新结构经济学中有为政府实际上对应了一种裁判型国家。裁判型国家根本上把国家视为服务于所有成员的公共性社会机构,从而具有善的性质;正是为了发挥善的行为,人们往往赋予这种国家及其政府相当大的权力。但在现实世界中,那些掌握公权力的代理人往往会为了个人目标和利益而滥用组织手段,从而导致裁判型国家及其政府的功能发生蜕变。从这个意义上说,任何承担积极功能的有为政府都不能是无限政府,而必须在一套相对成熟和完善的规范和监督体系下运作。  相似文献

Wildlife tourism is potentially a common pool resource (CPR) issue when the following are applicable: it is difficult to exclude tourists; their experiences are affected by others’ activities; and adverse impacts on the wildlife occur. CPRs are typified by non-excludability and subtractability. Relatively few efforts have been made to consider tourism in this way or to use the concept of CPR in tourism management schemes. This paper (1) explores the possibility of wildlife tourism being a CPR issue, (2) derives a list of enabling conditions required for the sustainability of such resources and (3) determines the applicability of the conditions through a case study. Having described the potential for wildlife tourism to be a CPR issue, the enabling conditions explored in the rest of the paper follow: the characteristics of the tourism resource system and its user groups, the associated institutional arrangements and the external environment. The application of CPR thinking to the case study, whale shark tourism in Ningaloo Marine Park, Western Australia, revealed the contribution of institutional arrangements, particularly those associated with the State Government, to sustainable management. The use of the enabling conditions as a tool for managing wildlife tourism is discussed.  相似文献

Using a four round Delphi survey, a focus group and semi-structured interviews, this study investigates the respondent perspective of the public sector role in providing an environment conducive to the development of the rural tourism sector in Britain and South Africa. Although South African respondents generally perceived a greater need of support for the rural tourism sector than did their British counterparts, many of the problems, concerns and frustrations that emerged from the study were similar. Respondents perceived the public sector as ‘leader’, ‘strategist’, ‘mentor’, ‘co-ordinator’, ‘champion’ and ‘partner’ in their endeavour to build the rural tourism sector. Grappling with the problems of uplifting the quality, viability and communal benefit of rural tourism is seen as a futile exercise if the facilitatory platform of rational policy, planning and support conducive to the sustainability of the sector, is not in place. Above all local authorities are seen as ‘the enabler’ of successful rural tourism projects that diversify the local economy and generate employment and entrepreneurial opportunities. However, whilst there is respondent acknowledgement of the role played by the public sector, there is evidence of widespread disenchantment with the efficacy with which this role is fulfilled.  相似文献

The article is designed to (a) provide a theoretical framework for analyzing reforms in the role of the state; (b) assess the Latin America experience in improving the efficiency and effectiveness of core government functions at all levels of government (e.g. human resource management, financial management, tax and customs administration and cross-sectoral service delivery though excluding a detailed treatment of sector-specific areas such as education and health); and (c) examine the experience to date in Latin America of successfully implementing institutional reforms with respect to (i) private sector development (legal reforms to facilitate private transactions as well as provide a regulatory role for government in the face of market failures and their enforcement) and (ii) poverty alleviation particularly with respect to reforms in the social security system as well as the introduction of social investment funds.  相似文献

As member-owned, not-for-profit financial institutions, credit unions are an important instrument of public policy, particularly in pushing forward measures to tackle financial and social exclusion. Historically, the credit union movement in Great Britain has been hampered by a number of factors, including a lack of leadership, a cohesive identity and regulatory impediments. Recent legislative review and change has provided credit unions with the opportunity to grow and extend the scale and scope of services they can offer to their members. However, policy-makers should be aware that funding initiatives to support credit union development might undermine their self-help cornerstone and weaken the future development of the movement.  相似文献
