Policy goals in UK higher education encourage the publicly funded universities to become more-specialised and larger in size without compromising output quality. Efficiency gains are expected to flow from this increased specialisation in accordance with universities’ comparative research and teaching strengths. Mergers to reap further gains from economies of scale are also being actively encouraged. Given this scenario, the paper investigates whether best-practice efficiency measurement based on data envelopment analysis (DEA) provides empirical support for the current policy goals. It also assesses whether such support is dependent on the specific type of efficiency measure used in the DEA modelling. This assessment finds that a selection of (nine) commonly used, variant efficiency measures generally support the current policy goals. The paper also uses the principal-agent framework to explore the issues involved in using computed DEA-based efficiency scores for policy evaluations and possible funding guidance in UK higher education. This highlights empirically how policy-makers and universities can have very different preferences about which efficiency measure is to be used for policy evaluations and possible funding guidance.  相似文献

In this paper, we consider a flowshop scheduling problem with sequence-dependent setup times and a bicriteria objective to minimize the work-in-process inventory for the producer and to maximize the customers' service level. The use of a bicriteria objective is motivated by the fact that successful companies in today's environment not only try to minimize their own cost but also try to fulfill their customers' need. Two main approaches, permutation and non-permutation schedules, are considered in finding the optimal schedule for a flowshop. In permutation schedules the sequence of jobs remains the same on all machines whereas in non-permutation schedule, jobs can have different sequence on different machines. A linear mathematical model for solving the non-permutation flowshop is developed to comply with all of the operational constraints commonly encountered in the industry, including dynamic machine availabilities, dynamic job releases, and the possibility of jobs skipping one or more machines, should their operational requirements deem that it was necessary. As the model is shown to be NP-hard, a metasearch heuristic, employing a newly developed concept known as the Tabu search with embedded progressive perturbation (TSEPP) is developed to solve, in particular, industry-size problems efficiently. The effectiveness and efficiency of the search algorithm are assessed by comparing the search algorithmic solutions with that of the optimal solutions obtained from CPLEX in solvable small problem instances.  相似文献

The study investigates how producer-specific environmental factors influence the performance of Irish credit unions. The empirical analysis uses a two-stage approach. The first stage measures efficiency by a data envelopment analysis (DEA) estimator, which explicitly incorporates the production of undesirable outputs such as bad loans in the modelling, and the second stage uses truncated regression to infer how various factors influence the (bias-corrected) estimated efficiency. A key finding of the analysis is that 68% of Irish credit unions do not incur an extra opportunity cost in meeting regulatory guidance on bad debt.  相似文献
