The new urbanism argues that land-use planning should be used to create higher-density development and to promote alternatives to the use of personal automobiles for transportation. The concerns of the new urbanist movement are shown to be misplaced, and the goals of the new urbanism are shown to be in conflict with market incentives, making them difficult to implement in any event. A better policy for more efficient land use would be for governments to plan more effectively for their own infrastructure development while allowing the development of privately-owned land to be guided by market forces.  相似文献

Modern national income accounting was designed in the early 20th century for the purpose of providing improved indicators about the performance of the economy so that government policy makers could better control the economy. The way that performance is measured affects the types of policies used to try to accomplish policy goals. Two attributes of national income accounting are analyzed for their effects on economic policy. First, government production is included in the national income accounts at cost, rather than at market value as private sector output is measured. This biases policy toward a larger public sector. Second, output is measured as a homogeneous dollar amount. This biases policy toward focusing on increasing quantities of inputs and outputs in the production process, rather than on innovation and entrepreneurship, which are the true engines of economic progress. Economic policy could be improved by focusing less on national income as an indicator of policy, and more on the underlying processes that foster economic progress.  相似文献

Political entrepreneurship occurs when an individual acts on a political profit opportunity. These profit opportunities can be divided into two categories: productive, and predatory. Productive opportunities enable entrepreneurs to profit from enhancing the efficiency of government, while predatory opportunities enable entrepreneurs to profit from forcibly transferring resources from some to others. This analysis shows that political institutions tend to favor predatory over productive political entrepreneurship, and shows that what is sometimes referred to as political exchange does not have the same efficiency characteristics as voluntary exchange in private markets.  相似文献

Conclusion This paper is in part a study of the operation of futures markets. The empirical evidence presented suggests that futures markets do reduce price fluctuations of traded commodities. Despite these facts, Congress eliminated futures trading in onions at the request of onion growers and shippers. As is often the case with political actions, the losses from the law are spread over a large number of individuals who do not have the incentive to become informed or to lobby on the matter, while the gains accrue to a smaller group with sufficient interest to lobby. Thus, in addition to shedding some light on the operation of futures markets, this paper is also a new illustration of an old maxim in political economy. Over 200 years ago, Adam Smith [11, p. 128] noted, People of the same trade seldom meet together, even for merriment and diversion, but the conversation ends in a conspiracy against the public, or in some contrivance to raise prices. With the government becoming a larger and larger influence on the economy, producers are finding it to be more in their interest to organize with the assistance of the legislature.  相似文献

Federal aid to state and local governments lowers the perceived tax price of state and local government output and, in this way, affects the demand for state and local government. After reviewing some theoretical models, an empirical investigation using data from 1960–89 shows that federal aid makes the demand for state and local government spending more income-elastic. State and local government expenditures have grown more rapidly than federal government expenditures since 1960 and there is some empirical support for the idea that federal aid was an important contributing factor.  相似文献

A great deal of research has focused on workforce diversity. Despite an increasing number of studies, few consistent conclusions have yet to be reached about the antecedents and outcomes of diversity. Likewise, research on different dimensions of diversity (e.g., age, race, gender, sexual orientation, disability, and culture) has mostly evolved independently. Therefore, the purpose of this review is to examine each of these dimensions of diversity to describe common themes across dimensions and to develop an integrative model of diversity.  相似文献

One reason firms exist is to serve as knowledge repositories. Firms compete against other firms and need profits to survive. Firms must be entrepreneurial to discover and act on profit opportunities. Knowledge required to spot profit opportunities is disbursed among economic actors and often is tacit knowledge that can only be obtained by those in close proximity. This gives rise to agglomeration economies, which can be leveraged within firms. In a competitive economy people have an incentive to keep knowledge from people in other firms, but to share it with those in their firm. One role of the firm is to act as a repository of knowledge for those within the firm’s boundaries, and to lower the cost of obtaining knowledge about profit opportunities. Entrepreneurs need firms to contain and capture the profits from their innovations.  相似文献

The ideology of Progressivism that peaked in the early years of the 20th century brought with it the 16th amendment, which allowed the federal government to tax incomes, and the 17th amendment, which mandated direct elections of Senators. Both were ratified in 1913. The 16th amendment provided the financing for government to expand its scope, and the 17th amendment created more democratic accountability, which both were goals of the Progressive movement. An examination of House and Senate voting on these amendments suggests that those opposed to the amendments voted against them based on interests rather than ideology.  相似文献

Behavioral and experimental economics present challenges to the neoclassical theory of individual behavior, which is based on individuals making choices within the framework of utility functions that are assumed to have certain well-defined characteristics. Results in behavioral and experimental economics have shown that it is common for individual behavior to systematically deviate from the neoclassical axioms of utility maximization. Austrian economics is also based on axiomatic theories of utility maximization, but the assumptions underlying utility-maximizing behavior are much weaker in the Austrian approach. As a result, they have more solid behavioral foundations and are less subject to challenge by the empirical findings of behavioral and experimental economics. Neoclassical policy conclusions are often overly strong because of its behavioral foundations which are challenged by behavioral and experimental economics and are often misleading because of the comparative static nature of neoclassical welfare economics. For purposes of policy analysis, the Austrian approach provides better insights because of its more realistic behavioral foundations.  相似文献
