| 摘 要： | 土地开发整理是补充耕地、实现耕地占补平衡，改善生产条件和生态环境，提高土地生产能力的重要途径。为了切实加强土地开发整理项目的规范化管理，确保各年度土地开发复垦整理项目的顺利实施，保证项目工程建设质量，增加项目实施的科技含量，从2003年起，南京市国土资源局各分（县）局积极开展了土地开发复垦整理项目工程施工招标投标制度的实践，取得了良好的效果。

| Abstract: | Land consolidation and reclamation is important way to supply arable land, and improve land fertility. The substations of the Nanjing land and resource bureau have practiced the projects bidding about land consolidation and reclamation since 2003, and achieved a good effective to strengthen the standard management, to ensue the implementation, and to guarantee the construct quality of the projects. |
