国际金融风险预警体系构建的实践及对我国的启示

2008年美国次贷危机所引发的全球性金融危机，冲击和考验了各国的经济环境和金融体系，也引发了各国对现有金融风险预警体系的反恩，大多数国家就现行的金融风险预警体系进行了积极的探索和改革。基于这一背景，本文通过对比危机前后主要发达经济体金融风险预警体系的不同，找出我国现有金融风险预警体系存在的缺陷，并结合我国实际提出改进对策，以期不断完善我国的金融风险预警体系。

The Empirical Research on the Asymmetry of the Regional Monetary Policy under the Framework of the SVAR Model

The paper analyzes quantitatively the dynamic process of the influence of China＇ s unified monetary policy from 1990 to 2012 on per capita GDP of four major economic regions using the SVAR model and impulse response function. The research shows that in the short term, the effect of monetary policy is significantly asymmetric, and is better in economically developed areas than that in the less developed areas. In the long run, the effect of the monetary policy takes on the typical characteristics that the monetary poli- cies in the long term are neutral. The paper analyzes the reasons, and then proposes the countermeasures and suggestions on promoting the coordinated economic and financial development of all regions from the following four aspects such as adopting the differential re- gional deposit reserve rate policy, expanding the monetary policy authority of the branches of PBC, changing the vertical management system of banks＇ credit funds and improving the financial system of the less developed regions, strengthening the across-regiun liquid- ity of the production factors and arranging well the monetary policy transmission channels.
