当前,公共危机事件频发,政府能力又是有限的,在公共危机管理的过程中容易忽视一些边缘群体,因此,许多非政府组织参与了公共危机管理,并利用自身独特的视角优势、行动优势发挥了重要作用。但在实际参与危机管理的过程中,非政府组织自身也存在一定的局限性,遇到了诸多困境。论文主要通过分析非政府组织遇到的困境,进而提出相应的对策及建议。  相似文献

目前,应对公共危机,减少公共危机风险俨然成为社会关注的重要话题。企业作为社会主体的重要一元,其参与公共危机治理能力水平,是我国公共危机治理水平的一个重要体现。本文认为企业参与公共危机治理中由于观念转变不及时、法律法规不完善、治理机制尚未形成、组织建设尚不规范等原因导致企业参与公共危机治理意愿有待加强、治理协调度需提升、治理反应滞后等问题。通过转变企业参与公共危机治理的思想观念、构建企业参与公共危机治理的法律保障体系、增强企业公共危机治理中的预警能力、提升企业公共危机治理水平、完善企业公共危机治理反馈制度来提高企业参与公共危机治理的能力。  相似文献

Information project selection is an important and recurring activity in many organizations. Establishing a systematic project selection model thus is important for organizations. However, information system project selection is made difficult by the need to consider numerous quantitative and qualitative factors, such as business goals, benefits, project risks and limitations in available resources. This study proposes a hybrid measurement model for evaluating the overall effects of information projects. The selection model generates critical, quantitative and qualitative indicators to help managers realize the advantages/disadvantages of operational conditions. This hybrid selection model not only accelerates project evaluation and selection, but also helps organizations optimize project selection and thus achieve sustainable development.  相似文献

Accountability mechanisms are among the most important means with which governments guard and improve the performance of public sector organizations. However, research documents a plethora of accountability-failures. A key issue is: how can public sector accountability become more effective? This paper seeks to answer this question by connecting two largely separated strands of research: public administration research on real-world organizations and experimental research on the effects of different forms of accountability on decision-making. The paper develops the Calibrated Public Accountability-model (CPA-model) from experimental research findings which can be used to investigate how accountability can be calibrated to task requirements of organizations.  相似文献

Entrepreneurship is important to capitalistic economies, and in management studies. Additionally, organizations recognize that human resources are imperative to survival. Although human resources is an important field, sparse theory has been applied to human resources in emerging organizations. Recognizing that emerging organizations are different from established organizations, we expand prior work in human resources and emerging organizations to introduce a human resource architecture of emerging organizations. We introduce a model for the employment mode of emerging organizations based on intentionality, resources, boundary, and exchange. We present propositions drawn from our theory, and conclude with implications and suggestions for research.  相似文献

Abstract

Managerial capacity, meant as available potential for managerial resources to be deployed when needed, can be considered ‘slack’ in a public organization during normal times, but recent developments in the research literature of public administration suggest that such capacity can sometimes contribute to public program performance. Does managerial capacity help to dampen or eliminate the effects of sizeable and negative budget shocks on the outcomes of public organizations? This question is investigated in a set of 1,000 organizations over an eight-year period. For the most part, and largely due to managerial adjustments, budgetary shocks of 10 percent or more have only limited or no negative impacts on performance in the short term. They do, however, cause a drop in performance for certain outcome measures, both immediately and in the following year. Sufficient managerial capacity, however, mitigates these negative performance effects. The findings point toward a key question with which public managers must wrestle: how to balance the costs of slack against the benefits that capacity-as-slack can generate when environmental shocks threaten to disrupt the operation of public programs.  相似文献

Using a translog stochastic production frontier and maximum likelihood estimation method, we estimate fundraising efficiency and examine the determinants of fundraising efficiency in public charitable organizations in the United States. Our study shows that organizational size has a positive impact on fundraising efficiency and government grants have a negative impact on fundraising efficiency. We also show that charities that allocate more resources on fundraising related labor, as compared with fundraising‐related materials and equipments, are more efficient in fundraising.
