservation.  相似文献

The objective of this study was to define the value of the main market and nonmarket functions of fjord and mountain agroecosystems in Nordic countries by means of the ecosystem services framework. First, we used qualitative methods (interviews of farmers and other stakeholders in the area of study) to identify sociocultural perceptions of multifunctional agriculture. Next, we used survey-based stated-preference methods to rank and value in economic terms the most important functions (corresponding to the four types of ecosystem services) according to the local (residents of the study area) and the general (residents of a nearby area) populations. The sociocultural perceptions of multifunctionality among local stakeholders were similar, but differences in the relative importance of the functions reflected particular interests (agriculture compared with tourism). Both the local and the general populations attached great importance to the production and availability of quality foods. The general population showed very homogeneous preferences among ecosystem services, but local people rated them very differently. Local people ranked a more agricultural landscape very high. The total economic value of fjord and mountain agroecosystem was 850 € per person per year. The willingness to pay for the provision of ecosystem services under a policy scenario of further development of multifunctional agriculture clearly exceeded the current level of public support. The welfare loss that society would experience in a scenario of further abandonment of agriculture was even greater. We discuss the establishment of payments for ecosystem services for addressing the undersupply of nonmarket functions of agriculture.  相似文献

Policy instruments are the building blocks of land use policies. Instrumentation of policies relates to values. Compulsory purchase is a direct government instrument that may be an effective way to implement policies of biodiversity conservation and the allocation of land for recreational use. It is, however, in many contexts, politically controversial. The Netherlands’ Government has endorsed policies that involve compulsory purchase in up to 10% of land purchases. This paper reviews if this 10%-ceiling can structure relationships between landowners and government agencies in such a way that it relieves constraints imposed by land availability for biodiversity conservation and the provision of recreational areas. The analysis consists of (1) the background of this 10%-ceiling, (2) the actual procedures of compulsory purchase, by analysis of Royal Decrees, (3) the actual compulsory purchases, and (4) the indirect instrumental effects of the use of this instrument. The paper concludes that the 10%-ceiling does not lift the constraints of land availability, but does influence the relationship between stakeholders, the implementation of biodiversity objectives, and land policy strategies. Nevertheless, compulsory purchase may provide possibilities to acquire land necessary for a consolidated natural area.  相似文献

Auctions, or competitive tenders, can overcome information asymmetries to efficiently allocate limited funding for ecosystem services. Most auctions focus on ecosystem services on individual properties to maximise the total amount provided. However, for many services it is not just the total quantity but their location in the landscape relative to other sites that matters. For example, biodiversity conservation may be much more effective if conserved sites are connected. Adapting auctions to address ecosystem services at the landscape scale requires an auction mechanism which can promote coordination while maintaining competition. Multi-round auctions, in which bidding is spread over a number of rounds with information provided between rounds on the location of other bids in the landscape, offer an approach to cost effectively deliver landscape-scale ecosystem services. Experimental economic testing shows these auctions deliver the most cost effective environmental outcomes when the number of rounds is unknown in advance, which minimises rent-seeking behaviour. It also shows that a form of bid-improvement rule facilitates coordination and reduces rent seeking. Where the biophysical science is well developed, such auctions should be relatively straightforward to implement and participate in, and have the potential to provide significantly better outcomes than standard ‘one-shot’ tenders.  相似文献

This paper addresses the issue of designing policies for habitat conservation on agricultural land. The case under study requires a non-aggregated spatial distribution of the fields to be enrolled in an agri-environmental programme. A spatially explicit mathematical programming farm-based model, which accounts for three spatial levels (field, farm and landscape), is coupled with a relevant spatial pattern index (the Ripley L-function) to analyse the design and implementation of an agri-environmental programme aimed to preserve the Tetrax tetrax in the Plaine de Niort, France. The model is run using a stylised map with heterogeneous soil types and both crop growing and mixed dairy farms. Results show that valuable insights into agri-environmental programme design are gained through a detailed representation of farming system management. The suitable, non-aggregated spatial pattern for T. tetrax conservation is more costly than less-suitable, more aggregated patterns, because it tends to require equal participation of all farms. The policy simulations reveal that the various spatial patterns can be obtained through relatively simple uniform contract structures. An effective contract structure entails a set of two degressive payments which encourages all farms to enrol at least a small share of their land in the program.  相似文献

