摘    要:在阐述土地经济学理论及地价测算模型的基础上,提出土地出让金构成的科学内涵,构造出科学测算土地出让金的数学模型,使土地出让金成为构建城乡和谐与人与自然和谐的经济杠杆,从而体现公平与效率最大化的原则,达到控制增量土地,挖掘存量土地的目的。

Abstract:The scientific components of land grant fee were proposed and its scientific measuring models were also made based on land econom ics theory and land price model, which make land grant fee be the economic level of constructing the harmony between urban and rural, also hu man and nature. Thus manifests the maximization principle of fair and efficiency to control the increasing land and to excavate the storage land.
