高技能人力资本对于我国经济转型的重要性不言而喻。本文以2009—2012年间39个城市集中出台的地方人才引进政策为准自然实验,采用多期政策的双重差分法,结合机制分析和异质性分析,探究了人才政策出台前后区域创新能力的变化及其背后的机制和深层次原因,并分析政策效应在不同的地区营商环境、科教事业投入力度、知识产权保护程度下的差异。本文主要结论包括,地方人才引进政策总体上提高了当地的专利授权总量和专利价值总量;显著增加了研发投入的规模,但创新效率没有得到明显提升;在营商环境较差的地区,政策的效应侧重于提高专利数量,营商环境较好的地区则侧重于提升专利价值;在科教投入力度本身就很大的地区,政策效果较小,在科教投入弱的地区效果会更明显;在知识产权保护程度弱的地区,政策效果更多地表现为提高专利数量,保护程度强的地区,则侧重于提升专利价值。上述结论对地方政府优化人才激励政策、实施创新驱动发展战略具有一定的政策启示。  相似文献

本文利用SVAR模型脉冲偏导分离技术,从利率市场化和影子银行两个维度测算了金融市场化进程对货币政策不同传导渠道相对地位的影响。实证结果揭示了中国货币政策传导的一些重要特征:第一,以信贷渠道为代表的数量化渠道效应要强于以利率和汇率渠道为代表的价格渠道,并且该结果没有因金融市场化的推进而改变。第二,利率市场化的推进主要强化了利率渠道的作用,但一定程度上弱化了其他渠道尤其是信贷渠道的作用。第三,影子银行的发展,强化了资产价格渠道的效应,而相对弱化了信贷渠道和利率渠道的效应。研究为在金融与实体经济市场仍存在一定程度摩擦的条件下,央行采用价格与数量货币政策调控方式有机结合的必要性与有效性,提供了实证支持。同时研究还表明,要充分发挥利率市场化改革完善货币政策价格传导机制的作用,既需要加强对各种形式金融创新的监管,还需要实体经济体系进一步市场化改革相配合。  相似文献

创业企业迁徙是创业企业成长过程中的重要决策。基于文献研究并结合创业企业家特征,构建创业企业迁徙意愿影响因素模型,重点探讨在不确定性容忍度影响下创业企业迁徙意愿影响因素及其作用机制。研究结果表明,政策环境、生活质量、政府服务质量是影响创业企业迁徙的三大外部因素,创业企业家不确定性容忍度则是重要的内部因素,随着创业企业家不确定性容忍度提高,生活质量对迁徙意愿的影响减弱,而政策环境对迁徙意愿的影响增强,表明当前创业企业孵化与迁徙受政策环境主导。研究结论进一步解释了迁徙情景中创业企业对区域经济环境不敏感以及云集于北上广深等生活成本畸高的城市等现象。  相似文献

With international food price shocks in 2008 and 2011, food security became a political priority in many countries. In addition, some politicians have recently adopted a more nationalistic stance. Against that background, this paper critically investigates the prospects of increased food production within a national context. We use a small, high-income country, Norway, as an empirical case. In 2012, the government set a goal of increasing agricultural food production by 20% by 2030. We ask: 1) How has food production in Norway developed before and after the goal was set? 2) What plans do farmers have, and what do they regard as the main obstacles to increased production? We apply a mixed method combining public statistics, a survey, and interviews. We analyze four production systems: a) milk; b) grass-based meat; c) combined pig and grain; and d) grain. These systems represent around 80% of the domestically consumed food produced on farms in Norway. Since 2000, aggregate food production has had a slight downward trend with periodic fluctuations. Based on a political economy approach, we identify land and labor as the most limiting factors. Capital is less of a hindrance and offers a potential for increased production. Farmers have modest expectations of increased production, though. This outlook resonates with the strong integration of agriculture into the wider economy, at both micro and macro levels, making it challenging to implement new policies and change farm practices on a broad basis. Worldwide, green infrastructure is increasingly used to mitigate the impacts of dense urban areas, contributing towards the naturalization of the built environment. However, for investors, these systems often emerge as requiring substantial upfront cost (high installation costs) and, depending on the solution, might also have significant maintenance costs. On the other hand, policymakers are placing green infrastructure on the agenda, as a solution to consider in urban planning and design. There is a mismatch between the economic/social/environmental value of green infrastructure and their financial analysis. As the quantified benefits of these solutions may not compensate the high implementation costs, discouraging building owners to invest in them. The alignment of both expectations, public and private agents, regarding the development of green infrastructure, is done through the use of incentives, with distinct configurations and nature, that promote and facilitate the adoption of green infrastructure by private investors. This research aims to identify and analyse the incentive policies used by several municipalities to promote the installation of green roofs and/or green walls. The data set includes 113 cities in 19 countries. The incentive policies were classified into six different categories: tax reductions, financing, construction permit, sustainability certification, obligations by law and agile administrative process. The results show that incentive policies are mainly concentrated in Europe and North America, and most incentive policies focus on the promotion of green roofs, as no exclusive incentive policies for the promotion of green walls were found. From all incentive policies studied, financial subsidies and obligations by law are the most used ways to promote green infrastructure worldwide.  相似文献

