Under a corporatization trend, traditional financial reporting is generally considered unable to offer a complete view of the economic and financial activities of a group of public entities. Consequently, several reforms and standards have been introduced related to consolidated financial reports. This paper shows how sustainable and smart strategies can be implemented in cities and how these strategies influence, and are influenced by, performance measurement systems. Drawing upon the Foucauldian notion of governmentality, the authors present the case of Gothenburg in Sweden, where they interviewed the key actors involved in a new sustainability strategy. Translating strategy into performance measurement systems requires collaboration across organizational boundaries and considerations of financial goals and social and human aspects.  相似文献

Performance measurement (PM) is now common in Western universities. This is also the case in Finland, where a new funding scheme was implemented to ensure that quality was included in universities’ PM. However, this paper shows that the quality indicators in use are, in practice, quantitative. The paper is based on a large survey and has implications for university PM systems in Finland and internationally.  相似文献

This paper defines and then observes processes of glocalization surrounding the adoption of International Public Sector Accounting Standards (IPSAS) for public sector financial reporting. Glocalization can be best understood using sociological institutionalism, because this theory focuses on the retention of identity, and processes of legitimacy, during adaptation (diffusion) of standards. The paper discusses the history of standard-setting for the public sector in New Zealand to explain why this theory has value.

IMPACT

This paper defines and describes the utility of the concept of glocalization in analysing the implementation of IPSAS, with a New Zealand focus. The value of the paper is in its combination of a jurisdiction-specific experience with an understanding of the broader issues of ‘global versus local’ and processes of sociological institutionalism. Such studies of IPSAS adoption can offer distinctive perspectives on global processes of isomorphism within neo-institutional theory. This paper focuses on corruption in public procurement. It describes the contemporary face of corruption by investigating the role of public accountability in the fight against corruption. The paper describes a specific episode of corruption relative to the awarding of government contracts for big events, such as the celebration of the 150th anniversary of Italian unification. Relying on the philosophical insights of Rousseau, Popper, Kant and others, the study suggests the need for enabling a democratic control and constructing a public ethics for the common good.  相似文献

This paper investigates the demand for money by firms and the existence of economies of scale in the Italian manufacturing industry. We estimate a model for cash elaborated by Fujiki and Mulligan using a different estimation procedure from the previous literature. We then introduce an iterative procedure based on backward exclusion of firms from model estimation which points out the high heterogeneity of Italian companies in money demand. Our estimates show that the Italian manufacturing industry, considered as a whole, does not enjoy scale economies in money demand. However, our iterative procedure points out that the cause of this result has to be ascribed to small firms which are characterized by thin cash money holdings and a consequent very modest opportunity cost.  相似文献

Consolidated Financial Statements (CFSs) in the public sector represent useful financial tools to improve transparency and accountability toward internal and external users. This aggregate view is only a part of the information needed in order to give politicians, managers, employees, financial institutions, rating agencies, and citizens a whole view of a local government's financial performance. It emerges the need to have segment information, covering specific policy areas for which it is appropriate to separately report financial and non-financial information. This paper, after having discussed the need for accountability and decision-making in a theoretical framework, gives account of a pilot project realized by the municipality of Reggio Emilia, which introduced CFSs and segment reporting. The empirical study is based on an action research as a methodological approach to solving practical problems. Finally, the paper also offers some practical suggestions to contribute to the applicability of the segment reporting in the public sector.  相似文献

Recently, foreigners have been responsible for negotiating more than half of the shares issued by the companies listed in the Brazilian Stock Market. In order to understand the characteristics of companies that influence the increase of international financing, the aim of this article was to investigate the relation between foreign investment in public offerings and board composition. We examine data of 183 Brazilian IPOs and subsequent offerings from 2004–2016 using OLS regression. The empirical result suggested that companies that have a foreign director as a board member and are in a special listing segment of B3—bound by rules of corporate governance—tend to attract more foreign investment. This means that foreigners are sensitive to good corporate governance practices when financing Brazilian firms’ IPOs or that issue new shares. Our findings imply that improvements in the corporate governance practice of companies could increase their ability to raise foreign capital.

RESUMERecientemente, más de la mitad de las acciones emitidas por las empresas cotizadas en la Bolsa de Valores brasileña fueron negociadas por extranjeros. El objeto de este estudio consistió en investigar la relación existente entre las inversiones extranjeras en las ofertas públicas y la composición de sus juntas directivas, para entender las características de las empresas que contribuyen a aumentar el financiamiento internacional. Utilizando la regresión de mínimos cuadrados ordinarios dinámicos (MCOD, OLS en inglés), examinamos datos de la Oferta Pública Inicial Brasileña 183 (IPO) así como ofertas subsiguientes del período 2004-2016. El resultado empírico obtenido sugiere que las empresas cuya junta directiva tiene como miembro un director extranjero y constan en un segmento de cotización especial (B3), sujeto a normas de gobernanza corporativa, suelen atraer más inversiones extranjeras. Esto implica que, al financiarlas, los extranjeros son más susceptibles a que las empresas brasileñas que abren su capital o emiten nuevas acciones, usen buenas prácticas de gobernanza corporativa. Nuestros hallazgos sugieren que la implementación de mejoras en las prácticas de gobernanza corporativa de las empresas puede aumentar su financiamiento internacional.

RESUMORecentemente os estrangeiros passaram a ser responsáveis pela negociação de mais da metade das ações emitidas pelas empresas listadas na Bolsa de Valores brasileira. Para entender as características das empresas que influenciam o aumento do financiamento internacional, o presente trabalho tem como objetivo o estudo da relação entre o investimento estrangeiro nas ofertas públicas e a composição das diretorias. Examinamos dados de 183 IPOs (Oferta Pública Inicial) e de ofertas subsequentes, de 2004 a 2016, usando a regressão MQO (OLS na sigla em inglês). O resultado empírico sugere que as empresas que têm um diretor estrangeiro na diretoria e que estão no segmento de listagem especial da B3—sujeitas às normas de governança corporativa—tendem a atrair mais investimentos. Isso significa que os estrangeiros estão alerta quanto às boas práticas de governança ao considerar empresas brasileiras que abrem o capital ou que emitem ações novas. Os nossos achados sugerem que melhorias nas práticas de governança corporativa das empresas podem elevar o financiamento internacional das empresas.  相似文献
