Autonomous Driving — a Challenge for the Automotive Industry

The automotive industry is one of the most important industries in Europe. This industry is responsible for 14% of total production and capital investment in the European manufacturing sector, and in Germany the share amounts to 22%. Structural change within this crucial sector is of relevance for the whole economy. Along with alternative propulsion systems such as electromobility, (semi-)autonomous vehicles are one of the big trends in the automotive industry. For established providers, the possibility of disruptive change poses a threat to existing markets, while a gradual introduction of new technologies also increases competition. Nevertheless, with their strong market position in the premium segment and especially their relevant research activities, European and especially German automotive manufacturers are well placed to successfully master the coming challenges in the automotive market.

The Renewal Energies Act has so far been one of the cornerstones of the energy revolution. As a result of the Act the production of electricity from renewable sources has been considerably increased. As the most expensive forms of renewable energies have grown fastest, average costs have not shrunk but have risen significantly. The ongoing growth led to increasing subsidies for renewable energies and growing costs for electricity consumers in business and private households. It would be insufficient to look at absolute cost developments only, as distribution effects may be critical. As electricity consumption only slightly depends on household income, higher income leads to lower significance of electricity costs. Therefore, low income households bear a relatively higher burden of costs for renewable energies. Furthermore, wealthy households could benefit from the subsidies as they can invest in renewable energy systems.     

The Compatibility of EU Biofuel Policies with Global Sustainability and the WTO

The EU’s Renewable Energy Directive (2009/28) requires that by 2020, biofuels should account for at least 10 per cent of transport fuel consumption. EU legislation sets out sustainability criteria for biofuels to qualify for this target and procedures for verifying that they are met. Using the AGLINK‐COSIMO model, we investigate the impacts of the biofuel target on global trade flows and land use, both under the current biofuel tariff regime and assuming zero EU tariffs for biofuels. The EU’s 2020 transport fuel target increases the global area of agricultural crops by 0.9 per cent. With zero tariffs, the extra global land requirement is 21 per cent smaller, but a larger share of it falls outside the EU. This outcome sharpens the issue of how the EU’s unilateral sustainability criteria can be implemented given current international trade rules.
