美国、德国和日本担保业发展及对我国的启示

本文首先介绍了美国、德国、日本担保业基本情况，指出完善的法律体系、以中小企业为主要服务对象、政府支持力度大及银行和担保机构共担风险是三个国家担保业发展的共同特点。在此基础上建议我国应在法律法规、政府支持、加强监管和风险分担等方面采取多种措施来推动担保行业发展。

Development of American, Germany and Japanese Guarantee Industry and their Enlightenment to China

This paper first introduces the basic information of American, Germany and Japanese guarantee industry, and points out that the completed legal system, serving primarily for SMEs, large government support and large banks and guarantee agencies sharing the total risks are the common features of the development of the three countries＇ guarantee industry. On such basis, this paper suggests that China should take multiple measures from legislation, government support, supervision enhancement and risk sharing to prompt the development of guarantee industry.
