Development in Information and Communications Technology (ICT) Statistics at the Australian Bureau of Statistics

This paper outlines the ICT statistical developments that the ABS has undertaken over recent years. These developments have been on both the supply side (ICT industry) and the demand side (use of IT by sector). The content of ABS ICT surveys has changed significantly over the last few years and are expected to develop further in line with industry changes and emerging policy needs.
Recent developments in household collections have been the inclusion of IT use questions in the 2001 Census of Population and Housing and in various ABS social surveys such as Children's Participation in Culture and Leisure Activities. Annual business IT use surveys are now conducted and include topics such as Internet commerce and IT security. Biennial ICT industry surveys are conducted to provide data on ICT production, imports and exports, ICT industry employment, performance and structure information. An Internet activity survey is run every six months and provides regional Internet access details and infrastructure details on Internet service providers.
A major development for 2002–03 will be the compilation of an ICT satellite account. ABS intends to produce an ICT Information Development Plan to guide its future statistical development work in the ICT field.     

Software for Learning and for Doing Statistics

The community of statisticians and statistics educators should take responsibility for the evaluation and improvement of software quality from the perspective of education. The paper will develop a perspective, an ideal system of requirements to critically evaluate existing software and to produce future software more adequate both for learning and doing statistics in introductory courses. Different kinds of tools and microworlds are needed. After discussing general requirements for such programs, a prototypical ideal software system will be presented in detail. It will be illustrated how such a system could be used to construct learning environments and to support elementary data analysis with exploratory working style.     

浅析统计信息失真的原因及对策

近年来一些领域和地方的统计信息失真现象严重,极大地影响了国家决策部门的决策行为,对国民经济的有效运行带来了严重的负面影响。本文对我国统计信息失真的原因进行了剖析,进而有针对性地提出了提高统计信息质量的相应对策。     

Country Differences in Material Deprivation in Europe

This paper assesses to what extent differences in the characteristics of individuals (micro‐level perspective) and country‐specific factors (macro‐level perspective) can explain country differences with respect to material deprivation levels. Thus, our work aims to simultaneously consider the macro dimension and the predominantly individually‐oriented study field of material deprivation using multilevel techniques. We make use of the European Union Statistics on Income and Living Conditions. Our results show that country‐specific factors seem to be much more relevant than individual effects in explaining country differences in material deprivation. We estimate that the introduction of country‐specific factors reduces the proportion of total variance due to between‐country differences in deprivation by 72.7 percent, while individual‐level variables reduce this proportion by only 9.4 percent. We also show, through interaction variables, that the effect of sociodemographic characteristics can be shaped by institutional and structural factors, especially by the level of GDP.     

Extreme Value Theory and Statistics of Univariate Extremes: A Review

Statistical issues arising in modelling univariate extremes of a random sample have been successfully used in the most diverse fields, such as biometrics, finance, insurance and risk theory. Statistics of univariate extremes (SUE), the subject to be dealt with in this review paper, has recently faced a huge development, partially because rare events can have catastrophic consequences for human activities, through their impact on the natural and constructed environments. In the last decades, there has been a shift from the area of parametric SUE, based on probabilistic asymptotic results in extreme value theory, towards semi‐parametric approaches. After a brief reference to Gumbel's block methodology and more recent improvements in the parametric framework, we present an overview of the developments on the estimation of parameters of extreme events and on the testing of extreme value conditions under a semi‐parametric framework. Demystify the labor statistics in China

In contrast to the great changes from a planning economy to market economic system, the transition in statistics system is left behind. The problem is quite serious in labor statistics. The paper reviews how the current labor statistical system collects the data and its reliability. By analyzing relevant indicators, the paper points out that policy-making based on the current labor statistics may mislead the outcomes in the Chinese labor market. To improve the labor statistics, a deep and comprehensive reform in the statistical system is required.

加强经济理论、管理科学的研究和探讨.并应用于解决社会经济、企业生产等问题中,已是当代世界经济研究的潮流.从20世纪六十年代以来诺贝尔经济学奖获得者的经济理论及应用研究的成果表明,数量经济学和数理统计学已成为经济应用数学的发展方向.     

新中国成立70年浙江省对外贸易发展的历程、特征、启示与展望

新中国成立70年来,浙江省对外贸易伴随着共和国的发展不断成长,从无到有,从小到大,从弱到强,在经济社会发展中的战略地位和作用持续增强。这期间,浙江省对外贸易在进出口商品结构、贸易方式、市场主体、贸易伙伴、业态发展等多个方面,均实现了历史性跨越。课题组以海关统计数据为基础,详细梳理分析了新中国成立以来浙江省对外贸易发展的主要历程以及特征,并结合当前日益严峻复杂的国际形势和经济全球化带来的挑战与机遇,提出进一步深化改革,大力发展实体经济,推动高质量发展、高水平开放的政策建议。     

加强企业R&D统计调查的对策研究

企业RD活动统计调查是我国科技统计调查工作的重要组成部分,其调查结果是我国政府科技管理决策的关键依据之一。当前,我国企业RD活动统计调查存在着企业RD活动统计调查组织协调工作不完善、企业RD活动统计调查组织形式和调查表指标设置仍存在缺陷、参与企业RD活动统计调查的科技统计人员缺乏系统性培训且队伍缺乏稳定性、企业RD活动统计调查的填报人员缺乏对科技指标的准确把握等突出问题。针对我国企业RD活动统计调查存在的突出问题和面临的新形势,文章提出了完善企业RD活动统计调查运行机制、强化科技部门和统计部门合作、改进企业RD活动统计调查方法、打造高素质科技统计人员队伍、进一步完善企业RD活动统计调查指标体系等对策建议。
