国外农村社会养老保险模式及其对我国新农保试点的启示

借鉴发达国家在农村养老保险中的得失利弊,我国建立农村养老模式,必须重点关注的问题是：农村社会养老保险覆盖面要广,使这种公共产品为所有社会成员所共享,以体现公平;要结合地方实际情况发展农村社会养老保险,不能搞＂一刀切＂,使其不断总结经验,逐步走向成熟;针对不同收入水平、不同类型的农民、和不同经济状况的地区,设计不同的种类、不同保障办法和不同的发展方式,建立起一个多层次、多元化的农村社会养老保险制度;要强调政府的责任,包括财政支持、政策制定、法律法规建设的责任,以确保农村社会养老制度得以规范运行。

Model of Rural Social Endowment Insurance Abroad and Its Enlightenment on Pilot of New Rural Social Endowment Insurance at Home

Based on the advantages and disadvantages of developed countries in rural endowment insurance,when establishing a new rural endowment insurance,China should pay more attention to the following problems： the coverage of rural endowment insurance is wide and fair,shared by all social members;the development of rural endowment insurance is in line with local situation,and sums up experiences in dealing with the practical problems flexibly;according to different income,farmers,and economic conditions,we design different types,security methods and development ways and build a multi-level,plural rural social endowment insurance system;we value government responsibility,including financial support,policy control,duty of legal regulation,to ensure the operation of rural social endowment insurance system.
