城市边缘区农村城市化和谐发展的模式研究--以佛山市顺德区马岗片区为例

城市边缘区在快速城市化条件下面临土地、资金和劳动力重构的挑战.本文以佛山市顺德区马岗片区为例,探讨即将城市边缘区农村城市化和谐发展的模式,提出把土地开发经营方式、农村管理体制、就业和社会保障制度等作为一个整体系统,通过"政府-开发商-村民"的合作模式和土地使用权股份的形式,维护各方利益和社会公正,有步骤地实现经济、社会、环境的协调发展.

Research on the approach of harmonious urbanization in rural areas on urban fringe--A case of Magang in Shunde district, Foshan

Challenged by rapid urbanization, urban fringe has to face the restructuring of land, capital and labor. This paper proposes an approach toward harmonious urbanization, especially toward a balanced scenario among economic growth, social equity and environmental protection. It is suggested that a benefit-balancing mechanism can be created among local government, developers and villagers, in which land resource is capitalized to reform the management system of collective economy and job opportunities are provided in the process of urbanization. The case of Magang in Shunde District, Foshan is taken as an example.
