| 摘 要： | 地方政府主导型城镇化模式下的失地农牧民生存问题是事关社会稳定的大问题,解决失地农牧民生存问题已刻不容缓.本文开篇对地方政府主导型城镇化模式下的利益博弈框架进行分析,进而以锡林郭勒盟西乌旗“5·11”事件与阿巴嘎旗“5·15”事件为例揭示出内蒙古失地农牧民生存现状、存在问题及其所引发社会风险,最后有针对性地提出了城镇化进程中解决失地农牧民生存问题的主要政策建议.

| Abstract: | Land - lost farmers and herdsman＇s survival problems under local government - leading urbanization model is a great concern that is directly related to social stability. It is urgent to solve this problem. This paper first analyzes the profit game framework under local government - leading urbanization model, then encloses land - lost farmers and herdsmen＇s present survival situation,existed problems and the aroused social risks through case analysis. At last, this paper puts forward policy suggestions on how to solve this problem. |
