产权清晰,还是产权合理化--国有企业产权改革的目标选择

"产权清晰"的提法不够准确,对国有企业改革产生了误导.因此,提倡"产权合理化"可能比"产权清晰"更符合改革要求.这具体表现在三个方面:一是产权合理化比产权清晰更能完整地包含产权的内涵;二是产权合理化不仅包括产权归属清晰,还包括产权的严格保护与自由顺畅流转;三是从整个国有经济布局来看,产权合理化是指合理调整国有经济在不同行业的分布,做到有进有退,确保社会主义公有制的主导作用.

Clarifying Property Rights or Rationalizing them--The Goal Selection of Property Rights Reform of State-owned Enterprises

The wording of clarifying property rights is not accurate,and it has misled the reform of state-owned enterprises.So "rationalizing property rights" is probably more appropriate for the reform requirements,which include three aspects: "rationalizing property rights"tells more about property rights than "clarifying property rights";"rationalizing property rights" not only means clear property rights,but also means protecting property rights strictly and ensuring their free and orderly flowing;from the whole placement of the state-owned economy,rationalizing property rights refers to the adjustment of the distribution of state-owned economy in different industries in order to ensure the dominant position of socialist public ownership system.
