Questions that often come up in contexts where household consumption data are unavailable or missing include: what are the best existing methods to obtain poverty estimates at a single snapshot in time? and over time? and what are the best available methods to study poverty dynamics? A variety of different techniques have been developed to tackle these questions, but unfortunately, they are presented in different forms and lack unified terminology. We offer a review of poverty imputation methods that address contexts ranging from completely missing and partially missing consumption data in cross‐sectional household surveys, to missing panel household data. We present the various existing methods under a common framework, with pedagogical discussion on their intuition. Empirical illustrations are provided using several rounds of household survey data from Vietnam. Furthermore, we also offer a practical guide with detailed instructions on computer programs that can be used to implement the reviewed techniques. 相似文献

Although good and timely information on agricultural production is critical for policy-decisions, the quality of underlying data is often low and improving data quality could have high payoff. We use data from a production diary, administered concurrently with a standard household survey in Uganda to analyze the nature and incidence of responses, the magnitude of differences in reported outcomes, and factors that systematically affect these. Despite limited central supervision, diaries elicited a strong response, complemented standard surveys in a number of respects and were less affected by problems of respondent fatigue than expected. The diary-based estimates of output value consistently exceed that from the recall-based production survey, in line with reported disposition. Implications for policy and practical administration of surveys are drawn out. 相似文献

Despite the importance of agriculture to economic development, and a vast accompanying literature on the subject, little research has been done on data quality. Due to survey logistics, agricultural data are usually collected by asking respondents to recall the details of events occurring during past agricultural seasons, potentially leading to recall bias. The problem is further complicated when interviews are conducted over the course of several months, thus leading to recall of variable length. To test for recall bias, the length of time between harvest and interview is examined for three African countries with respect to several common agricultural input and harvest measures. The analysis shows little evidence of large recall bias impacting data quality. There is some indication that more salient events are less subject to recall decay. Overall, the results allay some concerns about the quality of some types of agricultural data collected through recall over lengthy periods. 相似文献

This special issue contributes to the literature on gender differences in sub‐Saharan African agriculture primarily by using new and innovative micro‐data. The first six articles have a strong focus on understanding the extent and drivers of gender differences in land productivity and use data from nationally representative household surveys that are implemented under the Living Standards Measurement Study‐Integrated Surveys on Agriculture (LSMS‐ISA) initiative. The LSMS‐ISA data are multi‐topic, with geo‐referenced household and plot locations, and information on production and identity of managers and owners at the plot level. The last two articles in the volume rely on in‐depth quantitative and qualitative case study data, which, in combination with the nationally representative data, allow for greater insights into the extent and correlates of gender differences in sub‐Saharan African agriculture. While there does seem to be persistent evidence of gender gaps, the studies find the sources of these gaps to vary within and across countries. This makes designing policies to address gender gaps more challenging, yet of crucial importance. What is clear is that the failure to directly and explicitly address the underlying causes of the disparities is likely to end up exacerbating the observed gender gaps. 相似文献

It is widely agreed that rules governing public procurement should be designed to achieve value for money. However, in the public works sector, ‘…?the good being procured is usually complex and hard to be exactly specified ex ante, …?[and] alterations to the original project might be needed after the contract is awarded. This may result in considerable discrepancies between the lowest winning bid and the actual costs that are incurred by the buyer’ (Bajari et al., 2006). There is now a wide body of literature focusing on cost escalation during the execution of contracts and their estimates reveal that it can be often quite large. This article is aimed at offering an empirical test of the determinants of adaptation costs in the public works procurement. Using a detailed data set on Italian public works contracts, we run an empirical analysis, grounded on the main conclusions reached in the literature, to test for the main drivers of adaptation costs. 相似文献

In this paper, we investigate the association between the efficiency of infrastructure provision and the level of corruption, in the province in which the infrastructure takes place, employing a large dataset on Italian public works contracts. We, first, estimate efficiency in public contracts’ execution using a smoothed DEA bootstrap procedure that ensures consistency of our estimates. Then, we evaluate the effects of corruption using a semi-parametric technique that produces a robust inference for an unknown serial correlation between efficiency scores. In order to test the robustness of our results, the parametric stochastic frontier approach has also been employed. The results from both nonparametric and parametric techniques show that greater corruption, in the area where the infrastructure provision is localised, is associated with lower efficiency in public contracts execution. 相似文献

This article proposes a general pattern of rural development in which increases in per capita income are associated with a decline in the importance of agricultural production and a rise in the importance of non‐agricultural income sources. Following the approach to examining Engel’s Law, we use data from 15 developing countries and a merged dataset to test whether such a pattern emerges. The analysis shows a strong, positive relationship between per capita income and the share of income earned from rural non‐agricultural wage employment and a negative relationship between per capita income and agricultural production. 相似文献
