In July 2006, the European Union's (EU) Common Market Organization (CMO) for sugar underwent the first radical reform since its establishment in 1968. In this article, we study the incentives for adoption of new technologies before and after the policy reform. We build a stochastic partial equilibrium model and use it to analyze the effect of the policy reform on the adoption incentives of genetically modified herbicide tolerant sugar beet. Our findings show that the adoption incentives of high‐cost sugar beet farmers are significantly reduced under the new CMO. Medium‐cost producers, in contrast, have greater incentives to adopt new technologies, while low‐cost producers are largely left unaffected. The reduced adoption incentives of high‐cost farmers lead to lower flexibility and competitiveness of these farmers and therefore coincides with the goals of the reform to crowd out high‐cost producers and increase competitiveness of the European sugar market. En juillet 2006, l'Organisation commune du marché (OCM) du sucre a subi sa première réforme radicale depuis sa mise en place par l'UE en 1968. Dans la présente étude, nous avons examiné les incitatifs offerts pour l'adoption de nouvelles technologies, avant et après la réforme. Nous avons élaboré un modèle stochastique d'équilibre partiel et l'avons utilisé pour analyser les répercussions de la réforme sur les incitatifs offerts pour l'adoption de variétés de betteraves sucrières génétiquement modifiées résistantes aux herbicides. Selon nos résultats, les incitatifs offerts aux producteurs de betterave sucrière ayant des coûts marginaux élevés ont significativement diminué depuis la réforme de l'OCM du sucre. Par contre, les incitatifs offerts aux producteurs ayant des coûts marginaux moyens se sont accrus, tandis que ceux offerts aux producteurs ayant de faibles coûts marginaux n'ont pas changé. La diminution des incitatifs offerts aux producteurs ayant des coûts marginaux élevés entraîne une diminution de la souplesse et de la capacité concurrentielle de ces producteurs et, par conséquent, coïncide avec les objectifs de la réforme qui visent àévincer les producteurs ayant des coûts marginaux élevés et à accroître la capacité concurrentielle du marché européen du sucre.  相似文献

Using an experimental methodology based on investment games, we examine whether smallholder rice farmers from Nueva Ecija, Philippines have heterogeneous preferences for improvements in 10 rice varietal traits. We use a latent class cluster approach to identify different segments of rice producing households and their distinct preferences for trait improvements. These clusters were characterised post hoc using household, farm, and marketing characteristics. On average, farmers invested the most in rice varietal trait improvements that offered opportunities to reduce losses caused by lodging, insects and diseases. We found four classes of farmers with distinct preferences for improvements in variety traits. The clusters were significantly different in terms of household and farm characteristics. These findings can guide breeding research in the development of varieties that have the traits farmers identified for improvement, and that will address the unique needs of distinct farmer segments.  相似文献

This article shows that the observed sample adoption rate does not consistently estimate the population adoption rate even if the sample is random. It is proved that instead the sample adoption rate is a consistent estimate of the population joint exposure and adoption rate, which does not inform about adoption per se. Likewise, it is shown that a model of adoption with observed adoption outcome as a dependent variable and where exposure to the technology is not observed and controlled for cannot yield consistent estimates of the determinants of adoption. The article uses the counterfactual outcomes framework to show that the true population adoption rate corresponds to what is defined in the modern policy evaluation literature as the average treatment effect (ATE), which measures the effect or impact of a "treatment" on a person randomly selected in the population. In the adoption context, a "treatment" corresponds to exposure to the technology. The article uses the ATE estimation framework to derive consistent nonparametric and parametric estimators of population adoption rates and their determinants and applies the results to consistently estimate the population adoption rates and determinants of the NERICA (New Rice for Africa) rice varieties in Côte d'Ivoire. The ATE methodological approach developed in the article has significant policy implications with respect to judging the intrinsic merit of a new technology in terms of its potential demand by the target population independently of issues related to its accessibility and in terms of the decision to invest or not in its wide-scale dissemination.  相似文献

