A tale of two crises: Federal transfers and regional economies in Russia in 2009 and 2014–2015

We examine transfers from Russia’s federal government to the regions during the two recent economic crises. We show that while federal transfers in 2009 were large and targeted poorer regions, the 2014–2015 transfers were much smaller and not targeted. This policy shift was accompanied by a relatively greater decline in own revenues in the poorer regions and their worse economic performance overall. As a result, interregional budget expenditure inequality in Russia was significantly higher in 2014–2015 than it had been for years. This is important because regional budgets are responsible for a large share of investments, housing, education and healthcare.     

System dynamics modelling and forecasting health tourism demand: the case of Russian resorts

This article presents the results of the system dynamics modelling of the regional market of health tourism in the Krasnodar region of Russia. The research was based on various indicators characterizing the supply and demand for this type of tourism for years 2006–2012. The medium-term forecast made by constructed model shows a possible decrease in number of health tourists and income of sanatorium organizations. Price competition of inexpensive foreign resorts was a key factor influencing the market of tourist services; therefore ruble devaluation to US dollar may improve the prognostic indicators.     

The effect of banking crisis on bank-dependent borrowers

We provide causal evidence that adverse capital shocks to banks affect their borrowers’ performance negatively. We use an exogenous shock to the U.S. banking system during the Russian crisis of Fall 1998 to separate the effect of borrowers’ demand of credit from the supply of credit by the banks. Firms that primarily relied on banks for capital suffered larger valuation losses during this period and subsequently experienced a higher decline in their capital expenditure and profitability as compared to firms that had access to the public-debt market. Consistent with an adverse shock to the supply of credit, crisis-affected banks decreased the quantity of their lending and increased loan interest rates in the post-crisis period significantly more than the unaffected banks. Our results suggest that the global integration of the financial sector can contribute to the propagation of financial shocks from one economy to another through the banking channel.

Investment and Innovation State Support of Agriculture in Russia as a Condition of WTO

Russian agriculture is one of the industries operating in the unstable economic situation in a developing market taking into account risks of the world economy, economic, political, and climatic factors. The role of agriculture is to provide people＇s needs for food, significant effects on employment, the efficiency of domestic production, and way of life in rural areas by obligatory preserving food security in Russia. One of the major tasks for agriculture is the development of innovations and investments aimed at improving the competitiveness of the domestic agricultural sector. Russia＇s membership in the WTO since 2012 is getting a particular importance in the innovation and investment support of agriculture. The strategy of innovative development of the Russian Federation until 2020 ＂Innovative Russia--2020＂ assumes three possible options for innovative development： inertial （directed on imports）, catch-up development and a local technological competitiveness and a variant of achieving leadership in leading scientific and technical sectors, and fundamental research. A positive point is that the strategy provides an algorithm of state support of the innovation cycle. The innovation cycle is the process associated with the sequence of innovation transformations （scientific or business ideas） in products, technology, business process and launches it on the market for commercial use. A positively developing regional aspect is of great importance.     

Anatomy of Russia’s market segmentation1

Based on a relationship between price difference and demand difference among locations, the role of various market frictions in causing segmentation of the Russian goods market is analysed. The spatial sample covers most of Russian regions (70 of the 89); the data are annual, spanning 1992 to 2000. Spatial disconnectedness of regions is found to be responsible for about 70 percent of the average price differential, while the rest is caused by ‘artificial’ impediments to market integration such as regional protectionism, organized crime and intra‐region shipping conditions.
