基于农民增收视角的石漠化片区分类治理研究

运用聚类分析——灰色关联法,将广西石漠化片区77个县区分为3类,对影响农民收入的植被恢复、农牧业发展、产业结构等进行关联分析研究。结果表明:地区石漠化程度与农民收入呈反比;农牧业加速土地石漠化;各类县区均存在产业结构不合理现象,第二产业基础薄弱,前两类县区第三产业发展水平落后;各类县区生态补偿等转移性支付过低,与石漠化的现状不相匹配。提出加大生态投入,提高石漠化片区农民收入的生态补偿;创造条件,增加农民财产性收入;调整产业结构,促进产业结构优化升级;大力发展林业,构建农林复合经营的生态系统;加强劳动力技能培训,提高农民就业能力等基于农民增收的石漠化片区政策建议。

Classification of Governance Based on the Perspective of Farmers' Income in the Concentrated Region of Karst Desertification

The concentrated region of karst desertification in Guangxi which include 77 counties are divided into three categories with cluster analysis-gray indigence method,and revegetation,agricultural development,industrial structure which have an impact on the income of farmers are analysised in this paper. The results show that the degree of karst desertification and farmers' income is inversely proportional; development of agriculture and animal husbandry accelerate karst desertification; industrial structure is not irrational in all counties,the foundation of secondary industry is weak,and the first two categories of county have a lagging development of tertiary industry; transfer payments is too low in all counties,which does not match with the status quo of karst desertification. Accordingly,this paper proposed some recommendations that increase investment in ecological to improve the ecological compensation of rocky desertification area farmers' income,create conditions to increase farmers' property income,adjust the industrial structure to promote the optimization and upgrading of industrial structure,developing forestry and construct the agroforestry ecosystems,strengthen labor skills training to improve farmers' employment ability,to improve farmers' income in the concentrated region of karst desertification.
