效率视角下"一带一路"沿线国家创新影响力研究

从效率差异视角构建国家创新影响力评价方法，揭示“一带一路”沿线国家创新要素流动倾向性以促进交流合作。运用DEA模型测算各国创新效率，根据DEA原理识别国家间的认可关系，构建创新网络并用节点特征向量中心度表示各国创新影响力，分析创新影响力类型、创新网络特征及创新投入冗余率与产出不足率。结果发现，各国创新效率存在显著差距;各国分别处于创新网络中心、核心和边缘位置，国家创新影响力依次递减;按照创新要素相对强度，沿线国家可分为6种创新类型;最后，提出沿线国家间开展创新交流与合作的必要性和途径。     

一村一品:农民增收的"金钥匙"——福建省尤溪县管前镇的调查

该文对管前镇"一村一品"发展现状及特点进行全面分析,总结出值得借鉴的成功经验与做法,得出发展"一村一品"经济是解决"三农"问题的突破口,拉动农村经济结构调整等5项启示,为大力推进农业和农村经济,促进农业增效和农民增收服务。     

Burn or bury? A social cost comparison of final waste disposal methods

This paper evaluates the two well-known final waste disposal methods, incineration and landfilling. In particular we compare the social cost of two best-available technologies using a point estimate based on private and environmental cost data for the Netherlands. Not only does our comparison allow for Waste-to-Energy incineration plants but for landfills as well. The data provide support for the widespread policy preference for incineration over landfilling only if the analysis is restricted to environmental costs alone and includes savings of both energy and material recovery. Gross private costs, however, are so much higher for incineration, that landfilling is the social cost minimizing option at the margin even in a densely populated country such as the Netherlands. Furthermore, we show that our result generalizes to other European countries and probably to the USA. Implications for waste policy are discussed as well. Proper treatment of and energy recovery from landfills seem to be the most important targets for waste policy. Finally, WTE plants are a very expensive way to save on climate change emissions.

Make One——基于软件功能构件的通用电子设备模式研究

首先，指出并分析了基于传统的系统体系结构模式而设计的信息设备与其应用功能之间存在整体堆积性和时空不变性的优缺点；然后，根据先进的信息产品应用功能软件化、构件化的思想，提出一种新的设备与应用功能可互相分离、应用功能构件可重载的Make One设备模式，讨论了Make One模式设备的功能结构特点；进而，给出了一个Make One设备模型的嵌入式容器－构件实现方案；最后，探讨了在互联网环境下Make One模式的应用服务体系。     

西气东输工程用感应加热弯管技术条件探讨

在对国外X70管线弯管技术条件进行调查分析与研究的基础上，对其中的几个关键技术问题包括母管成分，弯管的制造工艺和技术路线，强度与韧性要求，屈强比，Cu污染问题等进行了讨论。一些观点在西气东输感应加弯管技术条件中得到应用。     

论项目管理对投资效益的支持作用

投资活动具有独特的运行规律，政府和企业在管理模式上现存的缺陷不利于投资效益的实现，有必要在实际 工作中引入项目管理的模式，项目管理以效益为直接目标，以项目为核心，以竞争为手段，以协调为基础，以法律为保障，辅以现代化的项目管理方法和技术，为投资效益的实现铺垫了良好的基础，具有坚实的支撑作用。     

Contemporary Extensions of the Rasch Model

This paper will introduce, discuss and illustrate two contemporary extensions of theRasch model: the one parameter logistic model (Verhelst and Glas, 1995) and theMultidimensional Rasch model (Hoijtink et al., 1999). Using data with respect tothe measurement of schizotypy (Vollema and Hoijtink, 2000) the most importantfeatures of both models will be illustrated. For the one parameter logistic modelthese include: a (discrete) discrimination parameter for each item; a test for itembias; and, estimation of the location of a person on the (latent) trait that is beingmeasured. For the multidimensional Rasch model these include: specification ofthe model; and, model selection. All analyses presented in this paper can be executedusing either OPLM (Verhelst et al., 1995), TESTFACT (Wilson et al.,1984) or ConQuest (Wu et al., 1998). At the end of the paper some features ofmodels and software that have not been discussed will be summarized.     

中小企业新产品开发流程的高标定位研究

中小企业要取得生存和发展的优势 ,快速开发成功的新产品已是其企业竞争战略中的关键部分。本文主要从项目管理的层次 ,结合我国中小企业的特色 ,运用高标定位的方法 ,借鉴库伯的门径管理流程 ,探讨中小企业如何应用项目管理以实施高质量的新产品开发流程 ,从而提高新产品开发项目的成功率。     

我国基础设施建设与项目融资模式

从项目融资的角度，首先介绍了BOT、ABS、TOT这三种主要用于基础设施项目建设的融资模式的基本思路，总结了它们在我国基础设施建设方面的一些具体运用，最后分析了目前所存在的一些问题。对解决当前我国基础设施建设的发展严重滞后于国民经济的发展，资金短缺与投资需求的矛盾提供了有益的思路。
