协作治理,是应对公共危机形成的一种新的治理形式。本文使用文本分析法考察了2020年2月末各省区市政府在本次疫情应对政策中协作治理能力的四种关键机制:促进式顶层领导、开放式参与路径、明确的协作职责、透明信息披露的运用情形及运用效果。研究结果显示,30个省区市都在运用协作治理机制抗击疫情、恢复经济。四种机制的运用存在差异,整体上沿海地区运用协作治理机制更充分。进一步的分析显示政府协作治理机制的运用显著促进了各省份疫情中第三产业的经济恢复水平,原因在于其改善了省级层面经济恢复的市场环境。本文的研究结论表明,强大的政府协作治理机制有助于社会快速有效应对公共危机,也是优化市场环境的政府治理新途径。本文为政府协作治理的机制构成与实际效果提供了重要补充,在公共危机应对的背景下发展了政府治理的理论内容,为公共危机情境下政府职能转变思路提供了参考。  相似文献

This research explored the leisure meanings of three African women, former refugees resettled in Canada. Using a hermeneutic phenomenological approach, this study revealed that leisure meanings were tightly bound in the women’s Christian faith, church, and faith community in affording them solace, socialisation, and community bonding. Furthermore, learning for leisure emphasised leisure for educational advancement, self-improvement, and knowledge-gain, to keep busy, and for companionship. Physically active leisures afforded fitness and fun, while nature-based leisure, particularly with friends, family, and their ethnocultural communities were important for restoration, nurturing relationships, and fostering social networks. These leisures also served to mitigate traumatic memories and stress. Because of the prominence of their Christian faith and the church as central to these women’s leisure, collaborative efforts by faith-based entities, leisure and recreation organisations and practitioners, settlement agencies, and mental health bodies, are recommended to effectively address the challenges and aspirations of resettled African women refugees through leisure.  相似文献

Although attention to the business risks posed by natural disasters fueled by climate change has grown, the toll that disasters have on human resources in the form of traumatic stress is comparatively neglected. It is common for more than 20% of people exposed to natural disasters to develop traumatic stress disorders that can last for years. In the workplace, traumatic stress hurts attendance, the quantity and quality of output, and relationships. Fortunately, businesses can promote employee resilience and recovery. Given the Asia-Pacific region’s high risk of natural disasters, businesses operating there should include employees’ traumatic stress in their disaster preparedness.  相似文献

[目的]为响应农业农村部“农业绿色发展五大行动”,加强农业面源污染防治,缓解新疆棉田残膜危害,基于新疆棉农的问卷调查研究棉农的残膜回收行为。[方法]采用描述性统计和Logistic回归模型分析影响新疆棉农残膜回收行为的因素。[结果](1)新疆农用地膜回收率低,地膜污染形势严峻。(2)棉农对残膜危害认知缺乏,对残膜回收的间接价值认识不足,影响新疆残膜回收效率。(3)残膜回收的成本收益是影响棉农残膜回收行为的关键因素,其他如棉农年龄、种棉年限、对残膜危害的认知等自身特征,以及农户劳动力数量、政府对残膜污染的关注程度等因素对棉农的残膜回收行为有重要影响。[结论]网络及电视广播等现代媒体对棉农的残膜危害认知水平有较大影响,棉农更愿意采用成本更节约的焚烧、堆地的残膜处理方式。因此提出引导棉农残膜回收、提高棉田残膜回收效率的对策建议。  相似文献

Despite substantial growth in revenue and attendance numbers on a global and country level over the past decades, failure is still a fairly common phenomenon in the events/festival industry. Drawing on two scenario studies and data collected in the United States, this research investigated the impact on festival-goers’ evaluations and behavior of joint-stakeholder external service recoveries, in contrast to the prevalent focus on examining service recoveries by a single stakeholder that caused the failure. Findings revealed that festival-goers had different perceptions of and behavioral intentions towards the various stakeholders depending on their perception of fault for the failure. Yet, rather than a predicted joint effect with failure severity, we found a significant interaction effect of the locus of causality with service recovery measures, either via an internal or external recovery. Implications of study findings and directions for future research are discussed.  相似文献

This study investigates the relationships between challenge and hindrance stressors and hotel employees’ interpersonal citizenship behaviors (ICB). The study also tests the moderating role of hotel employees’ psychological capital (PsyCap) on the aforementioned relationships. Data were collected from 213 U.S. hotel frontline employees. The results showed that both challenge and hindrance stress had a negative relationship with ICB. PsyCap was found to moderate both relationships. Implications for hospitality researchers and industry practitioners are discussed along with the limitations and suggested avenues for future research.  相似文献

Using prices to improve the efficiency with which water resources are allocated is now widely accepted in principle if somewhat difficult to achieve in practice. Whilst there are some technical difficulties associated with full‐cost recovery in irrigation, the lack of political will to tackle reform remains a significant impediment. This article reports the results of an empirical investigation into farmers’ preferences for changes to water prices and tariff structures. We conclude that some of the preferences of farmers are conducive to price reform. We also find evidence that public subsidy of infrastructure in irrigation is not always aligned with the preferences of farmers.  相似文献

The COVID-19 pandemic has hit the hospitality industry hard globally, resulting in millions of employees being laid off. Drawing upon the conservation of resources theory, this study aims to empirically examine how and when COVID-19-induced layoff influences employees’ in-role and extra-role performance in the hospitality industry. We tested this model by using field data collected from 302 employees and their supervisors in China across two waves. Results revealed that COVID-19-induced layoff increases survivors’ COVID-19-related stress, which in turn leads to decreased in-role and extra-role performance. The strength of these indirect effects is mitigated by perceived family support against COVID-19. Unexpectedly, perceived organizational support against COVID-19 intensifies these indirect effects. The theoretical and practical implications of this study are further discussed.  相似文献

Drought tolerant (DT) maize varieties have received massive support in sub‐Saharan Africa because of their potential to protect smallholder farmers against drought‐related maize yield losses. Using four waves of household farm panel data from six districts in Malawi, we examine the impact heterogeneity of this technology on maize productivity using a continuous treatment approach. We find strong evidence of positive correlation between maize yield and adoption of DT maize varieties. On average, an increase by one hectare in the area allocated to DT varieties increases maize yield by 547 Kg/ha representing a 44% increase from the average maize yield of 1,254 Kg/ha for our sample. Our findings give evidence that DT maize technology has potential to protect smallholder farmers against drought‐related production losses. Policies that promote increased allocation of maize area to DT maize hold potential to enhance food security. Smallholder farmers especially in drought‐prone areas should be encouraged to allocate at least one‐third of the maize plot to DT varieties while breeders continue with the efforts of breeding a DT variety that is not only drought tolerant but also adapted to all weather conditions. More importantly, the government should ensure provision of timely ex ante weather information to guide farmers on decision‐making with respect to maize varietal choices.  相似文献

Abstract

Perceived work-related stress has increased notably in recent years, reducing individuals’ well-being and increasing organizations’ and economies’ costs. This study focuses on worktime control as a key approach to reducing work stress, as the extant research on its effects reports inconsistent results. The study argues that comparisons play a major role in how work stress, conceptualized as effort-reward imbalance, occurs. Ordinary least squares is used to test hypotheses with a sample of 1721 employees from Germany to determine whether employees’ prior worktime control and employees’ referents’ worktime control affect the relationship between worktime control and work stress. Results show that (1) worktime control is negatively associated with the experience of work stress, (2) employees’ prior worktime control moderates the relationship between worktime control and work stress, and (3) there is no moderating effect of employees’ referents’ worktime control. The results are discussed in light of gift-exchange theory and related empirical findings.  相似文献
