安徽战略性新兴产业集群化发展研究

2013年安徽省战略性新兴产业产值达6863．4亿元，比2011年的4132．1亿元增长66．1％。但是，产业分散，规模太小，产值只有江苏的15％。研究表明，产业集群化是战略性新兴产业成长的重要抓手。安徽省战略性新兴产业集群化对策主要有：发力三大主攻产业（高端装备制造产业、电子信息产业和新材料产业），加强三大战略性新兴产业带（合肥经济带、芜马铜、蚌滁三个经济带），明确政府功能定位，大力培育战略性新兴产业集聚区，大力扶持战略性创新型产业集群，强化战略性新兴产业集群化的开发区路径，健全资本市场体系，以及加大体制机制创新力度。

On the Clustering Development of the Strategic Emerging Industries in Anhui Province

In 2013 the output value of the strategic emerging industries in Anhui province is 686.34 billion, rising by 66.1% from 413.21 billion in 2011. However, it amounts only to 15% of that in Jiangsu province due to the scattered industries of small size. This study shows that the clustering of industries is the key to the development of strategic emerging industries. The countermeasures of the clustering of strategic emerging industries include the following： promoting three main industries（High-end Equipment Manufacturing In- dustry, Electronic Information Industry and New Material Industry）; strengthening three strategic emerging industrial zones （Hefei Eco- nomic Zone, Wuhu-Ma＇anshan-Tongling Economic Zone, Bengbu-Chuzhou Economic Zone）; clearing the orientation of government function; greatly fostering concentrated areas of the strategic emerging industry; vigorously supporting strategic creative industry cluster; improving the development zones of strategic emerging industry clustering; perfecting the capital market system; increasing the intensity of system and mechanism innovation.
