“桥头堡”战略背景下云南省科技创新型人才培养探索与实践

创新是国家与地方发展的动力之源，发展科技创新型经济，关键在于人才。在云南省“桥头堡”战略背景下，经济发展面临进一步产业转型及结构战略调整，其中科技创新型人才的培养显得尤为重要。本文总结目前云南省科技创新型人才培养的成果与不足，在此基础上，提出科技创新型人才培养目标及对策建议。     

从“死档弃档”现象看人事档案管理制度变革的方向

近年来,在人事档案管理中“死档”、“弃档”现象普遍存在,并且呈上升趋势,其原因在于现行人事档案管理制度、档案内容和管理模式滞后于社会经济的发展,应探索创新人事档案管理制度,逐步实现人事档案社会化、电子化和个性化管理。     

Executive development in China: is there any in a Western sense?

A recurring theme in the literature on Chinese management has been the impact of culture and, in particular, the influence of values derived from Confucianism on Chinese management practices. The reforms that led to foreign direct investment (FDI), the problems of State-owned enterprises (SOEs), the social, political and economic changes and analyses of Chinese managerial styles and performance have been the major concerns. There has been less attention specifically paid to Chinese managers' characteristics and to managerial career patterns, which may be shaped by national culture and values. In contrast, in the West, there is a vast body of literature covering career theories and managerial growth, dealing variously with personal values and other factors, such as family upbringing, education, social background and employment structure, that have major impacts on managers' career pathways. This paper explores how far executive career development in modern China (PRC) corresponds to Western notions, and also tries to determine whether there are specific factors relating to Chinese executives' personal biographies and career paths. A pilot study was carried out to identify the variables that might shed light on career patterns and, if possible, to profile the Chinese manager. A number of emergent themes are described. They derive from the experience of individual interviewees who took part in the pilot research, which was conducted in Beijing and Shanghai and in which forty-nine managers in forty-two companies were interviewed. These pilot interviews revealed a complex interplay of biographical data and career themes. Of clear importance was the guanxi mechanism (direct or indirect personal relationship to solicit favours) which has no exact comparison in the West and which does not figure in Western career theories. A preliminary tentative Chinese executive career model has been developed.

职业素质教育是高职人才培养的基础,《思想道德修养与法律基础》课程又是职业素质教育的基础。通过对《思想道德修养与法律基础》课程与专业相结合教学模式的探索与实践,《思想道德修养与法律基础》课教学应坚持注重应用能力培养,突出实践教学环节,积极推进高职政治基础课改革,强化学生的职业素养,探索出服务于专业教学的高职《思想道德修养与法律基础》课程教学模式。     

AHP在中小企业人员培训效果评估中的应用研究

随着社会经济发展趋势的要求,中小企业对于员工培训日益重视,但对培训效果的评估往往重视程度不够,有效的效果评价体系可以检查培训的效果,总结经验与教训,发现新的培训要求。本文通过层次分析法的运用,对中小企业员工培训效果评价的应用进行了分析,以期为评价中小企业员工培训效果提供定量分析思路,从而达到提升中小企业培训管理水平的目的。     

兵团211高校如何做好生物学“国培计划”——东北师范大学生物学“国培计划”有感

2010年是国家教育部正式实施"国培计划"的第一年,国家投资了5.5亿,用于加强中小学教师队伍的建设。文章从参加东北师范大学举办的"国培计划(2010)——中学生物学骨干教师研修项目"的感受出发,全面总结了"国培计划"培训的课程板块设置,培训课程内容,培训日程安排,培训资料等4个方面的内容,并针对西部地区"211高校",尤其是兵团的211高校,如何办好教育部的生物学"国培计划"提出了看法和建议。     

Labour market programmes and the equity-efficiency trade-off

This paper studies optimal labour market policy in a society where differently gifted individuals can invest in training to further increase their labour market productivity and where the government seeks both efficiency and equity. Frictions in the matching process create unemployment and differently skilled workers face different levels of risk of unemployment. We show that in such an environment, training programmes that are targeted at the disadvantaged workers complement passive transfers (UI benefits), unlike general training subsidies. Combining passive subsidies with a training subsidy conditioned on the individual being unemployed (for a period) – the typical Active Labour Market Programme – creates a favourable trade-off between equity and efficiency and this encourages high spending on training.     

中国农民工培训：经验与反思

人力资本的提高可以极大地改善个人的工作条件并大幅增加个人福利水平,这已成为政府与大多数农民工的共识。中国各方,特别是党和政府高度重视农民工培训,并相继出台了多种政策和措施推进该项工作。多年的实践取得很大成效,但近十年的农民工培训工作还是值得反思。     

国际贸易专业技能训练项目及测评标准的应用性研究

高等职业教育领域缺乏一套完整的、系统的、适应社会经济发展的、适应社会职业岗位需要的、适用于教学的技能训练项目及考核标准。“高等职业教育国际贸易专业主干科目主要技能项目及测评标准”教学方案,根据国际贸易专业岗位的特点及社会对国际贸易专业岗位的需求确定了主干科目及主要技能项目,并将训练与考核紧密结合,使国际贸易专业的学生在认识国际贸易活动的整体流程的基础上,统一了对国际贸易岗位专业技能的认识,加深、强化了学生对国际贸易专业各项技能的理解,具有较高的实用性和可操作性。     

田径运动专项技术训练过程的优化控制

文中以田径运动专项技术训练过程的优化控制为研究内容。在对控制原理进行全面分析的基础上,构建了田径运动专项技术训练过程模式的设计与应用,为田径运动专项技术实施科学化训练提供了理论与实践依据。