Desquilbet and Bullock (2010) criticize some aspects of our analysis of the European Union’s (EU) spatial ex ante coexistence regulations (SEACERs) of genetically modified (GM) and non-GM crops presented in Demont et al. (2009). We argue that, besides misinterpreting some of our original arguments, the authors propose a policy analysis framework which is inconsistent with the main goal of the EU’s SEACERs. Their example incorrectly suggests that SEACERs play an additional role of regulating non-GM crop supply on the market. This would be inefficient from a policy economics perspective, especially in an open economy where global trade is taken into account. Therefore, we argue that analyzing flexibility of SEACERs in a market framework could lead to erroneous conclusions and in that case a simple farm level analysis such as presented in Demont et al. Some argue that the lack of modern agricultural development in the former socialist countries of Central and Eastern Europe has made cutting‐edge biotechnology attractive. However, enthusiasm for planting genetically modified (GM) crops varies greatly in the enlarged European Union (EU) and especially among the New Member States (NMS); the Czech GM maize area is progressively growing whereas Hungary imposed a de facto ban on GM crops. Remarkably, the Hungarian ban was not supported by any cost–benefit assessment. In the literature, ex ante impact assessments of monopolistically priced technologies are often based on cross‐sectional comparisons of average cropping budgets. Such assessments ignore heterogeneity of farmers and underestimate the true impact of these technologies because of homogeneity bias. Therefore, we propose an improved method by explicitly modelling farmer heterogeneity under imperfect information, and assess the potential value and benefit sharing of GM crops in the two NMS using a stochastic partial equilibrium model. The total potential value of GM crops is estimated at €82 million for both countries, of which €60 million (73%) accrues to farmers and €22 million (27%) to the gene developers and the seed industry. This is in line with the literature on global benefit sharing of first‐generation GM technologies.  相似文献

The EU is currently struggling to implement coherent coexistence regulations on genetically modified (GM) and non-GM crops in all member states. While it stresses that any approach needs to be “proportionate to the aim of achieving coexistence”, very few studies have actually attempted to assess whether the proposed spatial ex ante coexistence regulations (SEACERs) satisfy this proportionality condition. In this article, we propose a spatial framework based on an existing landscape and introduce the concept of shadow factor as a measure for the opportunity costs induced by SEACERs. Our empirical findings led us to advance the proposition that flexible SEACERs based on pollen barriers are more likely to respect the proportionality condition than rigid SEACERs based on isolation distances. Particularly in early adoption stages, imposing rigid SEACERs may substantially slow down GM crop adoption. Our findings argue for incorporating a certain degree of flexibility into SEACERs by advising pollen barrier agreements between farmers rather than imposing rigid isolation distances on GM farmers. The empirical questions of proportionality and flexibility have been largely ignored in the literature on coexistence and provide timely information for EU policy makers.  相似文献

Granivorous birds, mainly the Red‐billed Quelea, have subsisted on cereal crops in Africa for centuries and have caused substantial damage. There is, however, limited recent evidence on their impact. We propose an indirect method to estimate bird‐inflicted crop losses by fitting a production function with a damage abatement component and pest intensity slope dummies on a panel database of rice farmers in the Senegal River Valley. This allows us to estimate both bird damage and marginal productivity of bird control at different levels of bird pressure. Annual bird damage is found to average around 13.2% of the potential rice production during the wet seasons of 2003–2007, which translates into an average annual economic loss of 4.7 billion FCFA (€7.1 million). Our results are consistent with farmers’ perceived bird‐inflicted crop losses, averaging 15.2%. More alarmingly, we observe declining marginal productivities of bird control under increasing bird pressure. Farmers indicate that at high bird pressure, the efficacy of traditional bird scaring methods is inadequate, which suggests that predictive (monitoring), preventive (population control) and protective (insurance) measures against massive invasions are more urgent than improving the average efficacy of curative measures (pest control). These findings are especially relevant to farmers and policy‐makers who are currently struggling to implement an ambitious food self‐sufficiency programme in Senegal.  相似文献
