This essay was written for the 1984 General Motors Intercollegiate Business Understanding Program. It consists of three sections, each responding to a separate issue posed by General Motors. The opinions expressed are not those of the General Motors management.The first section attempts to document, through the use of Harvard Business Review articles, a shift in the notion of managerial responsibility from a narrowly focused role responsibility to a more widely focused moral responsibility.The second section explicates the different conceptions of Justice behind the United States and West German economic systems. It gives examples of the consequences of the different conceptions both in methods of policy formation and results.The third section deals with business ethics in international contexts. It argues that law is by itself inadequate in the regulation of business activity and must be supplemented by public discussion, which employs the traditional methods of moral reasoning.John Davis Feldmann, John Kelsay, and Hugh E. Brown III are or have been graduate students in the Department of Religious Studies at the University of Virginia. Their essay, written under the direction of James F. Childress, Edwin B. Kyle Professor of Christian Ethics, won first prize in the 1984 General Motors Intercollegiate Business Understanding Program.John D. Feldmann, currently writing a dissertation on justice and tax reform, holds a law degree from the University of Virginia. He has practiced business law, served as a Vice-President of a banking corporation, and worked for the Center for Applied Ethics at the University of Virginia's Darden Graduate School of Business Administration.John Kelsay, an ordained minister of the Presbyterian Church U.S.A., holds a Ph.D. in Religious Ethics from the University of Virginia and has been serving as an Instructor there. His dissertation dealt with ethics and society in Islam.Hugh E. Brown III, now preparing for the Episcopal ministry at Virginia Theological Seminary, holds an M.A. in Religious Ethics from the University of Virginia. This article analyses the significance of the period of extraordinary politics after the fall of communism for policy reform. It examines under what circumstances policy reforms enacted during such periods are durable by comparing trade liberalisation in Poland and Estonia in the early 1990s. The article relates this question to the historical institutionalist debate surrounding critical junctures, gradual change and the politics of stability and change. It argues that trade policy reform enacted during periods of extraordinary politics is most likely to be durable if it is associated with deeper changes in structural conditions, such as dominant ideas, interests and institutions.  相似文献

Using annual data on 21 industrial countries from the period 1985 to 2009 and a large number of controls, this paper empirically analyzes the impact of technological change on unemployment. As proxy for technological change, it uses the ratio of triadic patent families to population. According to the regression results, an increase in technological change substantially increases unemployment over 3 years. There is no long-term effect, though. The results are robust to both endogeneity and numerous variations in specifications. They support theoretical contributions according to which faster technological progress may increase unemployment, at least during a transition period.  相似文献

This paper examines the political economy of Estonian trade policy in the 1990s. Estonia is a unique case in the world economy, in that the country rapidly implemented unilateral free trade after regaining independence and sustained it right through the 1990s. We analyse the circumstances, interests, ideas and institutions that have shaped Estonian trade policy during the past decade. Our stress is on institutions, particularly the national decision‐making setting for trade policy. Through this prism we try to understand how a free trade regime was implemented and sustained, and what this experience suggests for the feasibility of tree trade elsewhere. We also look at the increasingly ‘multi‐track’ nature of Estonian trade policy through bilateral free trade agreements, WTO accession and, especially, the movement towards EU accession. Although the other trade policy tracks to some extent provide a lockin for unilateral reforms, we argue that EU accession is undermining the simple, classical liberal trade policy regime that existed during the 1990s.  相似文献

This article studies the effects of the real interest rate on labor market performance. Using a much larger sample of countries and more indicators of labor market performance than have been used in previous articles, it finds that a rise in the real interest rate increases the unemployment rate, raises the share of long‐term unemployed, and reduces the employment rate. The magnitude of these effects is very small in the short run but much more pronounced—though still fairly small—in the long run. Young people are disproportionately affected. The results are robust to variations in specification.  相似文献

This article presents a brief survey of two‐sided matching. We introduce the reader to the problem of two‐sided matching in the context of the college admission model and explain two central requirements for a matching mechanism: stability and non‐manipulability. We show how the frequently used ‘Boston Mechanism’ fails these key requirements and describe how an alternative, the Deferred Acceptance Algorithm, leads to stable matchings but fails to be non‐manipulable in general. A third mechanism, the Top Trading Cycle, is efficient and non‐manipulable when only one side of the match acts strategically. We also discuss some applications of matching theory.  相似文献

Protestantism, Labor Force Participation, and Employment Across Countries   总被引:2,自引:0,他引:2  
A bstract .   Using data from 80 countries, this article analyzes whether Protestant religion affects labor market outcomes. Controlling for the impact of labor market regulations, business regulations, the tax burden, the business cycle, the level of economic development, demographic and geographical conditions, wars, and the transition from planned to market economy as well as unobserved country and year effects, we find that countries in which the largest portion of the population practices Protestant religion have substantially higher labor force participation and employment rates, particularly among women. We obtain the same result for a subgroup of 19 industrial countries for which we have better data to control for the impact of labor market institutions and business cycle fluctuations.  相似文献

Using data from 87 countries and the years 1980-2003, this paper empirically analyzes whether and to what extent economic freedom affects unemployment. According to the regression results, economic freedom is likely to substantially reduce unemployment, especially among women and young people. A small government sector and a legal system characterized by an independent judiciary, impartial courts, and an effective protection of property rights most clearly seem to have beneficial effects. In addition, there are indications that freedom to trade across national boundaries and a light regulatory burden may also lower unemployment, though apparently in the long term only.  相似文献

Using data on 78 countries over 1980 to 2008 and a host of controls, this paper finds that switching from a floating regime to a pegged or an intermediate regime is likely to substantially reduce unemployment. Using a three-way regime classification, the estimated effect of switching to a pegged (to an intermediate) regime is around two percentage points (around one percentage point) after 2 years. These results are robust to variations in both specification and three-way classification. When using a four-way classification, we find evidence that switching from a float to a hard peg is most likely to reduce unemployment.  相似文献