Non-timber forest products(NTFPs) can play a key role in sustainable rural development due to their ability to support rural livelihoods while of their role and potential in conservation and development remains weak. Studies have pointed to important knowlidge gaps that may lead to serious exploitation and unsustainable use of the nanral resource "NTFP" in China. such as(I) lack of basic lknowledge on germplasm and non-existing or incomplete inventory.(2)no in-depth and long-term monitoring and institutional arrangements to ascertain sustainable extraction levels,(3)insufficient market transparency for communities.(4)incomplete knowledge of NTFP domestication and ist effects on product quality and price and the conservation of wild sources, and (5)no existing research on the full length of the commodity chain for major non-timber forest prochucts and the various actors in the chain. remote mountain regions through the sustainable management of NTFPs. The Value of the World's Ecosystem Services and Natural Capital by Costanza in 1997 is generally regarded as a monumem for the research of valuing ecosystem services. However, the classification of ecosystem services, the method of various services summation and the purpose for static global value had be confronted by many criticisms. Based on the summary of these criticisms, suggestions, related function assessment and further study direction, the sustainability of ecosystem Services is presented. The two basic indicators in ecology, productivity and biodiversity, respectively charactering the ability of producing and self-organizing, not only represent the internal function of ecosystem, but also are proportioned to its external function of supporting and providing for human life. On presenting the general.form of ecosystem services assessment, this paper improves the mathematical formula by giving a function adjusting coefficient composea of productivity and biodiversity. Theoretically, the integration of the two indicators reflects the changes of ecosystem services at spatial and temporal scales, can physically assess the sustainability of ecosystem services, and build a firm scientific fundament of value assessment for ecosystem services. In recent years, an intensive debate on the economic valuation of biodiversity has entered the environmental-economics literature. The present paper seeks to offer first a critical review of key concepts that are essential for a proper understanding of such evaluation issues. Particular attention is given here to various monetary valuation approaches and to comparative (i.e., meta-analytical) methods from the perspective of conservation and sustainable use of biodiversity. Several illustrative examples are presented in order to highlight the usefulness of the various approaches discussed. Next, an attempt is made to infer general findings and lessons from past applied research by means of meta-analysis. In this context, a multi-dimensional technique originating from the field of artificial intelligence is deployed. It allows us to identify the most important variables responsible for changes in economic estimates of biodiversity.  相似文献

Conservation contracting has attained growing interest worldwide as a tool for protecting biodiversity in privately owned lands. In this policy, landowners receive payments from an environmental agency in exchange for land use practices that contribute to the supply of biodiversity. This approach may result in a conservation network which does not cover all focal ecological characteristics, because landowners determine the supply of potential targets. In addition, the contracts are typically allocated by using a scoring method that is not giving information on the representativeness of the species composition of the sites. In this study, we investigated what is the performance of a voluntary conservation program in selecting sites that would maximize the number of specific target species in the selected conservation network subject to a given budget constraint. We focused on the Finnish pilot program named Trading in Natural Values (TNV). Our data consisted of 56 mature stands covering both stands that were offered to the TNV program and stands that were not offered. All the stands were surveyed for specific groups of wood-inhabiting fungi and epiphytic lichens that can be considered as good surrogates for forest species diversity.Our results showed that the participation in the TNV program was large enough to meet the ecological goals, because the offered targets uncovered only two of the 73 surveyed species, and the cost-effective conservation network included only a few targets that were not offered in the pilot program. However, the contract allocation method used in the TNV could be improved, because many ecologically valuable targets that were offered to the program were not accepted. In general, it could be justified to survey some indicator species, which would be relatively easy to identify, to maximize species coverage in contract allocation. Surveying indicator species causes some extra costs, but these are likely to be minor compared with the costs savings in opportunity costs, due to the improved targeting of protected areas.  相似文献

Climate change and its consequences present one of the most important threats to biodiversity and the functions of ecosystems. The stress on biodiversity is far beyond the levels imposed by the natural global climatic changes occurring in the recent evolutionary past. It includes temperature increases, shifts of climate zones, melting of snow and ice, sea level rise, droughts, floods, and other extreme weather events. Natural systems are vulnerable to such changes due to their limited adaptive capacity. Based on an analysis using the DPSIR framework, this paper discusses some of the important socio-economic driving forces of climate change, with a focus on energy use and transportation. The paper also analyses observed and potential changes of climate and the pressures they exert on biodiversity, the changes in biodiversity, the resulting impacts on ecosystem functions, and possible policy responses. The latter can be divided into mitigation and adaptation measures. Both strategies are needed, mitigation in order to stabilise the greenhouse gas concentrations in the atmosphere, and adaptation in order to adjust to changes that have already occurred or cannot be avoided. One mitigation option, increased biofuel production, which is also a response to oil depletion, would change land use patterns and increase human appropriation of net primary production of biomass, thereby threatening biodiversity. By considering the first order and second order impacts of climate change on biodiversity when developing policy measures, it will be possible to integrate ecosystem and biodiversity protection into decision-making processes.  相似文献
