As increased stakeholder pressure requires companies to be transparent about their CSR practices, it is essential to know how reliable corporate disclosure mechanisms are, testing the gap between corporate social responsibility claims and actual practice. This study benchmarks corporate social responsibility policies and practices of ten international hotel groups of particular importance to the European leisure market. We found that corporate systems are not necessarily reflective of actual operations, environmental performance is eco-savings driven, labour policies aim to comply with local legislation, socio-economic policies are inward looking with little acceptance of impacts on the destination, and customer engagement is limited. Generally larger hotel groups have more comprehensive policies but also greater gaps in implementation, while the smaller hotel groups focus only on environmental management and deliver what they promised. As the first survey of its kind in tourism, both the methodology and the findings have implications for further research. 相似文献

Governance structures have changed fundamentally since the beginning of New Public Management inspired reforms. Particularly local public service delivery nowadays can be characterized as diversified and fragmented, leading to internal management and external accountability challenges for politicians as well as public managers. In this context the use of performance information is seen as a crucial element for effectively dealing with both issues. Nevertheless, empirical research considering different actors and contexts within one study is rare. The present paper fills this gap by applying a multi-theoretical perspective and testing hypotheses on the antecedents of performance information use by politicians and public managers for internal management as well as external accountability purposes in small- and medium sized local governments in Austria. The study results show that both groups use performance information to a greater extent within external accountability relationships than for internal management purposes. Results further illustrate that driving factors show similarities for both groups with reference to the latter mentioned purpose, while a more diverse picture is shown regarding factors impacting their use behavior toward citizens and supervisory authorities. 相似文献

This study discusses key issues of technology policy in less developed countries from a governance perspective. In particular, it analyzes critical problems of policy implementation and looks for general principles which may be suitable as guideposts in making the state more effective regardless of the particularities of its technology policy. The main argument is that governments need to assume a market-enhancing role and must enhance the state's capabilities and capacities for implementing public policies. Crafting public institutions which ensure accountability, transparency, and predictability of policy making and involve the private sector in political decision-making processes is critical for successful policy implementation. Besides institutional arrangements which help governments to credibly precommit to policies, the quality and institutional design of the public administration and the public-private interface are crucial ingredients of an effective governance structure. 相似文献

Seed interventions are the major agricultural response during emergency and recovery phases of humanitarian relief. They are implemented by diverse agencies, and widely promoted: for instance the FAO alone managed 400 such projects between 2003 and 2005. However, seed aid suffers from a lack of critical attention, perpetuating widespread myths among practitioners, policymakers, and the larger humanitarian community. This paper challenges five predominant myths about seed aid: (1) seed aid is needed whenever food aid is; (2) seed aid can do no harm; (3) disasters wipe out seed systems; (4) effective implementation is a straightforward logistical exercise, and; (5) improved seed is the best form of aid. These myths are juxtaposed with recent empirical work across a range of countries, particularly in Eastern and Southern Africa. The perpetuation of such myths highlights a serious absence of scrutiny of emergency seed aid, and helps explain why such aid is repeated year after year in many sites, with little apparent positive effect. The paper argues that the invisibility of seed aid is a major cause for the lack of oversight and concludes that donors and farmer beneficiaries must become centrally involved in seed aid governance. 相似文献

Public pension plans are a major type of institutional owner during the new era of investor capitalism, yet little is known about them. Based upon fund value maximization (FVM) and public choice theory (PCT), we develop hypotheses on the determinants of plan performance as measured by plan annual investment return. FVM espouses that the plan's fund or investment portfolio will be invested to maximize return for a given level of risk, while PCT holds that agency costs are significant in the public sector, and will have a negative effect on plan return. Using biennial pension plan data for 1992–96 for several hundred plans, we found that fund value maximization has a much greater influence on plan performance, but that plan performance is also subject to agency costs associated with public choice theory. 相似文献

This is a study of the nature of internal diversity within liberal and collaborative market economies. Based on large scale comparative survey data, we assess the extent to which specific clusters of practices are associated with specific varieties of capitalism. Given that recent literature has pointed to internal diversity within specific national contexts, we explore the nature of internal diversity within both liberal and collaborative market economies, and what makes each variety of capitalism distinct. We find that more than one cluster of practices is indeed likely to be encountered in a particular national context, but that this diversity was bounded: only a limited number of alternative paradigms are likely to emerge and persist. The survey findings not only shed light on the nature of this internal diversity, but also reveal the fact that liberal and collaborative markets remain distinct, with the rights accruing to employees being more deeply embedded in a wide cross section of firms within the latter. 相似文献

Despite rapid growth in the number of town centre management schemes in the UK there have been few attempts to consider this topic from an academic perspective. This article develops a typology of town centre management schemes, based upon a comprehensive review of existing literature. The criteria of organizational structure and resource origin are identified as primary influences in the initiation and development of such schemes. The article concludes by outlining a research agenda which considers both local governance and spatial and temporal themes in the initiation and development of town centre management.
