通过对我国水利PPP项目合同争议解决现状的分析,发现在理论、立法和实务上均存在不同程度的矛盾与混乱。研究认为,解决水利PPP项目合同争议既要兼顾公平与效率,也要平衡成本与收益。因此,整合既有争议解决方式,对潜在解决途径进行重构,因循"拆分+双阶"理论,在现行法律规范体系内构建和完善水利PPP项目合同争议解决多元化机制十分重要。  相似文献

农田水利基础设施薄弱影响到国家农业发展和粮食安全,吸引社会资本投入农田水利建设,是水利供给侧结构性改革中"补短板"的有效措施和具体表现。通过社会资本参与农田水利建设相关案例的调研和整理,分析典型地区政府和社会资本合作开展农田水利建设的主要做法,总结加强政府引导、激发社会资本活力、加大金融支持、建立长效机制和深化综合改革等经验启示,为进一步推广农田水利建设PPP模式提供借鉴和参考。  相似文献

This article investigates the effects of time-varying variance on the asymmetric exponential smooth transition autoregressive (AESTAR) unit root test. We propose a wild bootstrap-based implementation of the test, which is asymptotically valid under time-varying variance. We apply our proposed method to test the Purchasing Power Parity (PPP) hypothesis for Asian countries and regions, and find that our proposed test provides stronger evidence against the PPP hypothesis than the conventional AESTAR test.  相似文献

Conventional unit root tests have mostly failed to validate the PPP. Quantile-based unit root tests by previous research have provided some support for the PPP. In this article, we take an additional step and incorporate sharp shifts and smooth breaks into the quantile-based unit root test and re-examine the PPP in each of the 34 OECD countries over the period 1994:01–2016:03. We find support for the PPP in 18 countries of Austria, Chile, Estonia, Finland, France, Germany, Italy, Korea, Mexico, Netherlands, New Zealand, Poland, Portugal, Slovenia, Sweden, Switzerland, Turkey and the United Kingdom.  相似文献

In this paper, we develop two cointegration tests for two varying coefficient cointegration regression models, respectively. Our test statistics are residual based. We derive the asymptotic distributions of test statistics under the null hypothesis of cointegration and show that they are consistent against the alternative hypotheses. We also propose a wild bootstrap procedure companioned with the continuous moving block bootstrap method proposed in  Paparoditis and Politis (2001) and  Phillips (2010) to rectify severe distortions found in simulations when the sample size is small. We apply the proposed test statistic to examine the purchasing power parity (PPP) hypothesis between the US and Canada. In contrast to the existing results from linear cointegration tests, our varying coefficient cointegration test does not reject that PPP holds between the US and Canada.  相似文献

针对以政府为主导的传统水污染治理方法治理力度不够等问题,以江西省抚河流域生态保护及综合治理为例,分析城市水环境综合治理中运用PPP模式产生的效益及遇到的阻力。研究结果表明,必须从国家法律层面促进PPP模式的发展;各级财政部门要引导PPP模式的进行;金融行业、民营企业等必须加强合作,积极参与PPP模式,发挥各自的优势,建立利益共享、风险共担、全程合作的关系。  相似文献

Monetary authorities intervene in the currency markets in order to pursue a monetary rule and/or to smooth exchange rate volatility caused by speculative attacks. In the present paper we investigate for possible intervention effects on the volatility of nominal exchange rates and the estimated equilibrium behaviour of real exchange rates. The main argument of the paper is that omission of intervention effects – when they are significant – would bias the ability to detect any PPP-based behaviour of the real exchange rates in the long run. Positive evidence for this argument comes from the experience of six Central and Eastern European economies, whose exchange markets are characterised by frequent interventions.  相似文献

After achieving the dramatic progress of democracy recently, the preconditions of democracy in Korea are a major concern for scholars at home and abroad; These days, therefore, finding factors for successful democracy might be an important agenda for Korea as much as for all less‐developed countries. Among many factors conducive to democracy, this study emphasizes the important role played by voluntary associations as mediating and countervailing mechanisms to both the central government and markets. Even though there have been many factors at work in shaping political democracy, Korean experience during last three decades calls attention to the importance of the transition of the resurrection of civil society through an explosion of autonomous interest group expression and activity. The Korean experience supports that the organization of the citizenry is an indispensable condition for the development and maintenance of democracy.  相似文献
