外商直接投资对高新区发展存在溢出效应吗？——基于31个国家高新区面板数据的实证分析

基于31个大中城市及国家高新区2001—2016年面板数据,通过实证研究发现外商直接投资(FDI)显著促进高新区发展,对高新区产生了明显的溢出效果,并且在2008年全球金融危机后溢出效应增强;外商直接投资对东部城市高新区的溢出效应强于中西部城市;外商投资强度越大对高新区溢出效果越好;高新区的人才数量有利于外商直接投资对高新区的溢出;继续扩大开放,促进投资自由化,吸引更多外商投向中西部地区,增加人才投入能够更好的促进我国高新区发展。

Does FDI Have Spillover Effect on the Development of High-tech Zones? Empirical Analysis Based on Panel Data of 31 National High-tech Zones

Based on panel data of 31 large and medium-sized cities and national high-tech zones from 2001 to 2016, this paper studies the spillover effect of FDI on the development of high-tech zones in China. It finds that FDI significantly promotes the development of enterprises in high-tech zones and has a significant spillover effect on high-tech zones and the spillover effect is stronger after the global financial crisis in 2008. The spillover effect of FDI on high-tech zones in the eastern cities is more intense than that in the central and Western cities. The greater the intensity of foreign investment, the better the spillover effect. The number of talents in high-tech zones is conducive to the spillover of FDI to high-tech zones. Continuing to open up, promoting investment liberalization, attracting more foreign investment to the central and western regions, and attracting more talents can better promote the development of China''s high-tech zones.
