工业化商品住宅可持续发展社会效益评价

可持续发展是住宅工业化发展的必然要求.本文在可持续发展观的指导下,从社会效益角度对工业化住宅自身及其生产过程的可持续发展性进行了评价.主要从工业化商品住宅的社会经济影响、社会环境影响、社会互适性及社会风险四个角度进行分析,说明住宅工业化给社会效益带来的正面和负面影响.     

我国城市商业银行竞争力综合评价

城市商业银行是地方性的股份制商业银行。加入世贸后,我国城市商业银行面临着巨大的竞争压力。本文从现实竞争力和潜在竞争力两个方面分析了我国城市商业银行的竞争能力,最后,提出了放松金融管制、加快技术进步等提升城市商业银行竞争力的对策。     

An evaluation framework for land readjustment practices

Land readjustment (LR) is an important technique used in a variety of countries to realize the development plans by converting rural land into urban land and providing city infrastructure. Although the main aim and the processes are similar around the world, each country has a different degree of success in the application of LR, which reveals the need for a comprehensive evaluation. However, the research to date has generally tended to focus on describing the main concepts such as the usage, principles, advantages, and disadvantages of the existing implementations rather than evaluating LR. A systematic approach, which provides an objective basis and removes subjectivity by identifying good practices and their indicators, is needed to assess the strengths and weaknesses of the LR process. In this article, we analyzed a wide range of ISI journal articles on LR to establish a framework and a methodology that will help evaluate and compare the national LR processes. The main contribution of this article is to build an awareness for the establishment of an internationally agreed methodology to evaluate the performance of a country's LR in a systematical way, which is currently not available in the literature.

加强固定资产管理,提高配置效率,是提升医院经济效益和社会效益的主导要素,也是实现资源节约型社会的根本要求。本文通过对新疆医科大学第一附属医院进行实践调研,全面分析评价了医院固定资产管理现状和存在的问题,并从医院工作人员固定资产管理意识、使用管理制度、维护管理制度、内部审计制度以及计算机网络管理等方面提出了对策建议,为医院固定资产管理提供科学依据。     

Aid dependence,sustainability and technical assistance Designing a monitoring and evaluation system in Tanzania David Hirschmann

This article demonstrates how aid dependence operates in very concrete terms in the process of consultancy and technical assistance. It draws on the author's experiences in preparing a monitoring and evaluation system for Tanzania's Local Government Reform Program. It illustrates how a comprehensive system of aid dependence, such as prevails in Tanzania, has meant that concern with local ownership, institutional development, affordability and sustainability appeared to find limited support among Tanzanian professionals and in-country donors. The article illustrates how the contradiction between the critically poor data collection system, which seems to demand realism and low cost as priorities and the comprehensive nature of foreign aid operates in four M&E design issues, namely institution building, ambition of performance indicators, pressures for rapid computerization and participatory methods. Finally the article draws a few concluding thoughts about the experience and its relationship to the debates on aid dependency and local ownership.     

商业银行核心竞争力的三维评价研究

研究商业银行的核心竞争力评价问题对繁荣我国的金融市场具有重要意义。首先构建了评价商业银行核心竞争力的指标体系，采用系统的思想提出了一种分析核心竞争力的三维评价模型，并给出了综合评价核心竞争力的最优点法。在此基础上深入讨论了该模型的投影操作。     

旅游企业竞争力评价分析

随着旅游业的快速发展,提高竞争力成为旅游企业获得生存和发展的必要手段。本文根据旅游行业的行业特性,分析了旅游企业竞争力的内涵、特征以及构成要素。运用层次分析法(AHP),构建模型,对旅游企业的竞争力进行分析评价。并抽取了部分旅游类上市公司进行实证评价研究,根据评价结果,给出提升旅游企业竞争力的建议。     

An evaluation of government- sponsored vocational training programmes for the unemployed in urban Russia

This is the first study on the effects of active labour marketprograms such as training in Russia. We use the data from theofficial unemployment register combined with information fromthe follow-up survey in a large industrial city in the year2000. The method of propensity score matching was applied tolearn whether participation in the training programmes increasedthe monthly salaries of participants. The findings suggest thatindividuals tend to benefit from the participation in the trainingprogrammes. However, one year later, this effect disappeared.     

印度对华反倾销实践及其评价

本文在全面介绍印度对华反倾销调查的案件数量、涉案产品类别、我国企业应诉情况、案件最终裁决情况以及印度对华反倾销中有关非市场经济问题的规定的基础上，分析和总结了印度对华反倾销案件所具有的若干特点，特别是其中与WTO规则不相符合的某些具体做法，以期为我国企业今后应诉印度反倾销提供借鉴，为政府部门和相关研究机构研究应对策略提供参考。