ABSTRACT

Creating free trade zones as a policy to motivate new investment and improve the local economic indicators might be of some benefits. Following of this policy in Iranian major port, however, resulted vice versa by aggravating the current account balance that is higher imports and the same horizon diminished export sums. We derive the micro data of trade for the Iranian major Imam port according to code arrangements of harmonic system (HS), which permits the clustering of different goods categories. Then we extracted the sums of survey data for the years before and after Imam port became free trade zone and applied fixed effect difference in difference (DID) method to capture the heterogeneity of unobserved variables. Our control port of analysis was Rajaee port the policy did not implemented. Results show that just as Imam free port’s Current Account Balance deteriorated by increasing import and dampening of export sums.  相似文献

The forest and landscape restoration (FLR) targets set as part of the Bonn Challenge draw attention to the governance arrangements required to translate national FLR targets into local action. To achieve the targets, actors at multiple levels of the governance scale aim to influence relevant processes on the ecological scale. In this article, we focus on the scale challenges relating to the implementation of Ecuador’s restoration targets, by analysing the implementation of the 2014–2017 National Forest Restoration Plan in the montane Chocó Andino and Bosque Seco landscapes. From 54 semi-structured interviews, a document review, and geographical data analysis, we identified two temporal (i, ii) and three spatial scale challenges (iii, iv, v): i) Political cycles mismatch with FLR timelines; ii) Planning horizons mismatch with FLR timelines; iii) National restoration objectives mismatch with decentralised land use planning realities; iv) The governance level of existing FLR efforts mismatches with the level receiving restoration funds; and v) Tensions exist between the spatial dimensions of biodiversity and water-related restoration efforts. The findings highlight that more attention must be given to scale-sensitive governance to make the process in which national FLR targets are translated into local action more effective.  相似文献

The disproportionate concentration of healthcare professionals in urban areas is a concern in many countries, including Canada. A need to address this rural care gap has driven a large number of government led initiatives worldwide over the years. This paper presents a model that can be used as a tool to examine the efficacy of such policies on the workforce distribution in the long term. A small system dynamics model is employed to simulate the current and future distribution of general physicians at a jurisdictional level. The model represents the transition of general practitioners to provide insight into the dynamics of care provision over time. The movement, and competition, between rural and urban areas is modeled to enable detailed exploration of the ability for proposed measures to alleviate the care gap in the future. Among the tested policies are such commonly used initiatives as financial incentives to rural professionals, promotion of medical education in rural areas, expansion of rural education programs and the engagement of international medical graduates etc. We demonstrate how the model can be used as a tool to determine an efficient and well-chosen combination of policies which can help alleviate the rural care gap in the future, given that some policies are more effective than others alone but also combined with other initiatives. The presented small system dynamics model is tested on Canada's reality, but its simple nature lends itself to easy application to other countries that experience a similar problem.  相似文献

The U.S. faces exponentially rising entitlement obligations. I introduce a fiscal limit—a point where higher taxes are no longer a feasible financing mechanism—into a Perpetual Youth model to examine how intergenerational redistributions of wealth, the average duration of government debt, and entitlement reform impact the consequences of explosive government transfers. Three key findings emerge: (1) Growing government transfers cause more severe and more persistent stagflation than in representative agent models that do not capture intergenerational transfers of wealth; (2) A longer average duration of government debt pushes the financing of government liabilities into the future and reduces the short-run impacts of explosive transfers; (3) The time it takes the economy to rebound from a period of growing transfers increases exponentially with the number of years it takes to pass entitlement reform.  相似文献
