| 摘 要： | 中国社会变迁导致的"双重流动"和"分离运动"对传统社会管理模式形成了挑战,为此,来自地方的社会管理创新通过"统筹"、"嵌入"、"服务"、"组织"和"跟踪"等措施对此进行了应对。文章认为,从国家和社会关系的角度来看,社会管理创新是通过国家的回归来实现的,它意味着国家和社会关系的重新调整,是政府的再造和社会的重组。

| Abstract: | Social changes in China have resulted in dual mobility and a separation movement,which challenge the old social governance model.In order to deal with them,innovations in social governance have been adopted by local governments,including "overall-planning","embedded regulation","service",and "tracking".From the perspective of the relationship between state and society,these social governance innovations lead to the regression of the state.In other words,they mean a readjustment of the relationship between state and society,the reconstruction of government and reorganization of society. |
