The acerbity of the social: how to include the social in governmental risk assessments

This paper addresses the expansion of risk practices through a case study of a government led project in Sweden purposed to develop a method to include social events in mandatory risk practices. Social heterogeneity was to be transformed into straightforward causality in order to turn the social into a manageable object. In this regard, the project was quite successful. By inviting social scientists into the process, otherwise often marginalized within risk practice, causality and quantifiable risk factors could be established and the model became a rigorous and legitimate scientific model. Although experts were granted significant autonomy and became experts far beyond their own area of expertise, the success of the model lies rather in allowing experts authority within confined boundaries. Grand narratives and critical perspectives are disregarded as too abstract and if social scientists are to infuse aspects of social critique they must adapt to these circumstances: they must become instrumentalists.

Stabilization, adjustment, and the poor

This paper attempts to survey the recent literature on the impact of stabilization and adjustment programs upon the poor and to consider some of the key issues in the context of a particular equity-oriented low-income country. Tanzania. After looking at some of the approaches of earlier studies, this paper analyzes the effects of restructuring policies, macroeconomic restraint, and strategic policy change. The author then reviews available evidence on the recent experience of Tanzania with external shock, efforts at stabilization, and relations with the IMF.In conclusion, the author argues that in order to better understand their impact on poverty we need more detailed analyses of specific countries' experience with different kinds of macroeconomic imbalance and different short- to medium-term policy responses. However, he does indicate with some certainty that when equivalent external blows impact upon very low-income countries, there must be a presumption that, other things being equal (including the distribution of income), the proportion of households and people pushed over the line into “absolute poverty” will be greater than in middle-income countries. The international community should provide external finance to aid these low-income countries in limiting the negative impact on the poorest.     

Self-Efficacy Toward Service, Civic Participation and the Business Student: Scale Development and Validation

This paper presents the development andvalidation of new measurement tools to exploreself-efficacy toward service and toward civicparticipation. We developed and administereda survey to 851 students in an AACSB-accreditedcollege of business at a comprehensive publicuniversity located in the Midwest. Traditionalscale development methodologies plusconfirmatory factor analysis and simultaneousfactor analysis in several populations wereused to analyze both a primary sample and aholdback sample. Results strongly support thevalidity and reliability of the surveyinstrument. Future use for the instrumentincludes verification of the effectiveness ofpedagogies designed to increase self-efficacytoward service and motivation for civicparticipation in business students.
