This study presents a framework for investigating the benefit incidence of provision of public recreation opportunities. The proportion of individuals who use outdoor recreation services increases with income, and frequency of use differs by the users’ gender and life situation (e.g., depending on whether they are students or older citizens). The decomposition of distributive incidence shows that a bias in favor of high-income groups may be accentuated when the perceived value of these services is taken into account in monetary terms. We compare alternative strategies in terms of equity for improving recreation opportunities, e.g., reduced distance to or increased acreage of recreation sites. Our results indicate that although these strategies improve the welfare distribution among the income groups, a considerable proportion of benefits nevertheless accrue to high-income groups.   相似文献

In Finland there are valid questions being asked about the sustainability of the current provision in state healthcare systems. Structurally, lower birth rates and greater longevity mean that populations age and present the challenge of chronic illness management in later life for a larger proportion of the population. Culturally, some 50 years after the introduction of a state healthcare system, ageing populations will have greater expectations of service quality than their predecessors. Paradoxically, they will also have a greater engagement with lifestyles which themselves will bring new challenges to long‐term health status. There is no single solution to the complex problem of service sustainability but undoubtedly health education provides some potential to limit future demands. Diet‐related illness and incapacity are specific health challenges for the coming decades but the problems can be substantially reduced by changing current behaviour. To make such changes possible, knowledge needs to be communicated effectively in terms of simplicity, accuracy and with appropriate timing. Health education can make a major contribution to service sustainability. This paper reports a study of primary care nurses (n = 50) in the Tampere area and examines their capacity to provide healthy eating advice. In this sample, nurses often demonstrated good levels of nutritional knowledge on which to base patient advice, but there was considerable variation. Arguably, focused in‐service training would provide updating on theory and practice for more consistent advice and better prospects for behavioural change.  相似文献

The purpose of this article is to investigate municipal board members’ financial and technical competence and analyse factors explaining the presence of such competence. Financial expertise estimates were constructed based on the board members’ education and professional experience, while financial literacy levels were estimated based on prior board experience and participation in additional training in accounting and finance. Board members’ technical competence was assessed in terms of their education. Quantitative data was derived from a survey administered to 354 municipal water utility board members in Finland. The response rate was 52%. The results of the study indicate, first of all, that municipal board members’ estimated financial competence levels are not high and that financial competence is associated with organizational form. Secondly, board members’ technical competence levels are also fairly low and technical competence is associated with political affiliation. Stewardship theory offers the most plausible explanation for the influence of organizational form on financial and technical competence, while the resource dependency view provides an explanation for the effect of political affiliation on technical competence.  相似文献

As the price of recreational visits is unobservable and commonly represented by researcher-assigned travel cost estimates, welfare change estimates generated by the travel cost method are ordinally measurable (Randall, 1994). For a potential solution to the resulting calibration problem we use respondent-reported driving costs and the stated cost of travel time, measured by willingness to pay to reduce travel time, to represent the individual trip price. On-site data from a hiking area in Finland are used. After considering visitors’ perceptions of driving cost and travel time, models with individual driving costs and stated cost of travel time are compared to standard specifications based on a uniform rate of driving cost and wage-based time cost. The use of respondent-reported driving costs appears to be a working approach for calibrating the benefit measures. The stated cost of time was logically related to visitor and trip characteristics and had plausible effects on benefit estimates.  相似文献

The purpose of this paper is to promote the understanding of how employees learn to use information and communication technology (ICT) systems at work. The elements of a learning activity in the context of ICT use are identified from the literature. In particular, approaches to learning, learning strategies and problem‐solving strategies are reviewed. The empirical part of the study examines how employees choose to start learning how to use ICT systems, and how they choose to learn while solving problems related to system use. The data were collected using qualitative semi‐structured interviews with 39 employees in three organizations. The interviewees usually preferred to learn how to use ICT quickly and without investing too much effort. The interviewees preferred informal learning and problem‐solving strategies. The most commonly used strategies were to try things out alone or together with peers, or to ask for help from peers. The main conclusions of the study are that the users' learning intentions affect the kind of learning support they need and that ICT learning is best approached as a learning activity strongly rooted in collaboration and the social context.  相似文献

Traditionally, the financial balance of public sector economic entities has been determined by balanced budgets and cash‐based or modified cash‐based budgetary accounting. Since the 1990s the superiority of accrual accounting in the public sector context has been emphasized by both practitioners and academics. This paper demonstrates that accrual accounting also offers opportunities for the use of creative accounting, or earnings management, in the public sector, at least as long as accounting is performed in accordance with diverse national norms instead of internationally acceptable accounting standards.  相似文献

This paper is concerned with the preferences of the Finnish households for a controversial nature conservation program – the European Union's Natura 2000 Network. Since the program was mainly based on biological considerations, it met strong public opinions from different interest groups in Finland. Using the choice experimental method, we attempt to estimate the values that the Finnish households would place on different preservation levels. It is found that the mean willingness to accept for a decrease in the nature preservation area is much greater than the mean willingness to pay for an increase by the same amount. Also, the marginal willingness to pay becomes zero after an initial increase in the natural preservation area, which is consistent with our earlier findings in a binary choice valuation study. Policy implications of these results are also discussed in relation to different decision criteria.  相似文献

By virtue of their significant influence on customers’ decisions, retailers’ acceptance of a service plays a significant role in the success of that service. Therefore, retailers’ acceptance of the service and commitment to selling the service must be ensured. However, this issue has attracted limited attention in acceptance research, which tends to focus on goods, technologies and consumers. Based on a survey of consumer durables retailers in three countries, this study focuses on retailer acceptance of a complimentary use-guarantee service, which is meant to maintain customer’s ability to use a semi-durable consumer product. The results of this study link retailers’ perceived usefulness, and commitment & effort to their service acceptance. Manufacturer support was found to moderate the relationship between ease of use and acceptance. Further, nationality, retailer’s own use of the service as a consumer and the importance of the manufacturer’s business for retailers were important for retailer acceptance. Thus, manufacturers need to focus as strongly on retailer acceptance as on the end customer acceptance to ensure service success. They also need to ensure the usefulness of the service for retailer, give retailers a reason to commit to the service sales and provide enough support to make retailers comfortable in selling the service.  相似文献
