政府投资项目的财务管理

现行的基本建设财务管理制度对于强化建设单位的财政监督、控制建设成本、提高投资效益发挥了重要作用。但随着基本建设投资改革的不断深入,现行制度的一些规定已不能完全适应管理的需求,为了适应新形势下基本建设财务管理的需要,有利于项目建设单位加强基本建设财务管理,有效节约建设资金,控制建设成本,提高投资效益,现行制度的一些规定亟待改进和完善。本文针对基本建设项目中的财务管理进行的深入分析,并提出了相关建议,以便更好地加强基本建设财务管理。同时也阐述了政府投资项目从立项到竣工验收全过程的财务管理。

Financial Management of Government Investment Projects

The current basic construction of financial management system for strengthening the construction unit financial supervision and control of construction costs,enhancing efficiency of the investment has played an important role.But with the deepening of reform and infrastructure investment,some of the provisions of the current system have not fully adapted to need of management,in order to adapt to the need of financial management of facilitate project,promote construction units to strengthen financial management,effectively save fund,control construction cost,improve the benefit of investment,some of current provisions need to be improved and perfected.In this paper,the financial management of facilitate project was analyzed indepth and suggestions were put forward in order to better strengthen the financial management infrastructure construction.This paper also described the whole process of financial management from setting up the project to completion acceptance.
