国外智库管理运行机制及对我国的启示

智库在西方国家已经非常发达，成为影响政府决策的重要力量，而在我国智库刚刚起步，影响力和竞争力较低。完善的管理运行机制是国外著名智库成功的关键，所以研究借鉴国外著名智库先进的管理运行机制对我国智库意义非凡。通过研究国外一些与政府关系密切的著名智库，从四个方面对其管理运行机制作了系统总结和阐述，即人才管理机制、资金筹集机制、研究过程管理机制和成果管理机制，并提出了对国内院所加强内部管理的建议。

The Management and Operation Mechanism of Overseas Think Tank and Its Enlightenment to China

Think tanks have been well developed in Westecn countries, becoming an important influence on government decision. Think tanks in China have just been started, hence less influence and competition. The perfect management mechanism is the key to the success of oversea well-known think tanks. It is significant to study and learn from the advanced management mechanism of oversea well-known think tanks. This paper, through studying some abroad well-known think tanks closely connecting with the government, systematically summarized and explained their management mechanism in terms of four aspects： talents management, fundraising, research process management and achievement management, followed by some advice to strengthen internal management in the domestic universities and institutes.
