| 摘 要： | 借助内生制度变迁理论及可持续发展理论,考察2007年以前我国区域战略安排引起的资源分配及其经济绩效,即区域战略的引致效应。实证分析表明,区域战略通过调整域际物质资本竞争格局带动长期消费的增长,其效力在自然资本不可持续开采方式及人力资本供求结构矛盾的双重作用下不断下滑。建议设立基于数量指标的自然资本开采管理方式和物质资本重塑人力资本供给结构以推动生产力重塑的新目标取向,以增强发展的可持续性。
